DEFINITION The following definitions are referred to this document context and purpose: Temporary Construction Facilities: are those site facilities not incorporated into the final work (plant site), which are installed during the site construction phase and are generally removed at the end of the work. Relocation: is the complex of activities finalized to allowing people to work effectively at site during the site execution phase of a Project. Accommodation: is the complex of activities finalized to allowing people to live a “normal” life, both at work and out of work, during the site execution phase of a Project.

7.1.

Split of the activity necessary for Temporary Relocation and Accommodation The wide variety of subdivision of the scope of work oblige, as the first step, to state the split of the activities performed by the various organizations. A table like the following can be used to do so. Note that, in every case, some activities shall be done mandatory by TPIT, and other can be foreseen for various involved organizations. • • • • • • • • • • •

Note: This split can be utilized by the project management as contractual reference. In general, the Supplier or Subcontractor(s) shall be responsible, either directly or through Sub-Subcontractors, for designing, constructing, operating and maintaining its own adequate site TCF and accommodation facilities, meeting all project requirements, for its staff and workforce and for that of its Sub-Subcontractors. Suppliers and Subcontractors shall provide details of TCF and accommodation arrangement and various types of buildings. These shall be subject to TPIT/Owner review/approval. 7.1.2.

Preliminary Consideration for Site TCF and Accommodation Site TCF and Accommodation shall be designed as a complete system, allocating specific areas and evaluating relevant utilities connections. The overall system shall be coordinated by TPIT.

7.1.2.1.

Initial planning and control Prior to the start of work, any organization shall prepare a TCF and Accommodation plans/drawings showing the locations and dimensions of those facilities (including layouts and details, equipment and material storage area (onsite and offsite), and access and routes, ingress/egress to the fenced area and details of the fence installation. Identify any areas which may have to be graveled to prevent the tracking of mud. Indicate if the use of a supplemental or other staging area is necessary. Show locations construction fences, site trailers, construction entrances, trash dumpsters, temporary sanitary facilities, worker parking areas, etc.

Planning the TCF and Accommodation, shall be considered the topics reported in Par. 7 and the specific site scope for the work, the local requirements and the rough estimation of the site workforce. In particular, for New Camp Installation, see also paragraph 12. Making all the various consideration, also the impact on local community/organizations facilities shall be identified and addressed: • • • • •

Impact on local services/supplies within local townships e.g. shops; Impact on the roads, the parking lots, the services, the utilities, etc.; Culture and religious impact; Connections to public road system: big radius bends/decelerating areas, signals; Traffic facilities: direction signals, heavy transportation traffic directed through periphery lanes as long as possible, heavy transportation traffic maximized during “dead traffic” hours; • Parking lots: areas dedicated to parking construction vehicles; • Public roads cleanliness: facilities to clean the vehicles tires from mud. The impact can be assumed as negligible when the new relocated and accommodated group can utilize the services supplied by a nearby community/organization of sufficient size. TPIT shall check the Subcontractor TCF and Accommodation plan/drawings and shall make initial survey on site to verify the Subcontractor is planning and installing its TCF and Accommodation according with this guideline and any other project requirements.

8.

TEMPORARY CONSTRUCTION FACILITIES (RELOCATION)

8.1.

TCF Design

8.1.1.

General Area Evaluation Further to the topics reported in the paragraph 7, the area necessary for the TCF realization shall be evaluated also taking into account: • Project scope of work, characteristics and requirements; • Constructability criteria; • Past experience.

8.1.1.1.

Overall site area preparation Involved areas must be cleared, improved (if necessary), compacted, and leveled with the proper slope. Soil improvement shall be aimed to assure a sufficient mechanical strength under all the construction situation of use and avoidance of excessive mud/ dust production. Particular areas shall be covered by gravel or stabilized with bitumen. Also, particular areas can require a specially hardened and horizontal surface under all foreseeable weather conditions (for instance, areas with big cranes). Border, Gates and Fencing Inside Industrial complex, at least the borders of the TCF areas under TPIT control shall be clearly marked and un-authorized trespassing prohibited and properly prevented as a minimum by means of signs. In all other cases and when foreseen, all the construction and TCF area shall be properly fenced to “isolate” the site from uncontrolled external situations. Each area shall be fenced and controlled by the Company to which it is assigned, both including Technip and Subcontractors. The final fence shall be installed as soon as possible so to avoid the bulk of temporary fencing. The typology of the fence shall depend on the local conditions (open areas, areas inside a fenced industrial area, and areas inside an existing plant). The minimum fence is realized with substantial wire mesh and wood poles of sufficient strength. Normally, a dirt patrol road shall be foreseen on the internal side of the external fence. Sufficient illumination of the perimeter shall be installed. A main gate shall be installed at the main access from the external road network. This gate shall include: • • • • •

Guard house; A pedestrian door; A vehicle door; A road removable bar; Access control system (see also Section 8.5.8);

Secondary gates can be foreseen (for instance: emergency exits, big components access, and material access). These gates normally shall be properly “locked”. 8.1.2.1.

Entrance boards and signals Near the main gate and in conspicuous position shall be installed: • The main construction site board; • The HSE board; • Signals to direct people/vehicles and mandatory instructions (at least: mandatory PPE, speed limits).

8.1.3.

Site Accessibility and Different Areas Temporary accesses shall be prepared to guarantee the easy and safe access from the public external road network. These accesses shall have mechanical characteristics compatible with the foreseen traffic and the local road regulations (signals, bends, deceleration of vehicles). Normally these accesses shall be asphalted. Within the TCF areas, as a rule, vehicular and pedestrian traffic shall be separated.

Also, internally to the site can be necessary provide for accessibility (aside the temporary roads). In particular: • Metallic bridges over ditches/pipe ways (substantially: pedestrian); • Slopes to connect different levels of work areas. When required, a particular area shall be organized for the cleaning of the mud from the wheels of the exiting trucks, so to avoid contamination of the public roads. 8.1.3.1.

Roads, yards and parking lots The temporary roads shall have a sufficiently resistant sub base, proper slope and sufficient space at bends. A ditches system shall be foreseen to remove the meteoric water and to guarantee a proper drainage. The material shall be so to avoid excessive mud production for a safe traffic and to minimize impact on the outside communities. It is a good practice to utilize the same location of the final plant roads to realize a proper sub base that shall be useful later. Parking areas shall be foreseen: • Outside the main gate – mainly to park the employees and visitor cars; • At the main gate, to park the trucks before they are allowed to enter the fenced area and to facilitate an orderly evacuation of the personnel in case of emergency; • Inside the fence – Substantially at the office areas; • When possible, close to the field activities area to park the site service cars. A physical limit (concrete block/ wood log) shall be fixed on ground to limit the end movement of the car. 8.1.3.2.

Lay-down areas Special areas shall be dedicated to the lay down of the materials. These areas can be or not be fenced, according to the materials stored. These areas shall be properly drained of the meteoric water. For Lay down area positioning, see also par. 8.7.1. The accessibility must be guaranteed both during normal operations and emergencies situations. Sufficient distance shall be foreseen between the stored materials/components and the access roads, especially at bends. When the distance between the stored materials/components and the access roads is too short (indicatively less than 1m) bright colored barriers shall be installed.

In some cases, these areas will be used to perform construction work: preassembling work, abrasive blasting and painting activity. 8.1.3.3.

Temporary waste disposal areas Areas shall be dedicated to the temporary storage of waste. These areas shall be segregated – especially from animals but also from wind/rain – paved/curbed according to the waste typology and so to avoid dispersion in the environment. a) Storage areas for waste material contaminated by “spillage” Segregated areas shall be dedicated by each organization to the temporary storage of materials (soil and recovery absorbents) mixed with spillage. The floor shall provide a suitable containment. These wastes shall be stored separately in closed containers duly marked. b) Final disposal areas No final disposal areas are foreseen as a standard; the execution site organization shall utilize plant/public disposal facilities. In case of need, an “ad hoc” design shall be provided. c) Meteoric draining system The TCF areas shall have a proper meteoric water draining system. Ditches shall be provided to avoid water stagnation and shall be determined the final destination where to direct the excess of water when needed. Such final destination can be: • Connection to an external meteoric system (if of sufficient capability) • Connection to a canal, river or similar (if allowed and of sufficient capability) • Connection to a suitable containment area with sufficient volume and capacity of “digestion” In case of necessity, removal by truck shall be considered. d) De-watering, hydro testing, cleaning water Provision shall be made for the final disposal of this water.

8.1.4.

Site Illumination Illumination shall be sufficient, both during daily hours and at night. Areas with limited illumination (buildings internals) shall be provided with temporary lighting system. Foot-Candles 5

Each temporary office building installation (and material lay-down areas) shall be positioned so as to respect the following minimum distances: • 5.0 m from the outer fencing of the plant or work site; • 5.0 m from railway track rails on straight stretches; • 5.0 m from each rail on curved sections and 15 meter before/after the curve; • 5.0 m from road edges; • 10.0 m from storage area. • 5.0 m in all directions from overhead electric line (to be evaluated case by case considering also the Voltage of the line); • If the distance from hazardous live plant areas (i.e. blow down, ground flare, furnaces, major fuel storage, possible toxic or flammable release, etc.) is less than 200m, then a specific risk analysis shall be conducted in order to establish the due preventive and protective measures and the relative emergency plan. 8.1.5.2.

General considerations for site buildings Preferably the temporary building shall not be developed more than one floor unless otherwise specify and authorized by the site management; in any case safety and evacuation systems shall be always ensured. Both prefabricated and masonry buildings are acceptable. Materials used for buildings, either manufactured in prefabricated elements or masonry, shall be protected against corrosion, insect, fungal attack and self fireextinguishing. The use of asbestos and its derivates is not allowed for any use. Use of wood is discouraged for fire risk reasons. (Particular type of materials can be accepted on a case by case base (for instance: canvas fabric covering). Prefabricated buildings shall be installed on concrete paving or sleepers according to the project and dimensions given by supplier. Access to buildings shall be easy, and of sufficient dimensions to allow easy evacuation in case of emergency. Internal aisles and common space shall have sufficient dimensions for the same case of emergency

8.1.5.3.

Buildings Illumination Illumination shall be sufficient, during day hours and at night. Also an emergency lighting system shall be provided to.

Electric power sources shall be connected to a central panel and be protected by differential protection relay and against short-circuits. All breakers shall be magnetothermic type, protected by an external transparent door opened only by key (see also Section 8.6.4). All metallic part of buildings and electrical equipment installed shall be connected with an individual local grounding network (for each areas involved in temporary installations). All building shall have an electrical emergency main switch-off switch outside the building, protected but accessible to personnel. 8.1.5.4.

Offices shall be tide, comfortable, very bright, soundproof as possible, and with proper HVAC (heating, ventilating, and air conditioning with suitable volume of air changing and proper humidity level). The HVAC system (generally split units) shall be suitable to maintain an acceptable internal climate (+20 /+22 degrees centigrade, correct humidity level and change of air volumes) during normal operation at the design climatic conditions. The position of the air inlet shall be located (and protected, if necessary) so to guarantee a safe source of clean air. The floor shall be elevated from external ground level of 30 cm minimum, and shall have anti slip / washable PVC (Polyvinylchloride) or similar material lining for prefabricated buildings or commercial tiles for masonry buildings.

This dimensioning step is very critical because from this activity depends the availability of sufficient space dedicated to the proper storage and movement of men and vehicles. The main warehouse building normally shall be subdivided in different zones: • A zone for the storage of inert materials (piping fittings, gaskets, electrical conduits, cables, nuts, bolts, equipment’s, etc.); • A conditioned zone for the storage of delicate material (Electrical/instrument equipment, and special equipment sensible to temperature/humidity/dust); • A zone reserved for the storage of chemicals/hazardous material; • A zone reserved for the storage of compressed gas (not in confined space); • A zone reserved for the wastes and scrap materials deposit and segregation; • An external sheltered zone; • A zone reserved for offices and hygienic services. This zone shall be considered as the office buildings. The warehouse buildings shall have, at least, four (4) entry doors: • two (2) (in front and back), to allow the entry of the trucks (the dimensions have to be 5 meters width and 4 meters height); • two (2) (in front and back) for pedestrian entries. The pedestrian doors shall be emergency type; • Depending from the geometry and the size of the warehouse additional emergency doors could be necessary. The roof, made by panels thermally insulated, (in some particularly hot weather also the walls can be insulated), has to have, a least, an height of 5 meters. Preferably, vasistas type windows shall be installed on top of lateral external walls so to assure a sufficient level of illumination inside and change of air (if needed). The following systems shall be provided: • Electrical network system; • Internal lighting system. The type and position of the lighting fixtures must be taking in the account the shelves layout; • Emergency lights; • HVAC for the conditioned area. The shelves must be self supporting and signs shall be provided to indicate the Safe Working Load (SWL) capacity. A minimum free width of 2.5 – 3.0 m shall be maintained between two parallel rows of shelves to guarantee a correct possibility of movement to men/equipment. Mini guard rails/concrete metallic blocs shall be installed to protect the extreme supporting poles (where the vehicles steer). Provision shall be done for segregate chemicals and oils inside a basin and with facilities for the transfer.

A specific location shall be dedicated to the temporary accumulation of packaging waste, so to maintain a correct housekeeping. It is a good practice to provide an asphalted and covered area outside the warehouse for external activities. 8.1.5.6.

Workshop buildings Workshop buildings shall have characteristics similar to that of the warehouse. The difference mainly consists on the fact that a lot of persons shall be working all day long inside its premises. Workshop shall have characteristics in order to approach following hazard conditions: • •

Racks must be installed to permit a correct storage of tools, cables, and tubing. Design of internal facilities distribution shall be done so to avoid cables/tubing on the floor. Transportation of the raw materials, their working flux and final removal shall be organized so to avoid excessive interference with the workers and storage of notutilized material. An area is dedicated to the temporary storage of scraps and wastes. For emergency basic provision check paragraph 15. 8.1.5.6.1. Sheltered work shops Sheltered work shops shall be installed, for instance, for civil works prefabrication. No particular prescriptions. Only, the soil shall be “hardened” and not excessively dusty; the height of the sheltered roof shall be sufficient to guarantee a sufficient air changing. The sheltered area shall be sufficient to guarantee an easy movement of the workers and materials. Housekeeping shall be a “must”.

First Aid / Clinic buildings First Aid and medical assistance shall be guaranteed continuously to all site personnel. Normally, each construction site shall have room(s) dedicated: • To the first aid/medical personnel; • As an interim rest place for injured/ill persons; • As stand by position for the ambulance driver. A special parking lot shall be provided for the ambulance, duly protected by the weather (if necessary) and with easy connection to the first aid rooms (to facilitate the transferal of the injured/ill persons). The basic First Aid room shall have at least following requirements: • Located in a place easy and fast to reach; • Accessible to injured persons and stretcher-bearers, including the nest type; • With an adequate number and type of stretchers; • First aid materials and supplies adequate to the number of workers; • Telephone/radio and other communication means available; • Desk; • Hot and cold water; • Wash basin with soap; • Clinic waste disposal containers; • Examining table and availability of resuscitator and defibrillator; • Air conditioning / Heater; • Adequate lighting. Normally, the necessary medical help shall be obtained: • By the OWNER plant structure; • By external hospitals/clinics; • By medical professionals available in the area nearby. In case of non-availability of local resources sufficiently reliable, a specific site clinic shall be organized (see Paragraph 12.8). Also in this case, proper transportation means shall be foreseen. In every case, the situation of the medical help availability shall positively result, by structures and organizations or by official agreements with local structures.

The guard house building shall be located at the main entrance of the TCF fenced area, and shall be provided with: • HVAC facilities; • Telephone facilities; • Toilet, if far more than 50 meter from the nearest office; The covering gate structure shall be foreseen to protect the area in which the workers entry/exit is registered. Under the cover shall be put the inlet equipment, mechanic or electronic. The electronic system is preferable because it can solve the problem of the presence at site. 8.1.5.8.1. Smoking shelter Smoking Shelter shall be of 3 wall specifications if not otherwise stated, with sandashtray, seats, extinguisher and rules attached to the wall/panel well visible to all. Smoking shelter shall be maintained clean at all time. 8.1.5.8.2. Field Toilets Toilet at work locations shall be provided in numbers commensurate with the number of personnel. Toilet facilities shall be provided for employees at least to the ratio of 1 per 30 employees. Portable toilets shall be strategically located if possible in shaded areas and to provide adequate coverage for all work areas. Trench toilets are not allowed. All job site toilets shall be serviced and cleaned on a regular basis, frequently as necessary determined by the amount of use and season but not less than three times per week. 8.1.5.8.3. Weather Station Weather station is a specific location to place the instrumentation necessary to a proper check of the atmospheric conditions, i.e.: • Barometer; • Thermometer; • Wind sock and meter. 8.1.6.

Utilities Main Distribution System

8.1.6.1.

General The main Utilities distribution System shall be put underground (0.50 m at least) with a recognizable marking above the ground. Metering devices shall be installed on the branch pipe delivering the water to the various utilizers (building) and/ or to the distribution panel. All the electric components (in particular the distribution panels) shall be “construction site type” and provided with connection for grounding.

Water – Industrial and potable Normally, potable water shall be supplied from containers/bottle provided by a reliable source. The potable water shall be available sufficiently cooled. The potable water shall be made available at site by means of insulated/cooled containers/distributors properly sheltered and provided with unused paper glass or personal portable telescopic cup, waste bin and proper collection of water spillage. Potable water distribution system shall be totally separated from that of industrial water so no mix-up shall be possible. Industrial water in sufficient quantity shall be provided, for example, for the: • Service activities • Cleaning activities, and also for operative reasons, such as: • Concrete/ curing • Hydraulic tests • Fire fighting activities (*) (*) If necessary/required, a proper reservoir shall be dedicated to contain water for fire fighting use

8.1.6.3.

Sewer system All the sewer effluents shall be collected to a septic tank. In case of availability of a plant/public sewer facility, the excess fluid shall be so delivered. In case of non-availability, regular discharges shall be done by specialized contractors by dedicated trucks.

8.1.6.4.

Electric Power and Grounding System Electrical network and all electrical components shall comply with the agreed international and local standards applicable at construction sites. Electric Power Source, normally, shall be received at site by a reliable external source (OWNER or a public facility). In case a reliable external electric source of electric power is not available, it is necessary to provide and install a generating system. Such system shall consist of a suitable number of diesel generating stations, main distribution panels and relevant diesel fuel storage tanks. The generating station and storage tanks must be located so as to respect a minimal safe distances from the temporary buildings and be isolated so not to spread nearby excessive noise energy. The generating system shall have: • An appropriate covering to protect the equipment from sun and water. • A substantial wall on the side facing other buildings, to prevent the damages in case of fire/explosion of the equipment and to limit the noise transmission.

A recovery paved basin under the diesel generator and the storage tanks, to contain the eventual spillage from the equipment. An adequate number of fire extinguishers (suitable to the kind of fire) properly located. An appropriate isolation system (locked fence).

Electric Power Distribution, as previously said, from the point of supply up to the local distribution panels the distribution cables shall be put u/g. Only “secondary” distribution (from the local panels to the utilizers) can be done over head. Electric Power Utilizers shall be connected to a local panel (construction site type) and be protected by differential protection relay and against short-circuits. All breakers shall be magneto-thermic type, protected by an external transparent door opened only by key. Electric power sockets shall be clearly identified according to the voltage supplied: they shall be adequately protected and provided with a ground exit. Final plant Grounding System shall be installed at the earlier possible date to make possible the grounding of all the metallic masses installed. Emergency system generally, no provision is done for a minimal mandatory supply of emergency electric power. The emergency lighting shall be supplied by autonomous energized sources. Special precautions shall be taken for night work. The auxiliary emergency generators/systems shall be activated automatically in case of lack of main power system. 8.1.6.5.

GPL / Fuel and Other System GPL shall be stored aboveground, according to the prescriptions of the supplier of the container. The distribution system and utilizers shall be installed, inspected and certified by a competent person. Liquid fuel storage and distribution shall be agreed directly at site according to the specific necessities.

Storage of hazardous substances Hazardous substances – chemicals, paints, thinners, lubricants – shall be stored normally inside dedicated containers normally closed; security is to be provided so to avoid indiscriminate access to them. The management of such substances shall be in accordance with the supplier instructions as reported on the MSDS. As a mandatory minimum the storage arrangement shall have a system of containment of eventual spill of materials.

9.

TEMPORARY ACCOMODATION

9.1.

Introduction For long term accommodation, TPIT priority is generally as follows: • Hotels • Apartments • Compounds • Existing camps • New camps Specific decision is generally taken site by site considering the overall general situations. New camps generally are one of the last options. The “new” TPIT camps shall be installed only inside Owner’s property. TPIT shall authorize the operation of a “new” camp, both for its own employees and Contractors personnel. The authorization can be given only after a positive check of: • Emergency preparedness • Provisions for hygiene and healthy life of the personnel • Measure to mitigate the personnel “rat in the trap” syndrome • Acceptable impact on the local communities/environment

9.1.1.

Local impact With reference also to the par. 7.2.1, during the planning phase for the accommodation of the relocated employees, the impact on the local community facilities and environment shall be identified and addressed. There may be an impact on local services/supplies within local townships e.g. shops. But, also, the roads, the parking lots, the services, the utilities, the level of prices. Presumably, using existing accommodation structures, we shall have the least impact (and probably positive) on the existing community.

Consideration shall be devoted, also, to the impact of the “working activity” on the community facilities: waste transportation and final destination, materials/components transportation on the public road system, use of excavated material Most of the consideration of the following section of this guideline is dedicated to the New Temporary camps, which, as above stated, can be considered the most critical situations as temporary accommodation solution. 9.2.

Hotels and Apartments No particular prescription is foreseen, beside overcrowding and hygiene conditions. Overcrowding can be evaluated taking into account the standard of this document. Supporting services (restaurants, laundries, etc) shall be easily available. Attention shall be given to emergencies (in particular: medical emergency assistance).

9.3.

Compounds and Existing Camps In case of structures foreseen for groups of employees, TPIT has the duty and have the right to make inspections before and during the development of activity to ascertain the standards applied both toward the employees and the local duties. Following standard for new temporary camps can be taken into account as general reference.

9.3.1.

Leasing or Renting of Existing Compounds The compounds normally are located inside existing communities and all the supporting services are nearby available. The compound shall be checked to: • Verify the license to operate issued by the local community • Evaluate the standard of accommodation (hygiene and services) • Evaluate the emergency procedure. An inspection and a specific check list shall be done before, and to support the needed TPIT authorization issue.

9.3.2.

Leasing or Renting of Existing Camps Where TPIT and/or Subcontractor plans to lease/release or rent an existing Camp, the parties shall ensure that the standard of the Camp meets the Owner/TPIT requirements, as expressed in the contractual documents, in terms of structure, layout, facilities and other functional and HSE elements of design. In any case, the camp requirements as per Section 12 shall be satisfied. In particular, this means a check of the maintenance status and of the surrounding environment (note that, at least, when the camp was realized probably the plant was not in operation).

In situations where it is impossible to implement some items of the contractual documents due to financial, logistical or other constraints, a grace period to phase in the requirements can be granted on a case by case basis. This will require thorough and careful deliberation of the dispensation request of concerned entity. Such dispensation requests should be submitted to Owner for study and consideration. An inspection and a specific check list (see in Attachment) shall be done before, and to support; the needed TPIT authorization issue. 9.4.

New Camps In view of making available sufficient and suitable accommodation facilities and minimizing the local impact on the existing communities and environment, a new camp shall be realized when: • The local community is too small compared to the foreseen number of new relocated people • There is good reasons to avoid intermingling of diverse nationality • There are not locally available accommodation structures • The distance from the construction site and the existing accommodation facilities exceed a reasonable commuting distance • The overall environmental impact is considered acceptable, and so the camp is allowed Normally all these considerations are taken into account by Owner and the new camp is a contractual condition. Normally, the Owner shall make available the relevant areas. An accommodation camp shall include: • • • • • • • • •

General Camp Area Evaluation All sites used for camps shall be adequately drained. They shall not be subject to periodic flooding, nor located within 60m of swamps, pools, sink holes, or other surface collections of water unless such quiescent water surfaces can be subjected to mosquito control measures. The camp shall be located so the drainage from and through the camp will not endanger any domestic or public water supply. All sites shall be graded, ditched, and rendered free from depressions in which water may become a nuisance. All sites shall be adequate in size to prevent overcrowding of necessary structures. The principal camp area in which food is prepared and served and where sleeping quarters are located shall be at least 150m from any area in which livestock is kept. Furthermore the camp shall be at least 5 km of any industrial site or local singular hazard that could create a grave risk to human life. As reference, the minimum space for each person, including roads, services, and basic amenities, shall meet the following requirements:

Camp Gates and Fencing Camp area shall be carefully fenced to “isolate” the camp from uncontrolled external situations. Fence typology and security systems depend on local conditions and locations. The minimum fence is realized with substantial wire mesh and wood poles of sufficient strength. Sufficient illumination of the perimeter shall be installed. Normally, a dirt patrol road shall be foreseen on the internal side of the external fence. A gate shall be installed at the main access from the external road network, including: • Guard house; • A pedestrian and vehicles doors; • A road removable bar and/or a gate. Secondary gates can be foreseen (for instance: emergency exits, big components access, and material access). These gates normally shall be properly “locked”.

9.4.3.

Camp Accessibility Temporary accesses shall be prepared to guarantee the easy and safe access from the public external road network. Normally these accesses shall be asphalted. As a rule, vehicular and pedestrian traffic shall be separated.

9.4.3.1.

Roads and parking lots Paved pathways shall be provided to all buildings and adequate safe road access shall be arranged for the efficient and safe delivery of food supplies, consumables and in case of emergency reasons (fire truck, ambulance, etc.). Covered areas of parking lots shall be foreseen. Reverse parking shall be applied.

9.4.4.

Camp Illumination Illumination shall be sufficient, during daily and night hours. Areas with limited light (buildings internals) shall be provided with lighting system (see also par.8.4). Where electric service is available, each habitable room in a camp shall be provided with at least one ceiling-type light fixture and at least one separate floor- or wall-type convenience outlet. Laundry and toilet rooms and rooms where people congregate shall contain at least one ceiling- or wall-type fixture. Light levels in toilet and storage rooms shall be at least 200 Lux at 1m from the floor. Other rooms, including kitchens and living quarters, shall be at least 300 Lux at 1m from the floor.

Every building in the camp shall be constructed in a manner which will provide protection against the local environmental conditions. Living quarters shall be of sufficient area and volume and be provided with adequate means of ventilation, air-conditioning, heating, in order to maintain normal living conditions at all times, both during cold and hot weather. All heating, cooking, and water heating equipment shall be installed in accordance with local ordinances, codes, and regulations governing such installations. The grounds and open areas surrounding the buolding shall be maintained in a clean and sanitary condition free from rubbish, debris, waste paper, garbage, or other refuse. The floors of each shelter shall be constructed of wood, asphalt, or concrete. Wooden floors shall be of smooth and tight construction. The floors shall be kept in good repair. All wooden floors shall be elevated not less than 0.3m above the ground level at all points to prevent dampness and to permit free circulation of air beneath. "Banking" with earth or other suitable material around the outside walls in areas subject to extreme low temperatures, shall be always possible. All living quarters shall be provided with windows the total of which shall be not less than one-tenth of the floor area. At least one-half of each window shall be so constructed that it can be opened for purposes of ventilation. All exterior openings shall be effectively screened with curtain. All screen doors shall be equipped with self-closing devices. For common buildings and dormitories a minimum of two opposite safety external emergency with alarm and illumination/signals doors shall be foreseen. 9.4.5.2.

Sleeping room Each room used for sleeping purposes shall contain from a minimum 3.5 square meters up to a maximum 4.5 square meters of floor space for each occupant. At least a 2.1m ceiling shall be provided. Beds, cots, or bunks, and suitable storage facilities such as wall lockers for clothing and personal articles shall be provided in every room used for sleeping purposes. Such beds or similar facilities shall be spaced not closer 1m both laterally and end to end, and shall be elevated at least 0.3m from the floor. If double-deck bunks are used, they shall be spaced not less than 1.5m both laterally and end to end. The minimum clear space between the lower and upper bunk shall be not less than 0.7m. Triple-deck bunks are prohibited.

In a room where workers cook, live, and sleep a minimum of 10m per person shall be provided. Sanitary facilities shall be provided for storing and preparing food. 9.4.6.

Camp Facilities

9.4.6.1.

Toilet facilities Toilet facilities adequate for the capacity of the camp shall be provided such that camp occupants are afforded full opportunity and time within a reasonable period in mornings and at night to maintain acceptable hygienic standards. Each toilet room shall be located so as to be accessible without any individual passing through any sleeping room. Toilet rooms shall have a window not less than 0.5 sqm in area opening directly to the outside area or otherwise be satisfactorily ventilated. All outside openings shall be screened with curtain. No fixture, water closet, chemical toilet, or urinal shall be located in a room used for other than toilet purposes. A toilet room shall be located within 60 m of the door of each sleeping room. No toilet shall be closer than 30m to any sleeping room, dining room, lunch area, or kitchen. Where the toilet rooms are shared, such as in multifamily shelters and in barracks type facilities, separate toilet rooms shall be provided for each sex. These rooms shall be distinctly marked "for men" and "for women" by signs printed in English and in the native language of the persons occupying the camp, or marked with easily understood pictures or symbols. If the facilities for each sex are in the same building, they shall be separated by solid walls or partitions extending from the floor to the roof or ceiling. Where toilet facilities are shared, the number of water closets or privy seats provided for each sex shall be based on the maximum number of persons of that sex which the camp is designed to house at any one time, in the ratio of one such unit to each 15 persons, with a minimum of two units for any shared facility. Urinals shall be provided on the basis of one unit or 0.6 m of linear urinal trough for each 25 men. The floor from the wall and for a distance not less than 0.4 m measured from the outward edge of the urinals shall be constructed of materials impervious to moisture. Where water under pressure is available, urinals shall be provided with an adequate water flush. Urinal troughs in privies shall drain freely into the pit or vault and the construction of this drain shall be such as to exclude flies and rodents from the pit. Every water closet shall be located in a toilet room. Each toilet room shall be lighted naturally, or artificially by a safe type of lighting at all hours of the day and night. An adequate supply of toilet paper shall be provided in each privy, water closet, or chemical toilet compartment. Toilets shall be kept in a sanitary condition. They shall be cleaned at least daily.

Laundry, handwashing, and bathing facilities Laundry, handwashing, and bathing facilities shall be provided in the following ratio: • • • •

Handwash basin per family shelter or per 6 persons in shared facilities Shower head for every 10 persons Laundry tray or tub for every 30 persons Slop sink in each building used for laundry, hand washing, and bathing

Floors shall be of smooth finish but not slippery materials; they shall be impervious to moisture. Floor drains shall be provided in all shower baths, shower rooms, or laundry rooms to remove waste water and facilitate cleaning. All junctions of the curbing and the floor shall be coved. The walls and partitions of shower rooms shall be smooth and impervious to the height of splash. An adequate supply of hot and cold running water shall be provided for bathing and laundry purposes. Facilities for heating water shall be provided. Facilities for drying clothes shall be provided. Every service building shall be provided with equipment capable of maintaining a temperature of at least 21°C during cold weather. All service buildings shall be kept clean. 9.4.6.3.

Kitchens, dining hall, and feeding facilities In camps where cooking facilities are used in common, stoves (in ratio of one stove to 10 persons or one stove to two families) shall be provided in an enclosed and screened shelter. Sanitary facilities shall be provided for storing and preparing food. In all camps where central dining or multiple family feeding operations are permitted or provided, the food handling facilities shall comply with the requirements of the Local Standard for Food Handling. A properly constructed kitchen and dining hall adequate in size, separate from the sleeping quarters of any of the workers or their families, shall be provided in connection with all food handling facilities. There shall be no direct opening from living or sleeping quarters into a kitchen or dining hall. No person with any communicable disease shall be employed or permitted to work in the preparation, cooking, serving, or other handling of food, foodstuffs, or materials used therein, in any kitchen or dining room operated in connection with a camp or regularly used by persons living in a camp.

9.4.6.3.1. Food hygiene and diet Food services shall comply with the Local Legal Requirements for food handling, following the highest standards of hygiene.

Periodical health assessment or certificate verification, etc. shall be conducted to verify hygiene standard of the entire food services, if any, canteen workers/designed, etc. personnel fitness included, to be medically approved for handling food. Diet and menu shall consider work force multinational profile. Food and beverages offered shall ensure continuing health and be acceptable to the ethnic groups. 9.4.6.3.2. Canteen Dining room shall have sufficient sittings and the following additional features: • Washable floors, sealed to prevent and clean of dirt; Insect killers, better if electronic; Washing facilities, including hand basins, soap, disposable towels and receptacles for rubbish, to be sited in sheltered, dry and hygienic locations adjacent to but outside messing facilities; Openable windows / doors; Ventilation and airconditioning/climate if needed; Natural (windows) and artificial lighting if needed 9.4.6.3.3. Kitchen For major kitchen to prepare meals, shall be considered the following: • Kitchen shall be located far from other premises and unhealthy sources; • Washable floor (better if non-absorbent); Ventilation/extraction units with hoods positioned over cooking ranges/ovens; Lighting in general working areas; Catering equipment or furnishings likely to come into contact with food, made of materials which facilitate cleansing to prevent contamination; Doors shall be tight fitting and self closing; Adequate number of suitable sinks with a supply of hot and cold water; Refrigerator for food; Well lighted and air conditioned room for food storage; Shelves, with a non-absorbent and easy to clean surfaces; Washing machins; Cleaning materials including chemicals, detergents, mops and brushes: these shall be stored in locations segregated from food handling or storage areas; No smoking, not only in the kitchen but also in the dining areas. 9.4.6.3.4. Food Storage Food shall be properly stored in dedicated areas only. Two type of food storage of inside areas are needed: Non-refrigerated and refrigerated. Refrigerated storage places shall be kept under continuous control checking and recording the storage temperature. Adequate and suitable space, fixed shelving and movable storage dollies, skids, racks and open-ended pallets shall be provided to accommodate orderly, uncluttered, off-thefloor storage of all dry goods, packaging materials and products. 9.4.6.4.

Sewage disposal facilities In camps where public sewers are available, all sewer lines and floor drains from buildings shall be connected thereto.

In all other cases a sewage system and due treatment shall be designed. All the liquid sewage effluent shall be collected and properly treated. All the rainy water shall be promptly removed from the site through a ditch system. Temporary sewage system, such as septic tank, etc. shall be properly maintained and periodically emptied. 9.4.6.5.

Waste disposal facilities Fly-tight, rodent-tight, impervious, cleanable or single service containers, shall be provided for the storage of garbage. At least one such container shall be provided for each family shelter and shall be located within 30 m of each shelter on a wooden, metal, or concrete stand. Garbage containers shall be kept clean. Garbage containers shall be emptied when full, but not less than twice a week. When locally possible, wastes shall be segregated at camp at dispose of in order to maximize the recycling and reutilization of wastes: • Urban waste; Organic food waste; Wooden; Plastic; Paper; Packing; Oils; Medical; Others

9.4.6.6.

Camp Recreation Facilities Sufficient building area(s) shall be dedicated to the recreation of the personnel, providing as example: • Play grounds (soccer, tennis/basket courts, gymnasium, swimming pool, etc.) • Mosque/church/temple (if any) • TV/Music room • Communication room, telephone, internet, etc.

9.4.7.

Camp Utilities Camp shall be provided with all necessary utilities: electric power, fuels, water.

9.4.7.1.

Water supply An adequate and convenient water supply shall be provided in each camp for drinking, cooking, bathing, laundry and firefighting purposes. Fire fighting water can be provided by a separated system if needed. Greenery should be done with reusable water as much as possible, taking care to do not pollute the soil with unsuitable water. A water supply shall be deemed adequate if it is capable of delivering 130 lt per person per day to the campsite at a peak rate of 2 1/2 times the average hourly demand. Also emergency consideration shall be taken into account designing the water system. The distribution lines shall be capable of supplying water at normal operating pressures to all fixtures for simultaneous operation. Water outlets shall be distributed throughout the camp in such a manner that no building is more than 30m from a yard hydrant if water is not piped to the shelters.

Where water under pressure is available, one or more drinking water dispenser shall be provided for each 100 occupants or fraction thereof. Common drinking cups are prohibited. If the water is potable, coming surely from a reliable/certified source regularly checked, no other provision is necessary. In the other case, provisions must be made for a sufficient supply of “sealed” reliable water (truck, tank, bottled or similar). 9.4.7.2.

Electric power Electrical network and all electrical components shall comply with the agreed international and local applicable standards. The Electrical Power supply shall be reliable. Reliable can normally mean that, in case of supply from an external provider, there shall be an emergency generator able to supply a minimum power. In case of self-generation, two or more generators shall be foreseen. The emergency need of electric power shall be designed cover the 100% of Kitchen, infirmary and emergency (lights, fire water pumps) loads. Other criteria can be fixed according to the local conditions (climate extremities – very hot/cold). The distribution can be both aerial and underground. The emergency distribution system shall be separated and shall start automatically in case of fault of electrical supply. A reliable grounding system shall be installed. Roads, common areas, gate area, all external doors areas shall be suitably illuminated For other specification about Electrical power supply, electrical power generation and distribution see par. 8.6.4. Particular attention shall be put in safely placed eventual motor generators and fuel tank, well far from building and dormitories 60m from any building, having care to ensure the minimum possible noise.

9.4.7.3.

Fuels If a local gas network is available it can be utilized. Other camp fuels facilities can be installed according with local standard. Main camp liquid fuel tank shall be stored in segregated areas with double containment system, at least 60m from any building. Gas tank shall be buried. The distribution system and utilizers shall be installed, inspected and certified by a competent person. Compressed gas Cylinder shall be storied in a sheltered segregated area always in open and well ventilated place.

9.4.8.

First Aid and Medical Services The camp managing organization shall provide a First Aid Centre which shall be fully staffed and equipped to respond to a major camp events, both during day and night.

The Centre shall be staffed at all times at least with a qualified nurse experienced in the treatment and care of injuries. Camp Doctor shall be appointed to serve the camp if workforce is above 300 or the distance to closest First Aid Facility is more than 30 minutes with worst / meteor traffic conditions. As a minimum the Centre shall have accommodation for examination, treatment, with at least 2 beds, doctor's/nurses’ office with wash hand basin and medical supply store with wash hand basin, waiting area and toilets. Equipment shall be sufficient for rescue, resuscitation, cardiac, and respiratory needs and shall be properly maintained and serviced throughout the duration of the project. Ambulance is needed if the workforce is above 100 people or the closest First Aid facility is more than 30 minutes with worst / meteor traffic conditions. If necessary the site ambulance can be used as camp ambulance during the night. The building shall be fully air conditioned; weather and dust proofed and shall have adequate access for stretcher borne cases. The main casualty access shall have an enclosed and roofed area for transferring stretcher borne patients between the centre and the ambulance. For further indication see also par. 8.5.7. 9.4.9.

Insect and rodent control Effective measures shall be taken to prevent infestation by and harborage of animal or insect vectors or pests. Include and update a pesticide treatment plan: sequence of treatment, dates, times, locations, pesticide trade name, authorized personnel.

9.4.10.

Camp Firefighting The camp shall comply with the prescriptions of the fire fighting specification as all the other Temporary Construction facilities, See Section 15.

9.4.11.

Camp Emergency A camp emergency plan shall be established and available at camp. Camp personnel shall be instructed on camp emergency plan. The plan shall include: key roles, main communication systems, local authorities involvement, emergency scenarios, instruction and behaviouor to be adopted in case of emergency, evacuation procedure, periodical drills.

9.4.12.

Camp Security Substantial fences shall be erected all around the camp area. Fence shall be illuminated and easily patrolled by internal path road. A dedicated force, properly trained, shall provide Security for the Camp. Main entrance/egress shall be established and supervised by dedicated guard house.

10.

MISCELLANEOUS REQUIRMENTS FOR TCF AND ACCOMODATION

10.1.

Installation and final decommissioning of TCF and Accommodation, particularly for temporary Camps, shall be done according to the site Safe Execution of Work Process (Method statement, Job Hazard Analysis, Permit to Work if required, Tool Box Meeting and Discrepancy Inspection). Note that the activities involved are relatively simple but involve a wide number of work categories. Relevant information, such as electric and in general utilities temporary distribution scheme, shall be maintained updated and shared on site to avoid possible incidents. An initial acceptance inspection shall be always done by TPIT to ascertain the respect of the minimum requirements. 10.1.1.

Site TCF and Accommodation Consume for Environmental Data Site TCF and Accommodation, particularly Temporary Camp, consume and relevant environmental data shall be counted and maintained under monitoring. Particularly: • Fuels, costs and consume • Water, costs and consume • Electricity, costs and consume • Waste Water, costs and quantity • Solid Waste Production and costs • % Recycling Whenever possible, in order to measure consumes, a meter system shall be installed, for example for electricity, fuels, water, etc. and maintained in working condition as per manufacture instruction.

10.2.

Operation and Maintanance Subsequent Health, Safety and Environmental (HSE) inspections and audits will identify the upkeep of the standards during the life of the TCF or Camp operations. TCF and camp shall be submitted to General Site Inspection program, at least on monthly base. Particularly for Camp Inspection see in Attachment – Camp Inspection Check List Following are reported minimum considerations about the general operation and maintenance of the above described Temporary Facilities. Further information is reported into the correlated documents (see paragraph 3).

Fire Protection / Emergency TCF and Accommodation shall be included into the overall site firefighting and emergency management, or have dedicated specific organization, depending on the site characteristics and locations. Following are reported basic indication, in addition to what reported at par. 12.10 and 12.11 for new camp. The buildings (offices, accommodations, etc.), shall be provided with smoke and fire detection system connected to a central control system able to activate a local alarm. Camp accommodation shall be provided with independent water tank and water distribution system, able to be connected to fire fighting trucks. Site Offices shall be protected by fire fighting truck and/or water tank and water distribution system. In the firefighting provision shall be included also the availability of axes, shovel and buckets. The buildings shall be provided with fire extinguisher (6 kg each, one at each emergency door, duly signaled), emergency signaled exit roads with emergency illumination. Additional extinguishers as required to have one within 30 meters of any point inside the building. A CO2 extinguisher shall be posted near the electrical installations. At least at the HSE notice board and in the meeting rooms shall be conspicuously posted a sheet with the essential emergency information. The buildings provided with emergency exits sufficient to permit the prompt escape of occupants in case of emergency. Exits shall be provided as adequate for the number of personnel working in the area, for the dimension, the height and the different floors of the structures. The minimum door width is 0.750m. The number of exit shall be sufficient to evacuate the building in two and half minutes, (40 person/minute through each 0.750m door). The maximum distance required from each exit shall be 25 meters Exit shall be clearly marked with adequate signs, which can be illuminated after dark. The doors shall open into the path of the exit, and equipped wit anti panic handle. Exits and the way of approach and travel from exits shall be maintained unobstructed and accessible at all times. All exits shall discharge directly to the street, parking area or other open space that gives safe access toward a public way.

Roads Emergency roads (possible closed rings) shall be evaluated at the design phase of the TCF areas in general and must be free and available for the means in case of emergency. All the emergency roads shall be maintained “open” and unobstructed at all time. In case it is necessary to “close” temporary an emergency road, a deviation/alternative road shall be dedicated to the emergency service. Cars shall be parked correctly (in the rear reversing fashion whenever possible).

10.3.2.

Muster Points Area Suitable safe open areas shall be indicated/dedicated (and properly signaled) as “muster points”, which shall be always easily accessible. The dimension of the area must be correlated to the maximum number of personnel supposed to go there in case of emergency (at least 0.5 sqm / person). The muster point areas shall have a safe and easy egress from the execution site (normally shall be located near temporary gates).

KITCHENS

Description Cooked and uncooked food stored separately. Kitchen is big enough to cater for the number of the employees served. The floor is durable, non absorbent, non slip, and no crevices in which dirt/ bacteria can lodge. Adequate and proper drainage provided. Walls are smooth, impervious, light in colour and durable from floor to ceiling. Ceiling is smooth, fire resistant, covered at wall joints and easy to clean. Adequate lighting Fly screens fitted and doors are self closing. Kitchens are air conditioned and hoods are fixed over cooking ranges. Suitable extractor fans are fixed. Proper dish washing facilities are provided for drying the dishes/crockery, air drying or paper cloth is used. Separate hand washing sink. Liquid soap with a dispenser and plastic nail brush Paper towels or electric hand drier Separate area/ surfaces are provided for preparation of cooked and uncooked food. Colour coded cutting boards made of polypropylene or other nonabsorbent synthetic material is provided for fish, meat and vegetables. A food thermometer is provided to check and record temperatures of the food prepared for the day. Recommended above 65deg. C or below 8deg. C A facility for defrosting frozen foods is provided. (e.g. a purpose built "rapid thaw cabinet", a refrigerator or a chill room with a temp. of 1 to 5deg. C /thermometer provided. Once the food is thawed, it shall not be refrozen. Line gas bottles are located outside. A block work separation wall is provided and the enclosure is well ventilated. Warning signs are displayed. Fire extinguishers and fire blankets are provided.

XXX DRY STORAGE 1 Food items are stored in a well lighted room, Large enough to ensure adequate supply of food is available. 2 Dry food is stored on shelves or benches. The area underneath is kept clean. Wooden pallets are not recommended for storage of food products. For loose grains, flour etc. metal or plastic bins with tight fitting covers may be used. 3 Cleaning chemicals, detergents, mops and brushes are not kept in the food store. 4 The store is clean and free of any spillage and pests. 5 A pantry for storing day to day items is available. (E) Section: FOOD HANDLERS AND PERSONAL HYGIENE. Description 1 Notices indicating '”Unauthorised Persons” are not allowed in the food premises' are displayed. Authorised persons are food handlers-- catering supervisor, camp boss, cooks, waiters and kitchen boys. 2 All food handlers are carrying their valid Ministry of health certificate" during working hours. 3 Camp boss has the copies of all the certificates. 4 Food handlers suffering from diarrhoea, vomiting, high temp, or who have cuts, in their hands or body have been kept away from food handling works. 5 Smoking is not allowed in the food handling area--Appropriate signs are displayed.

Description Food handlers have been provided with min. of 2 uniforms--aprons, caps, and non-slip footwear appropriate to the hazards. Food handlers appear clean, neat and tidy. They have clean hands with short finger nails and short hair which is covered during food preparation. Jewellery (rings, necklaces etc.) is not worn while working with food. Water for cooking, washing and toilets in camps is provided from the Company's approved sources. Water supply for domestic use is disinfected by chlorinating to the required standard. If water is trucked, the water tanker / driver / helper have valid health certificates from Reg. Municipalities or Ministry of Health. The water tanker is painted blue and has words “POTABLE WATER" written in white on both sides of the tanker in Arabic and English and is clean and well maintained.
