SCOPE

1.1.

General

1.1.1

This document identifies the basic requirements and provides the overall system philosophy and architecture, which are the basis for the detailed specification of the Telecommunication System for the Jubail Export Refinery (JER), to be implemented in order to provide all the required voice, data, video communications and security facilities for JER “In Side Battery Limits” (ISBL) areas and JER “Out Side Battery Limits” (OSBL) areas, including the Product pipelines and Coke Conveyor corridors and King Fahd Industrial Port (KFIP) OSBL sites. The functional and operational design is specified as per requirements of JER development Project, herein after known as the “Project”. JER ISBL and OSBL areas are defined as follows:

JER ISBL Complex including the Process Units , Utilities Units Tank Farm Area and administration and facilities Building Area.



JER OSBL Areas including storage and export facilities at King Fahd Industrial Port as Tank Farm, Paraxylene Storage, Coke Storage and Ship loading areas



JER ISBL/OSBL Product Pipelines and Coke Conveyor corridors.

The Project philosophy is to provide JER Telecommunication System to be implemented by Systems and networks fully integrated, in compliance with applicable JER standards, local laws and codes, with applicable international standards. Detailed requirements are provided in the relevant FEED documents as referenced in the relevant section of this document. In addition to the voice and data telecommunication facilities, specific Systems for Plant Areas, Security monitoring applications, Meteorological installations and Entertainment facilities are to be provided as part of the JER Telecommunication System.

JER Telecommunication System EPC Package overview. Telecommunication and Security Systems for JER project have been handled as an independent EPC package, which will involve system installations spread in all JER areas and to be designed, engineered, procured, constructed, integrated, tested, Commissioned and started up a fully functional “Fit For Purpose” system by EPC 10 CONTRACTOR herein after known as Permanent Communication Contractor (PCC). PCC shall be responsible of the implementation of whole Telecommunication Systems for Jubail Export Refinery, which shall include, but not be limited to, Central System equipment, field equipment, Network infrastructures, Network interfaces, System databases, hardware and software as required and in compliance with applicable JER standards, local laws / codes as Saudi Arabian Safety and Security

Directives (SSD) and Royal Commission rules, and applicable international standards. Further to the above, Permanent Communication Contractor will interface all JER EPC Area CONTRACTORS. Each EPC Area CONTRACTOR will be responsible for civil, electrical and mechanical preparation works and activities concerning JER Telecommunication system installation as specified in the applicable telecom engineering documents and as per split of responsibilities / battery limits defined in the relevant (Communication) Master Interface Plan /Interface Drawings. JER Telecommunication Systems shall be provided by carrying out, but not limited to, detailed engineering, interfaces, material procurement, shipment, installation, commissioning and required tests. Telecommunication FEED is attached in Volume 4 – Part B “Technical Design and Information”; this Project documentation specify the requirements of Telecommunication and Security Systems. All forecasts, System sizes, equipment quantities and traffic assumptions are provided for information only. PCC shall develop and verify all quantities during detailed design. The relevant System distribution and the relevant equipment location, inside JER ISBL & OSBL Buildings, has been preliminary proposed in accordance with the proposed solutions concerning the Systems technology and networks, the user requirements, the interfaces and the supported communication services. PCC shall review the FEED documentation, shall study and evaluate the proposed solutions with regard the JER project basic requirements, shall develop the more appropriate solutions by defining system technologies and architectures and shall verify equipment quantities and locations during detailed design. Due to the nature of the project, quality and reliability of the telecommunications are very important requirements. The system shall therefore be of updated technology, proven and reliable design, complying with the applicable System specifications, recommendations and standards as stated in each System specification. Flexibility and expandability are also essential requirements. The areas where expansion is to be foreseen are identified and specified in the systems specifications.

The construction of the JER Complex, Transfer facilities and KFIP Storage and export Facilities as above defined, or parts thereof is expected to be in differed time scale and by different Contractors, but operational and functional integrity and maximum possible uniformity of Telecommunication Equipment supply has to be maintained, under responsibility of Permanent Communication CONTRACTOR (PCC). Telecommunication Interface activities description and the relevant split of responsibilities between the Permanent Communication CONTRACTOR (PCC) and the concerned EPC Area Contractors (Interfacing EPC Contractors) are detailed in

the document 2271-711-NM-1530-001 “COMMUNICATION MASTER INTERFACE PLAN” and related drawings 2271-711-DW-1532-025 “INTERFACE DRAWINGS”. The interface points related to telecommunication installations (being physical, functional or logical), for the various EPC Packages to be implemented in a differed time frame by different EPC Contractors, shall be duly handled by Permanent Communication CONTRACTOR (PCC) as identified and specified in the relevant documents. In this document are described main requirements related to the JER Telecommunication and Security Systems. Detailed description and requirements are provided in the FEED Project documentation attached in Volume 4 – Part B “Technical Design and Information”. The Telecommunication FEED documentation provides a full and detailed description of all the Technical requirements in terms of specifications and procedures to design and provide the whole JER Telecommunication System. A complete list of Telecommunication FEED documentation is included in the section 2.4 of this document.

1.2.

PCC Scope of Work – General overview

1.2.1

The systems and services provided by this Specification shall include, but are not limited to, the following: •

Design, supply, installation, testing and commissioning of the equipment, cabling, structures and associated equipment.



Design, configuration, graphics, detailed engineering, and development, preparation of specification, architecture diagram, data sheets, layouts, wiring drawings and installation detail drawings.



Definition, interfacing, integration, and communication testing of all system components.



Termination of all signal, power and grounding cables.



Provide system design documentation that complies with Project requirements as stated in this Specification.



Provide inspection and test procedures and perform all required tests stated in this Specification.



FAT and Integrated Factory Acceptance Test (IFAT) to carry out at PCC premises in accordance with the approved procedure.



Site Acceptance Test (SAT) after installation of equipment on site in accordance with the approved procedure.



Recommended two (2) years spare parts list for the entire Systems shall be submitted for COMPANY approval. Contractor shall confirm availability of spare parts for the supplied system for the next five (5) years.

Documentation

1.3.1

PCC shall supply the following documentation for all Systems and Networks. •

A System design manual.



Construction drawings and documentation.



As-built drawings.



Testing and commissioning procedures.



Equipment manuals.



Operating manuals and handbooks.

PCC shall be responsible for completing plant tagging of capital equipment in accordance with Company requirements.

1.3.3

Further specific requirements for the deliverable documentation are detailed in Section 6.1 “Documentation”.

1.4.

Installation Materials, Installation and Commissioning Services

1.4.1.

The installation shall comply with COMPANY Engineering Standards, Saudi Arabia Government Standards, and/or international standards as applicable. A noninclusive list of relevant standards is given in Section 2, Standards.

1.4.2.

PCC shall commission the System, and, after gaining COMPANY acceptance, hand over an operational system to COMPANY.

1.4.3.

Further details of the Installation and commissioning services and the ancillary material which PCC shall provide are detailed in Section 7, Installation and Commissioning.

1.5.

Spares

1.5.1

PCC shall make available a commissioning spares kit of items deemed necessary as part of the commissioning procedures.

STANDARDS

2.1.

General

2.1.1

The PCC shall ensure that the equipment and materials are supplied conform to the requirements, unless otherwise stated, of the latest issues and most recent revisions and amendments of the standards listed below and to the local laws and regulations applicable to the site.

2.1.2

This FSD shall be read in conjunction with all JER Engineering and Material standards, codes, practices and regulations, Saudi Telecommunications Company (STC) requirements, and Saudi Arabian Government Safety and Security Directives (SSD). The JER standards applicable to this project are as of latest version.

2.1.3

Where industry standards and/or manufacturer’s standards and JER standards disagree, the JER standards represent the minimum standards to be met.

2.1.4

The following non-exhaustive list of specific codes and standards shall apply to the Communications Equipment Room provided in response to this document.

TELECOMMUNICATION SYSTEM & NETWORK:

Means the overall Telecommunication system, including SUBSYSTEMS and including all cables, accessories and auxiliaries better defined in the interfaces specifications.

SUBSYSTEM:

Means the subdivision of Telecommunication System into a set standalone self-operated Telecommunication Equipment located at different sites, connected together and controlled from a central point to form one functional part of the Telecommunication System & Network.

FIELD PROVEN:

Extended continuous satisfactory operation on sufficient number of similar applications as referenced by major end-users. The Company reserves its right to accept as valid, for the Project purpose, the supporting documentation provided versus the terms “sufficient” and “referenced”.

Priority, Deviation and Responsibility Where conflicts exist among this project Specification and any of the referenced Standards, Codes and Specifications, the most stringent shall be applied and Company approval shall be needed. Any deviation from applicable Specifications, Standards, Codes and Requirements shall be duly notified by Contractors and approved by Company. Compliance with this Specification shall not relieve the Contractor of the responsibility to supply Systems and Equipment of correct design, materials, workmanship and performance suited to meet the specified services, conditions and regulations. Elements, Equipment and System shall be in conformity in design, material, workmanship and performance, except where otherwise specified, with the current issue and amendments of the referenced Codes, Standards and Regulations prevailing on the effective date of the Contract.

TECHNICAL REQUIREMENTS AND FEED 12.1.

Telecommunication System Overview The Scope of Work of Telecommunication package is to design, supply, install, test and commission the whole JER Telecommunication System and Networks, as here after outlined, in order to provide voice, data, and video communication and security within and among the following sites: •

JER ISBL Complex including the Process Units , Utilities Units Tank Farm Area and administration and facilities Building Area.



JER OSBL Areas including storage and and export facilities at King Fahd Industrial Port as Tank Farm, Paraxylene Storage, Coke Storage and Ship loading areas



JER ISBL/OSBL Product Pipelines and Coke Conveyor corridors.

This document 2271-711-JSD-1530-01 “JER Telecommunication Philosophy”, attached in Volume 4 – Part B –Section 1 of Telecommunication EPC 10 package, defines the basic engineering requirements, but not limited to, for all Telecommunication and Security systems foreseen for Jubail Export Refinery. The relevant overall System Architecture is outlined in the drawing 2271 711 DW 1532 011 “JER Telecommunication Architecture-Overall Block Diagram”, also included in Volume 4 – Part B –Section 1 of Telecommunication EPC 10 package. The Block Diagram outlines the proposed solutions concerning the Systems technology and networks, the equipment location, the interfaces and the supported communication services. The two general documents provide the basic project requirements for the development of the JER telecommunication Systems, Networks and Security Systems. Preliminary system and network sizing, equipment quantities estimate, traffic assumptions, radio coverage study, system distribution and the relevant equipment location, inside JER ISBL & OSBL Buildings, are provided in the Telecommunication FEED as attached in Volume 4 – Part B “Technical Design and Information”. This Project documentation, which specifies the main requirements of Telecommunication and Security Systems, constitutes the basic design addressing technical proposal and solutions concerning the Systems technology and networks, the user requirements, the interfaces and the supported communication services.

4.

TELECOMMUNICATION SYSTEMS DESCRIPTION 4.1

General The JER Telecommunication and Security Systems rely on a fibre optic cabling infrastructure as a physical layer that is designed to achieve high availability and provide alternate connections in case of a link failure. All communications and data transfers between buildings are accomplished via fiber optic links due to the extended nature of the Complex. JER Telecommunication Networks shall be interfaced to the Public Network by Internet Service access and trunk lines as specified in relevant engineering documentation. The 1/10 GigEthernet LAN/WAN System shall implement the JER Area Telecommunication Network extended to ISBL and King Fahd Port OSBL areas and interconnecting the two sites, to provide the IP platform for a full integration of voice, data and video communications. PCC shall keep in mind than Gig Ethernet system shall build a global full integrated network supporting Data, voice and video natives applications for ISBL and OSBL areas with backup and recovery facilities. The proposed solution shall also be designed to assume integrity of informations during and for the IT exploitations. The proposal shall include but not limited to LAN architecture, expected performances, backup functionalities, ToIP (which herein after known as IPT) implementation, Backup functionality and disaster recovery plan, network management etc.. In next paragraphs are briefly described main requirements related to the JER Telecommunication and Security Systems. Detailed description and requirements are provided in the FEED Project documentation attached in Volume 4 – Part B “Technical Design and Information”.

4.2

GigEthernet WAN/LAN System and Gateway for INTERNET access The LAN/WAN System shall provide a high-availability IP Gigabit based Multiservice Multi-layer communication infrastructure at Jubail Export Refinery (JER) ISBL and King Fahd Industrial Port (KFIP) OSBL sites. The infrastructure will comprise:

One LAN at JER Pipeline Site to support traffic generated by voice, data and Security equipment.



Above mentioned LAN’s shall be interconnected in order to deliver a wide area network (WAN) capable of supporting JER intra-site communications for video, voice, data and security applications.



External Network interface with PSTN and Local Operators’ communications services, as by the means of Ethernet, E1 and ISDN interfaces.

In the ISBL, each building LAN equipment (including plant buildings like PIB’s) shall have two uplink ports; one connected to the LAN central equipment of the Administration Building and the other to the LAN central equipment of the Main Control Building. The LAN node located in the Administration Building operates as the main communication node, while the LAN node in the Main Control Building operates as the secondary.. Administration Building and Main Control Building at then interconnected OSP cables to achieve the redundancy feature required. A similar approach is applied in the OSBL, where the main communication node is in the Yard Operation Building while the back-up is located in the Control Building. The central equipment of the ISBL and the central equipment of the OSBL operate in back-up to each other to achieve the disaster recovery functionality. Disaster Recovery shall be supported by the LAN/WAN System in order to resume nearnormal operation capabilities during failure for business continuity. The disaster recovery capabilities will take advantage of the OSP Cable System path redundancy to guarantee high availability and achieve maximum reliability. The LAN/WAN System shall be capable of providing convergent services to support the current and future requirements in term of bandwidth and QoS for data, voice and video transmission. The LAN/WAN System should be implemented by the Gigabit Ethernet Layer-2 and Layer-3 Switches, located each at JER ISBL and KFIP JER OSBL areas to provide a seamless communication LAN/WAN infrastructure to efficiently and securely transmit bandwidth-intensive data, voice, video, security and wireless applications. The LAN/WAN System shall be provided complete of a Network Management System, including servers, workstations, printer and software package as specified in the relevant Technical Specification. The Network Management System will be located in a supervisory room at JER ISBL Administration Building. The Telephone System shall be capable of autonomous disaster recovery. This shall be achieved by properly designing the main PBX located in the ISBL Administration Building and in the OSBL Yard Operation Building to work in back-up one to the other. The facilities that shall be guaranteed are the critical voice and conferencing communications between all telephones. The Telephone System shall provide intra site and inter site voice and fax communications to support the plant operation, and shall be interfaced with the public IP and PSTN networks. A proven IP Telephony (IPT) Private Branch Exchange (PBX) network shall be provided to enable voice telephony communications and facsimile communications within the JER Complex boundaries and for connection to voice services outside the JER Complex area via the public IP and PSTN. Interface provision shall be made for the connection to the local PSTN at the relevant PBX sites giving direct access to local, national and international telephone, fax and ISDN services. A PBX Management System, including Servers, Workstations, printer and Software package, Call Account manager and Operator Consoles, shall be provided as specified in the relevant PBX /Telephone technical specification, at JER ISBL site. JER ISBL PBX shall have an O&M Position for management, maintenance and supervisory of the entire PBXs’ Network. The PBX at the JER ISBL and OSBL sites shall in general support telephone services for all JER ISBL and OSBL Buildings:

with the Public Network. ISDN Interfaces and IP connectivity requirements will be provided in the relevant System technical specification and architecture. Due to the distributed architecture of the Telephone System, which involve the installation of Ex-proof Telephones, Acoustic Hoods, Junction Boxes, field Equipment Supports, Cables and Cable Trays in Process, Utilities and Tank Farm Areas, a clear split of the Scope of Work between the PCC and the concerned JER Interfacing EPC Contractors is required. JER Telephone System Scope of Work is summarized as follow: PCC shall design, procure, install, test, and commission the JER Telephone System, complete of Central Equipment, Voice Gateways, PC based management and accounting workstations, System databases, IPT telephones, outdoor telephones, ex-proof telephones, acoustic hoods, terminal cable protections and terminations as required. Interfacing EPC Area Contractors shall design, procure, install, test and commission field equipment supports, telephone and power cables, JBoxes, cable trays and grounding, as per requirements by PCC. Telephone System requirements and Scope of Work are specified in the engineering documentation included in Volume 4 – Part B “TECHNICAL DESIGN AND INFORMATION” – Section 1 “TELECOM SYSTEM AND NETWORKS DOCUMENTS” – Paragraph 2 “JER ISBL & OSBL TELEPHONE SYSTEM” of this package. The Split of Scope of Work and responsibilities between PCC and the Interfacing EPC Contractors for JER Telephone System, which involve specific interface activities, as above mentioned, concerning design, supply and installation of Exproof Telephones, Acoustic Hoods, Junction Boxes, field Equipment Supports, Cables, Cable Trays and supervision, is ruled by the Interface documents included in Volume 2 – Section 3 “MASTER INTERFACE PLAN” – Paragraph 6 “COMMUNICATION”.

Network Server Farms Server Farms shall provide the reliable and resilient access to Office LAN resources. The Server Farm shall provide controls to ensure the confidentiality, integrity, and availability of application resources between ISBL and OSBL. The Server Farms shall be capable of operation in case of major failures (like a complete Farm malfunction). This shall be achieved by configuration of the equipment in order to have the ISBL Server Farm operate as a back-up of the OSBL Server Farm and vice-versa. Interconnection/transmission between the two sites will be supported by the LAN/WAN infrastructure. The Server Farm design shall be base don the Client/Server Model and should also support the N-Tier Model. The Server Farm shall be designed as a collection of clusters in a secure, scalable environment, serving several different services for either intranet or extranet users.

Each cluster shall be composed of an adequate number of machines processing the same service thus functioning as shared resources that cooperate to guarantee the required services and/or or resources to clients. These machines shall be networked through the LAN/WAN infrastructure. The Server Farm shall be flexible, scalable and reliable. Main system design objective is to guarantee high availability of the Server Farm. This goal shall be achieved by mean of self-healing capabilities and proper redundancy. Each Server Farm shall be composed of the following logical zones: •

Internet or Demilitarized Zone (DMZ): primarily support access from users located in the Internet.



Intranet Zone: support internal users’ access to the enterprise file (database) and application servers.

For each section, various levels of trust and contain attack containment shall be established. The JER Information Protection software, tools/applications and equipment shall provide as a minimum: •

Telecommunication System and Network Management Telecommunication System and Network Management shall be provided for an integrated overall network management system. The System shall provide reports to help network administrators analyze the uptime, capacity utilization and end-to-end response time of the telecom infrastructure and telecom systems in the scope of work of the PCC. The Telecommunication System and Network Management shall be based on a single platform based on SNMP and MIB processing. It shall be capable of integrating as a minimum the management systems of the: •

Videoconference A Videoconference System shall be provided at JER ISBL Facilities. Videoconferencing system shall incorporates audio, video, and computing, and communications technologies to allow people in different locations to electronically collaborate face-to-face, in real time, and share all types of information including data, sound and picture. The main camera, displays and peripheral video sources should be mounted in the main conferencing area; the integrated system shall be capable of connecting both H.320 (ISDN lines) and H.323 (IP/LAN): •

ITU H.320 is known as the standard for public switched telephone networks (PSTN) or VTC over integrated services digital networks (ISDN) basic rate interface (BRI) or primary rate interface (PRI). H.320 is also used on dedicated networks such as T1 and satellite-based networks;



ITU H.323 is known as the standard for video over Internet Protocol (IP). This same standard also applies to voice over IP VoIP.

Video Conferencing System installation requires coordination between the PCC Contractor and the Interfacing EPC Contractor with regard the lighting and acoustic requirements inside the Conference Room in order to optimize the system performances. Video Conferencing System Scope of Work is summarized as follow, but not limited to: The PCC shall design, procure, install, test, and commission the JER Video Conferencing System, complete of Control Unit, Monitor, Speakers, Cameras, Microphones and Personal Computers. Process Automation Network (PAN) Process Automation Network (PAN) shall be provided to support an Ethernet based communications network for the secure transmission of PCS data throughout the JER locations. The Network architecture shall be based on Layer-2 (Ethernet) and Layer-3 (IP) devices capable of supporting PCS communication and provide information protection and data security. PAN shall be provided for interconnecting the LAN/WAN equipment, to PCS LAN in the Main Control Building. The Project philosophy is to provide: •

Dedicated equipment located in the Main Control Building to support the access to the PCS Network from any JER LAN/WAN location.



Dedicated information protection and data security software tools/applications and equipment for the PAN authentication, authorization, confidentiality and integrity.

The PAN requires an interface activity between PCC and the concerned Interfacing EPC Contractor. Process Automation Network (PAN) Scope of Work is summarized as follow, but not limted to: PCC shall design, supply, install and commission Process Automation Network which consist mainly of Switches, Firewalls, cable and termination equipment (as above detailed) to interconnect JER LAN/WAN to PCS network in MCB, as per requirements specified by the concerned Interfacing EPC Contractor. Interfacing EPC Contractor shall provide PCS Network requirements with regard the required access through PAN via LAN /WAN access points, shall approve PCC design for PAN, shall define and carry out the integration tests concerning PCS / PAN /LAN Networks, under the Supervision of PCC. Security Systems The complex security is based on the inter-working of different Security Systems that shall allow achieving, as a minimum, the requirements of the Security and Safety Directives (SSD) issued by the Royal Commission for Standards of the Kingdom of Saudi Arabia. The Security Systems are: •

Security Access Control System (SACS);



Intruder Detection and Assessment System (IDAS).

The different elements shall provide operational monitoring of the complex facilities along with alerts and surveillance of attempts to gain unauthorised access to the complex and to restricted areas within and among the following sites: •

JER Refinery, which includes the ISBL Plant, Infrastructures & Utilities



King Fahd Port, which includes the Tank Farm and the export Facilities

The field equipment comprising the Security Systems shall communicate with the central equipment by means of JER LAN/WAN Infrastructure. 4.10.1

Intruder Detection and Assessment System An integrated intruder detection system and video-surveillance system shall be provided to facilitate security at the ISBL and OSBL complex. Each of the two sites ISBL and OSBL shall have its own dedicated IDAS. The plant perimeter fence shall be monitored by a reliable system capable of detecting any attempt to interfere with or breach the fence or the controlled gates and doors. Surveillance cameras shall provide clear unobstructed images of the perimeter fence and key access points such as gates, entrances and roadways. On detection of an event, the system shall automatically select surveillance cameras in the vicinity to provide clear visual images of the detected event. The videosurveillance system and the Intruder detection system shall be interfaced together to provide a constant and integrated facility to provide the required degree of security management on the sites.

The IDAS shall comprise an Alarm Computer System and Digital Video Recording and Management System (IDAS Computer Platform) to provide current and recorded review of activity, scenes and alarms. The IDAS Computer Platform shall automatically perform alarm processing, prioritization, camera control and scene recording. It shall permit the operator maximum time to assess the alarm situation without the need to perform overwhelming or unnecessary equipment control tasks that are unrelated to situation assessment. The IDAS communication with field equipment shall rely on a fibre optic network, part of the IDAS supply, distributed through Field Equipment Cabinets (FEC) that house specific system equipment and interfaces. FEC will be located at convenient

locations along the fence areas. Details are collected in the IDAS FSD 2271-711JSS-1531-01. Intruder Detection System The Intruder Detection System shall gather intruder and tamper alarms from various locations throughout the Sites. The IDS shall monitor the perimeter fence of the ISBL and OSBL. The system shall detect cutting, climbing, jacking and other attacks on the SSD-1 security fence and provide alarms in the event of an intrusion. The IDS shall be based on a Fence Sensor System and Microwave Intruder Detection System capable of detecting intrusion and attacks to the sites. The IDS signal processing capability shall be able to distinguish between fence cutting, an object hitting the fence and a person climbing the fence as opposed to the wind blowing the fence. The Intruder Detection System sensors shall be interfaced with the CCTV surveillance system around the perimeter for automatic activation of those cameras covering the zone of intrusion simultaneously with alarm annunciation. Video-Surveillance System The Video-Surveillance System shall be based on proven CCTV technology based on MPEG-4 architecture. The System shall be designed for continuous operation and shall be suitable for daytime and night time surveillance. Fixed and PTZ Cameras shall be provided for the high security fence, which surrounds the process and utility areas. The cameras shall have a field of view which covers an entire alarmed section of fence. Cameras shall also be provided to monitor access points. The fixed cameras shall have overlapping fields of view so that there are no “dead zones” in the camera coverage. The camera shall maintain continuous coverage at the distant end of the camera zone coverage. Perimeter cameras positioning will be assessed during detailed engineering, however the strategy to adopt consists in directing the cameras with adequate overlap and offset to accommodate the field of view. The cameras shall be remotely controlled through a video management system. The system shall transmit continuous video. Sufficient CCTV cameras with appropriate lenses shall be installed to cover the entire fence perimeter to allow assessment of an intrusion attempt. CCTV video pictures shall be transmitted to Central Unit/Video Recording Unit via fibre optic cables by remote transmission unit.

The construction, control, and display arrangements shall be specific to the display location and shall be integrated with the applicable console requirements. All recording and reviewing shall be random access and shall allow concurrent reviewing and recording.

Intruder Detection Assessment System (IDAS) Scope of Work is summarized as follow, but not limited to: The PCC shall design, procure, install, test and commission the JER Intruder Detection and Assessment System, complete of Intruder Detection Sensors and Processors, Alarm Computer System, Monitoring and Alarm Operator Consoles, Color Cameras, Central Units, Digital MPEG-4 Video Transmission and Management System, Central Video Storage System, Camera Enclosures with PTZ where required, Junction Boxes, Signal and Power Cables, Cable Protections, Cable trays and Grounding connections as required. door/turnstile/gate in the event of system or power failure. Proximity card readers shall be provided for all electronically controlled gates, turnstiles and doors. The Operator facilities shall provide daily administration of the SACS. This shall include entering personnel details in to the system, allocating security cards and allocating appropriate plant access rights. The Access Control database shall be provided to track the personnel movement through controlled entrances and exits. The database shall be able to archive movement data. SACS shall include as an additional facilities for: •

a Fingerprint System for fingerprint scanning and storage;



a Material Gate Pass System, for tracking and managing materials exiting the company gates.

Due to the distributed architecture of the Security Access Control System, which involve the installation of Badge Readers, Turnstiles, Road barriers, Interfaces, JBoxes, Equipment Supports at Gate Areas, Cables, Conduits, manholes and Cable Trays at Plant Gate Areas, inside Gatehouses and inside the Buildings, a clear split of the Scope of Work between the PCC and the concerned JER Interfacing EPC Contractors is required. Security Access Control System (SACS) Scope of Work is summarized as follow, but not limted to: PCC shall design, procure, install, test and commission the JER Security Access Control System, complete of Badge Readers, Central Units, Readers Interfaces, Management System, Operator Workstations, Central Database System, Badge/Card Preparation Equipment, Junction Boxes, Signal and Power Cables, Cable Protections, Cable trays and Grounding connections as required. PCC shall also design, procure, install, test and commission additional equipment, as part of the SACS, to provide fingerprint scanning and storing facilities, material tracking facilities and all relevant installation and cabling as required. Interfacing EPC Area Contractor shall design and construct the equipment concrete basement, the relevant cableways and manholes at Plant Gates areas and Gate houses to be equipped with the SACS equipment, under the Supervision of PCC. Paging/Party-Line & Alarm System A Paging/Party-Line & Alarm System shall provide the in-plant communications and shall broadcast messages and general alarm in the industrial environment of Jubail Export Refinery and Port facilities by the Paging/Party-Line Stations, Loudspeakers and associated Flashing Beacons. The PA/GA application is a critical System functionality with respect to personnel safety and shall be fully operational, during an emergency situation, to allow safe evacuation of the facilities. Consequently redundancy and back-up capabilities shall be adopted to ensure high system availability. PCC shall provide: •

One Paging/Party-Line & PA/GA System at JER ISBL site (Central System full redundant) and to make available the system services to all buildings and open areas.



One Paging/Party-Line & PA/GA System at KFIP JER OSBL site and to make available the system services to all buildings and open areas.

The Paging/Party-Line & PA/GA system shall support telephony functionality from the Party-line Stations in order to allow the use of the Party-Line Stations as analogue telephone. Each Party-line Station shall be capable of allowing a user to dial into the Telephone System in order to make a telephone call to any telephone handset in the ISBL and OSBL locations. Considering the wide area of Jubail Export Refinery, the Paging/Party-Line & PA/GA System architecture shall be implemented by Interconnecting the Central Unit with the a suitable number of Remote Units by Fiber Optic links supported by the JER Network Infrastructures constituted by the OSP inter-building FOC cables and relevant FO Patch Panels Each system shall allow to: •

Perform sound/voice paging originated by Operator, as well as by local authorised PABX extensions through telephone interface.



Broadcast alarm tones in emergency situations. The alarm system shall also be able to transmit pre-programmed and selectable warning tones.



Provide Party-Line communication among paged parties.

The Paging function is dedicated for paging individuals and broadcasting alarm tones or pre-recorded voice messages, which will be broadcasted over all speakers throughout the caller zone only. Party- line function The system shall allow minimum 4 party-line communication for each zone and minimum one common party-line communication over the entire Plant area. The common party-line can be engaged via the JER Telephone System through the Telephone Interface Unit provided as part of the Central Unit. When the Common party-line is engaged, all Common Party Lines of the system will be interconnected and operate simultaneously. Each zone of the JER Complex shall be capable of operating as an independent segment of the Page/Party-Line System. Due to the distributed architecture of the Paging/Party-Line & PA/GA System, which involves the installation of Loudspeakers, Flashing Beacons, Paging/party-line Stations, JBoxes, field Equipment Supports, Cables and Cable Trays in Process, Utilities and Tank Farm Areas and inside the Buildings, a clear split of Scope of Work between the PCC and the concerned JER Interfacing EPC Contractors is required. 4.12

Mobile Radio System A Mobile Radio System shall be designed and included in the JER Telecommunication Scope of Work. This system shall operate as a back-up to the Company JER iDEN Radio System, supplied by Others. JER iDEN Radio System will be implemented by public (Bravo) Telecom Company and interfaced with the existing Jubail public iDEN radio network. The Mobile Radio System should comprise as a minimum: •

One two-channels UHF Base Station/repeater unit at JER ISBL area in order to cover JER ISBL area, part of the Pipelines route as well as the access and perimeter patrol roads.



One two-channels UHF Base Station/repeater unit at JER OSBL area in order to cover JER OSBL area, part of the Pipelines route as well as the access and perimeter patrol roads.



Coverage of the Pipelines route and surrounding areas shall be split between the ISBL Station and the OSBL Station. The coverage of the ISBL and OSBL Stations shall overlap at approximately half-way of the Pipelines route in order to allow users moving from areas of coverage to communicate.



The System shall implement simulcast, or equivalent means, to achieve voice communication without degradation or impairment in the areas where radio coverage overlap.

The Radio System shall provide mobile voice communication facilities between hand portable, fixed and mobile radios for maintenance, safety and operation personnel at the mentioned areas. The base stations will be in JER ISBL and OSBL, with Dispatcher positions at ISBL and OSBL Plants. Two 60 meter Antenna Towers shall also be provided to be erected at the ISBL and OSBL. The Antenna Tower shall support: •

Mobile Radio Antenna at the ISBL site



Mobile Radio Antenna and VHF/FM Marine Radio Antenna at the OSBL-KFIP site.

UHF Mobile Radio System and Antenna Tower Scope of Work is summarized as follows, but not limited to: The PCC shall design, procure, install, test, and commission the JER Back Mobile Radio System, complete of UHF Base station and associated antennas and feeders, Dispatch Units position, UHF fixed radio transceivers with antennas, cabling and structures to be installed inside /outside buildings, Intrinsically Safe (IS) handportable radios, complete with batteries and accessories plant operational personnel. PCC shall design, procure, construct, test and Commission a permanent Antenna Tower System, including, but not limited to, site survey for tower positioning, soil investigation and Foundation design. Interfacing EPC Contractor shall provide cable ways from the roof cable entrance up to the location of the fixed radios inside the buildings and roof and/or wall penetrations for antenna feeder cables, as per cable feeder requirements specified by PCC and under his supervision. Interfacing EPC Contractor shall approve Tower foundations, conduits and grounding design, install the underground conduits, to carry out excavation works and tower foundations. Marine VHF/FM Radio Communication The VHF/FM Marine Radio System shall be provided for King Fahd Port Facilities only. King Fahd Radio System shall allow communication with ships during the loading operations. It shall also allow communications with ships and personnel working at the Loading Terminal. The VHF/FM Marine Radio Systems shall operate in the international marine 155163 MHz band and shall be tuneable to pre-programmed frequencies assigned for the Company by the local authorities.

Hotline Communication System The Hotline System will provide emergency communications between locations at JER ISBL and KFIP OSBL sites. The System shall consist of an Omnibus circuit that shall provide simple one-touch operation to provide a bi-directional voice communication between the specified locations. The System shall be completely independent of the JER Telephone Network and not be connected to it in any way in order to increase the overall system reliability. The System connections shall be provided over the optical fiber system. The Hot line Communication system shall incorporate means of using this back-up fiber optic link in case communication over the working link fails. Meteorological System The Meteorological system will consist of two Meteorological Stations that will provide essential information on weather conditions at JER ISBL and KFIP OSBL sites. Each Station shall consist of a main display unit, with connections to the relevant sensors, and a remote display unit. The Meteorological System shall provide local environmental weather monitoring and data recording. Real-time and average weather data shall be monitored and recorded by the system. Storage facilities for up to six months of historical data shall be supplied. The system acquisition and data processing shall include, but not necessarily be limited to the following: •

Real-time data acquisition & data display;



Analysis of recorded data.

As a base case, data acquisition shall concern parameters including: •

Wind speed and direction;



Air temperature, barometric pressure & humidity.

Entertainment System Entertainment system shall be provided at JER ISBL Canteen Building. The system shall be specifically dedicated to the audio and visual entertainment of the personnel at the sites and shall be fully independent from the other telecommunication systems. The System shall adopt a dedicated LAN switch for the distribution of the entertainment contents. The Entertainment System shall consist of: •

Video Entertainment and Audio Entertainment Systems,



TVSAT receiving system, complete with two parabolic antennas, LNB's and accessories, able to operate in the Ku and C bands, analogue and digital.



Video player/Recorder and Hi-Fi system.



MPEG-4 Decoders and switch equipment for IP-based distribution and Large screen LCD Monitors

Under emergency conditions, initiated by the Paging/Party-Line & Alarm System, the Entertainment System shall be automatically muted and restored, under control of the Paging/Party-Line & Alarm System, upon completion of emergency broadcast. Entertainment System installation requires coordination and a split of responsibilities between the PCC Contractor and the Interfacing EPC Contractor with regard the TVSAT Antennas to be installed on the yard at south side of the Canteen Building. Audio/Video Entertainment System Scope of Work is summarized as follows, but not limited to: The PCC shall design, procure, install, configure, test and commission the JER Entertainment Systems, complete of satellite antennas, low attenuation coaxial cables, decoders, DVD player, CD player, MPEG Appliances (Encoders and Decoders), dedicated Ethernet Switch for IP-TV (distribution over UTP cables and outlets of building structured cabling system), LCD television sets, junction boxes, power cables, cable protections, cable trays and grounding connections, antenna installation materials and foundations as required.

OSP Fiber Optic Cable Network The JER Telecommunication and Security Systems rely on a fibre optic cabling infrastructure designed to achieve high availability and provide alternate connections in case of a link failure. All communications and data transfers between buildings are accomplished via fiber optic links due to the extended nature of the Complex. The Outside Plant (OSP) Cabling System forms the permanent communication cabling for JER inter-building network infrastructure, which supports Telephone Communication (voice, facsimile, and special services) Local Area Network (LAN) and Wide Area Network (WAN), data and video networking for the Security Systems (IDAS and SACS), Videoconferencing services, Hot line communications and Paging/Party-line & PA/GA Central Unit interconnecting with Remote Units located in the PIBs and other selected remote buildings. The fibre optic cabling infrastructure shall use single mode fibres specified in 2271711-JSD-1530-03. This System adopts double physical routes, to connect each building where telecom cabinets are located. Consequently the cable routing acquires a star topology allowing each cabinet to be connected, via two different geographical paths, to the main central cabinets. Moreover, the OSP Cable System connects the ISBL to the OSBL site by means of two FOC’s installed above ground along the JER Product Pipelines corridor and the Coke Conveyor corridor, by implementing the main and the alternative route in order to guarantee the physical link in case of cable cut. In general, each System shall be designed in order to have its core functionalities duplicated in order to be supported by a main node and back-up node. This approach should allow achieving high system resiliency and disaster recovery capabilities. Here below are summarized, by Project Area, the basic interconnecting requirements to design and provide the OSP FOC network infrastructure for JER Project. •

JER ISBL/ KFIP OSBL Product Pipelines and Coke Conveyor corridors: The PCC shall design and provide: Telecommunication Fiber Optic Cables between JER ISBL Site and KFIP JER OSBL Site are routed along the Product Pipelines and Coke Conveyor corridors, to provide a backbone Fiber Optic Cables interconnecting JER ISBL and JER OSBL facilities implemented via a main and an alternative route.



KFIP JER OSBL The PCC shall design and provide: Telecommunication Fiber Optic Cables among Yard Operation Building, Control Bldgs and the other relevant buildings of the JER OSBL Farm Tank Area, Paraxylene Tank Area and Coke Storage Area,; Telecommunication Fiber Optic Cables among FOC Pedestals located along the Fence IDAS and the related buildings.

Telecommunication OSP FO Cables constitute a wide physical Network Infrastructure which is extended to JER ISBL and OSBL sites, areas and buildings to provide the backbone interconnections between central and remote telecommunication system units. The implementation of this physical Network Infrastructure requires a clear split of Scope of Work between the PCC and the concerned JER Interfacing EPC Area Contractors. OSP Fibre Optic Cable Network Scope of Work is summarized as follows, but not limited to: PCC shall be responsible for design, supply, FAT, shipment, installation procedure (cable laying by others), cable laying supervision, splicing, jointing, termination, tools, tests and commissioning of the OSP telecommunication cables and associated equipment. Building Communication facilities and Structured Cabling System inside JER Buildings

4.18.1

Structured Cabling System inside JER Buildings A Structured Cabling System (SCS) shall be provided, in accordance with this FSD, JERES T-916 and all the applicable standards, within the all: •

JER ISBL Administration and Facility Area Buildings



JER KFIP OSBL Buildings

The SCS shall consist of 4-pair UTP CAT-6E cables for horizontal distribution and multi strand, single-mode fibre optic cables for the backbone links. The SCS works include all the required cable ways, pull boxes, supports and accessories which are necessary to route SCS cables from TER/TR equipments to the outlets inside the buildings. The SCS system provides the building infrastructure horizontal distribution cable connections between the voice and data interfaces within the Telecoms Equipment Room/Telecoms Room/Closets and user information outlets on each floor. The backbone distribution shall be by fiber optic cables except where Company approves exceptions for very small buildings. All SCS horizontal distribution cabling and terminations shall be a Category 6E UTP 4-pair system designed by a BICSI or equivalent Industry qualified office building cable designer and installed by BICSI or equivalent Industry qualified installers. All information outlets (I/O) shall be universal and suitable for voice and data services. Each Individual Work Area shall be provided with 4 (four) Category 6E UTP 4-pair cables connected to four information outlets fitted into a single Quadplex panel as a minimum for every 10sqm of usable floor space. PCC shall provide requirements and specifications of SCS equipment, cables and materials to be supplied by Interfacing Area/Building EPC Contractor.



PCC shall, review and approve detailed design and specifications/data sheets issued by Interfacing Area/Building EPC Contractor for material supply and construction of the SCS in each JER Building.



PCC shall interface with the Interfacing Area/Building EPC Contractor to ensure the overall system is implemented satisfactorily. PCC shall supervise the installation of the civil, mechanical and cabling SCS infrastructure by the Interfacing Area/Building EPC Contractor.



PCC shall be responsible for design, supply and installation of UTP and FO Patch Panels inside TER and inside building / floor TR.



PCC shall be responsible for design supply and installation of (vertical) backbone FOC between TER and TR.



PCC shall be responsible for termination of all SCS cables, Category 6E UTP 4-pairs cables and backbone FOC on Patch Panels side in TER/TR.



PCC shall be responsible for tests and Commissioning of the permanent, fully flexible SCS in each JER Building.



The Interfacing Area/Building EPC Contractor shall be responsible for the SCS design for each building within his area’s battery limits. SCS design shall be compliant with all the design guidelines and system and installation requirements specified by PCC; the SCS engineering package shall be submitted to PCC for review and approval.



The Interfacing Area/Building EPC Contractor shall be responsible for supply, procurement, installation and commissioning of the mechanical infrastructure required to route all the SCS cables in each building within his area’s battery limits. Mechanical cable infrastructure shall consist of, but not limited to: cable trays, cable ladders, cable supports, etc.



The Interfacing Area/Building EPC Contractor shall be responsible for supply, procurement, installation and tagging of the Category 6E UTP 4pairs cables and outlets required for the Structured Cabling System (SCS) for each building within his area’s battery limits.

Telecommunication Equipment Rooms (TER), Telecommunication Rooms (TR), Network Monitoring Centers, Operation Network centers, Security Control Rooms JER ISBL Area •

The main Telecommunication Equipment Room (TER) of JER ISBL area is located in the Administration Building. In this TER are housed the all the Central Units of the main Telecommunication Systems and the JER Network Server Farm (see Disaster recovery strategy). In the same Building shall be designed and located one Monitoring Center for the Telecommunication Network and Systems management and one Operation Center for Network and Systems Telecommunication Operators.



Two TER shall be designed and located in the ISBL Main Control Building (MCB) for Building and Plant Communication Systems as the PA/GA & P/L Systems in redundant configuration. In the same time one TER of the MCB shall house the backup Core Switch of the GigEthernet Network at ISBL JER Complex. Operator equipment will be located in the Control Room of the MCB.



The Security Control Building located in the facilities building area will be provided with a TER where will be housed the IDAS Central Unit and Servers. IDAS Workstations and Monitors will be installed in the Building Security Control Room



The Security Building located in the administration building area will be provided with a TER where will be housed the SACS Central Unit and Servers. SACS Operator Workstations will be installed in the Building Security Control Room

PCC shall provide TER /TR and Control Centers layout drawings, including cable trays arrangement for detail design, supply and installation by the Interfacing Area/Building EPC Contractor.



PCC shall review and approve detail design provided by Interfacing Area/Building EPC Contractor prior to the commencement of construction.



PCC shall supervise the installation of the civil, electrical and mechanical TER and TR infrastructure by the Interfacing Area/Building EPC Contractor.

Telecommunication Interface Activities and Coordination PCC shall be in charge, in addition to the execution of the systems described so far, of the support to Company coordination of the Telecommunication Interfaces with the various Interfacing EPC CONTRACTORS participating in the JER Project. Permanent Communication Contractor (PCC) will interface all the JER Area EPC Contractors with regard a split of responsibilities for civil, mechanical and electrical preparation works for the installation of telecom equipment, as well as for the outdoor telecom cable laying which will be carried out by each EPC Contractor within the contractual and/ or geographical area battery limits. Since the EPC 10 Package SOW concerns Communication Systems and Facilities which are common to all the area packages, and considering that PCC will be responsible for all the implemented JER communication Networks and Systems, PCC will be the Lead / Coordination Contractor with regard all the “Communication Interface Activities”, which are detailed in the “Communication Master Interface Plan”. 5.7.

Power Supply

5.7.1

All equipment shall be fed by 120 VAC 60 Hz UPS from building Telecom Power Distribution Panels (PDP) where available. For buildings where plant UPS is not available, PCC shall supply a rack installed UPS capable of delivering power to the relevant telecom equipment.

5.7.2

The equipment located inside Telecom Equipment Rooms /Telecom Rooms of JER ISBL and OSBL Buildings shall be fed via 120 VAC 60 Hz UPS power supply from Telecom Power Distribution Panels (PDP) to be provided inside TER and TR.

5.7.3

Telecom equipment located in outdoor Plant Area (process, utility and tank areas), which require power supply, shall be fed via 120 VAC 60 Hz UPS power supply from dedicated Power Distribution Panels (PDP) located inside the TER of local Process Interface Building (PIB) at ISBL area and inside TER of local Control Building at OSBL Area.

5.7.4

Intruder Detection Assessment System (IDAS) equipment and CCTV cameras located along the ISBL and OSBL plant fences (and auxiliary gates) shall be fed via 120 VAC 60 Hz UPS power supply from dedicated PDP located inside the TER of PIBs and selected buildings located in a convenient position with regard the distance from fence.

5.7.5

Security Access Control System (SACS) and CCTV cameras located at ISBL and OSBL Gate areas shall be fed via 120 VAC 60 Hz UPS power supply from dedicated PDP located inside the local Gatehouse Building (PIB).

5.7.6

Telecom UPS and batteries, to feed the Telecom PDP inside each building TER/TR, will be located in specific buildings and electrical substations as per project electrical design.

5.7.7

Details of the UPS / Batteries requirements and the estimated electrical loads to be feed by Telecom UPS are collected in document 2271-711-JSS-1530-05. PCC shall review and update the telecommunication electrical loads and shall verify the main UPS requirements.

5.7.8

Power Distribution Panel shall have dedicated Automatic Circuit Breakers for the electrical feeders to the Data Network equipment.

5.7.9

PCC shall provide power data requirements related to the equipment housed in TER and TR, in order to allow the Interfacing Area / Building EPC Contractor to design, procure and install:

(dual) Telecom Uninterruptible Power Supply (UPS) Systems, including batteries, rectifiers, battery charger, switches and all components as required;



Power Distribution Panels and the Grounding facilities;



Mains UPS power cables to the TER and terminate the power cables on Interfacing (Area/Building EPC Contractor supplied) PDP

5.7.11

PCC shall review and approve Interfacing EPC Contractor electrical drawings, data and design documents related to UPS and Batteries, Telecommunication PDP and Circuit Breakers, during detailed design and before the commencement of the relevant works by Interfacing EPC Contractor.

5.7.12

PCC shall design, procure and install the feeder cables and accessories from the relevant PDP to the indoor and outdoor equipment.

5.7.13

The Power supply facilities for the System equipment shall be in accordance with the applicable Company Engineering Standards, JER Project specifications and International Standards, as above mentioned at the beginning of this document, but not limited to.

5.7.14

On completion of all the above facilities by Interfacing EPC Contractor, the PCC shall test and verify that all the facilities have been installed in accordance with the project specifications.

5.7.15

For split of responsibilities between PCC and involved Interfacing EPC Contractors, concerning power and groundings facilities SOW for Telecom TER/TR central equipment, peripheral equipment and related indoor and outdoor installations, reference shall be made to detailed Interface Responsibility descriptions and specific Interface Points as stated in the document 2271-711-NM-1530-001 – COMMUNICATION MASTER INTERFACE PLAN an all applicable Interface documentation included in the EPC packages.

5.8.

Grounding Facilities & Station Protection

5.5.1

The PCC shall supply adequate grounding for equipment and cables, in accordance with the applicable Company Engineering Standards, JER Project specifications and International Standards, as above mentioned at the beginning of this document, but not limited to.

5.5.2

The grounding system, including ground grid and grounding bus bars, will be designed, procured, installed, and tested by the Interfacing EPC Contractor.

5.5.3

PCC shall perform tests of completed grounding systems employing the “Fall-ofPotential” method using a “Megger Earth Tester” with two (2) electrodes. PCC shall submit two (2) copies of the test reports certified by the testing technician directly to COMPANY.

5.9.

Electromagnetic Compatibility

5.6.1

All equipment shall be field proven and withstand electromagnetic interference (RFI/EMI) caused by lightning, high voltage lines and RF environment.

5.6.2

The Electromagnetic Compatibility for the System equipment shall be in accordance with the applicable Company Engineering Standards, JER Project specifications and International Standards, as above mentioned at the beginning of this document, but not limited to.

5.10.

Climatic and Environmental conditions / Requirements

5.7.1

The following typical conditions are referenced in JERES-A-112 and in Project Document 2271-AAA-JSD-0001-01 “Basic Design Data for Jubail Export Refinery (JER); actual site conditions shall be used where available.

5.7.2

In the event that Company Standards and Project Specifications do not address site-specific ambient conditions, data shall be extracted from other areas in the vicinity of the proposed Jubail Export Refinery ISBL and OSBL Areas.

5.7.3

PCC shall certify that supplied field equipment shall meet the following conditions as a minimum:

5.7.3.1 Outdoor Ambient Conditions a. Outdoor Sheltered Installation: 0°C to 55°C b. Outdoor Un-Sheltered Installation: 0°C to 65°C c. Relative Humidity: 10% ÷ 100% d. Direction of prevailing wind (see Rose of wind)From N/W (Berri) e. Basic wind speed, 3-sec gust: f. Basic wind speed (50 years)

g. The normal airborne dust concentration shall be considered as 1 mg/m3. During sandstorm conditions dust concentrations reaching 500 mg/m3 are encountered and winds may gust to 90 Km/h. Particle size distribution is such that 95% of all dust particles are less than 20 microns in size and 50% are less than 1.5 microns. h. Compounds present in the dust include sodium, calcium, magnesium, silicon, aluminum & sulfur. When wetted (100% humidity conditions) these compounds function as electrolytes and can result in severe corrosion of other materials. All outdoor equipment shall be mechanically protected IP 66. Outdoor equipment shall be supplied with sunshade covers wherever necessary.

5.7.3.2 Indoor Air-Conditioned Buildings All telecommunication, control and equipment rooms will be dust proof and airconditioned. However, it is required for the equipment to be dust-proof. All equipment within the buildings will operate satisfactorily in an air-conditioned environment, which shall be maintained at the following conditions:

5.7.3.3 Storage Environment It shall be possible to store the equipment for up to 6 months under the following conditions: a) The equipment shall be packed in a moisture proof container in an airconditioned building. b) Temperature: 10°C to 35°C c) Relative humidity (outside the moisture proof container): 20 to 80% Note: For equipment which dissipates internal heat and is installed in custom engineered enclosures, an additional 15°C shall be added to the above maximum temperatures. 5.7.3.4 Hazardous Area Telecommunication Field equipment, as Loudspeakers, Flashing Beacons, Partyline stations, Field Telephones and sounder /flashing beacon, but not limited to, will be installed in Hazardous Classified Areas. The plant hazard groupings are shown on the Project Drawings "Hazardous Area Classification Layout" for JER ISBL and OSBL sites. All the material and the installation methods concerning the hazardous areas shall, as a minimum, satisfy the requirements for the defined hazard classification. However, in order to assist the standardisation and spares keeping, equipment to be employed in hazardous areas shall be specified to meet the requirement for the worst general classification identified for a plant in which such equipment belongs, with special attention paid to any eventually specific areas of increased hazard. 6.

MAINTENANCE REQUIREMENTS 6.1.

Documentation

6.1.1

The PCC shall ensure that sufficient time is allocated in the detailed design

6.1.2

Process to prepare the documents to ensure that all the requirements are met.

6.1.3

The PCC shall submit details of documentation to be supplied as part of the System to COMPANY and specify dates for delivery.

6.1.4

All documentation shall be supplied in the English language. The PCC shall supply documentation in hard copy, plus one on CD-ROM. All drawings shall also be submitted in AutoCAD format, compatible with the Company AutoCAD system.

6.1.5

The following sections detail the minimum set of documentation that shall be supplied with the system.

6.1.6

Engineering Design Documentation.

6.1.7

The PCC shall supply a Systems Design Manual which shall contain all relevant information pertaining to the design and operation of the delivered equipment and Systems. This is intended to provide COMPANY with an in-depth understanding of the operational and design parameters of the system and enable planning of future systems, expansions or to resolve system operational problems.

6.1.11

Commissioning Procedures

6.1.12

The PCC shall submit detailed commissioning procedures to COMPANY for approval prior to the start of commissioning activities.

6.1.13

The commissioning procedures shall provide details of all tests and adjustments to be carried out with descriptions of the methods to be employed.

6.1.14

Where the commissioning tests are in the vicinity of working equipment or involve the use of working systems or circuits, measures shall be taken to protect these systems or equipment and shall be specified by the PCC.

6.1.15

As-Built Drawings.

6.1.16

Upon completion of the final acceptance of the system by COMPANY, all construction drawings shall be updated to an as-built status to reflect the equipment and System configurations as actually installed. All drawings shall comply with COMPANY drawing standards and drawing format. The AutoCAD format shall be compatible with the COMPANY AutoCAD system.

INSTALLATION AND COMMISSIONING 7.1.

Installation

7.1.1

The PCC shall install all equipment required by this FSD to produce a fully functioning system ready for handing over to COMPANY.

7.2.

Quality

7.2.1

The PCC shall ensure that the installation is carried out by fully trained personnel who are familiar with the systems and equipment and with the required installation techniques.

7.2.2

Installation work shall be performed in a workmanlike manner using best practice and adhering to the requirements of JER standards.

7.2.3

The PCC shall label each cable on each end indicating the designation that appears in the System Design Manual and/or cabling schedule. The labelling shall be identical in nomenclature and all labels shall be typed and covered with transparent heat-shrinkable tubing.

7.2.4

The PCC shall neatly arrange all cable on cable ladder rack, cable tray or supports and prevent twisting and unnecessary crossover of cables. All signal cables and wiring shall be secured with lace twine or, in isolated cases, tie wraps.

7.3.

Contractor Responsibilities

7.3.1

The PCC shall be responsible for the following items: •

The accommodation, transportation and all necessary permits, clearances, and protective safety equipment for their personnel.



The logistics associated with the installation.



The provision of all materials, tools, test equipment, and other items of equipment to effect the installation and commissioning.



Project management.

7.4.

Plant Tagging

7.4.1

The PCC shall be responsible for tagging all the capital equipment supplied as part of this contract with plant tags as specified by COMPANY.

7.4.2

Plant tags shall be assigned by COMPANY based on equipment received and shall be affixed by the PCC. Verification of plant tags shall be carried out as part of the Mechanical Completion inspection.

7.5.

Factory Acceptance Test (FAT)

7.5.1

All System equipment shall be tested in the factory prior to clearance for shipping. The FAT shall include individual equipment tests and full system tests where appropriate.

7.5.2

The FAT shall demonstrate adherence that the equipment meets the design standards and functional compliance with the FSD.

7.5.3

One (1) month prior to the FAT, the PCC shall submit a test procedure to COMPANY for approval.

7.5.4

COMPANY personnel may, at COMPANY sole discretion, attend the FAT. In this event, the PCC shall ensure all tests are carried out in the presence of the COMPANY personnel. If COMPANY declines to attend the FAT, the PCC shall carry out these tests and submit the results to COMPANY for review.

7.5.5

Factory Acceptance Tests (FATs) shall be documented with the results obtained and the success or failure of the test. The test results shall be submitted to COMPANY prior to clearance of the FAT and authority by COMPANY is given to ship.

7.6.

Site Acceptance Test (SAT)

7.6.1

A site acceptance test (SAT) shall be performed by the PCC to verify the full operational functionality of the System.

7.6.2

The SAT will be conducted on operational equipment, but not connected to any existing network. If network connection is necessary to verify functionality, it shall be arranged with COMPANY for limited test access to be provided.

7.6.3

One (1) month prior to the SAT, the PCC shall submit a test procedure to COMPANY for approval.

7.7.

Mechanical Completion

7.7.1

Mechanical Completion, as specified in the relevant COMPANY Procedure, is required to be passed after the PCC has completed his precommissioning tests.

7.7.2

Mechanical Completion is the acceptance that the physical installation and performance conforms to COMPANY standards, and that all required equipment has been provided and is plant tagged. COMPANY inspection shall take place in the presence of the PCC. The inspector shall prepare an exception list detailing all resolutions of the standards.

7.7.3

Once the exception list is cleared the Mechanical Completion Certificate can be issued and the Commissioning can proceed to acceptance tests.

7.8.

Commissioning

7.8.1

The PCC shall deliver a fully functional System that shall meet all the specified requirements of this FSD and all applicable standards. The commissioning processes shall demonstrate this to COMPANY before the handing over of the system.

7.8.2

The processes of system commissioning shall comprise a number of different activities culminating in the acceptance of the operational system by COMPANY.

7.8.3

The PCC shall provide all necessary test equipment required to carry out the commissioning and acceptance testing.

7.9.

Performance Acceptance Test (PAT)

7.9.1

The Performance Acceptance Test, as specified in the relevant JER Procedure, is required to be passed prior to formal hand-over of the system.

7.9.2

The PAT is the acceptance that the complete System is fully operational fit for purpose, meets all the standards and functional requirements specified in the FSD.

7.9.3

The PAT shall be carried out by the PCC in the presence of COMPANY personnel who certify the acceptance of the system on a test-by-test basis.

7.10.

System Test

7.10.1

Testing and inspection of Data Network shall be performed in accordance with approved Test procedures. Test procedures for equipment receiving/inspection shall be submitted by PCC thirty (30) days after the effective date of the Contract. Test procedure for acceptance testing shall be submitted by PCC sixty (60) days after the effective date of the Contract.

7.10.2

All procedures shall be reviewed and approved in writing by COMPANY.

7.10.3

Certified summaries of factory test measurement results shall be provided by PCC. Factory test of each shipment shall be witnessed by COMPANY. The first factory test shall include type tests of the cable being provided. Procedures for all factory field and type tests shall be included in the Systems Design

SPARES, TOOLS AND TEST EQUIPMENT 8.1.

Spares

8.1.1

The PCC shall make available a set of Commissioning spares comprising of equipment parts, cables, etc., which may be required during the testing and commission phase of the project. Commissioning spare parts will be detailed in the relevant procedure.

8.1.2

The PCC shall catalogue all spare parts offered.

8.2.

Tools

8.2.1

The PCC shall supply as part of the Contract, all specialist equipment and system specific tools required to operate and maintain the equipment and the System.

8.2.2

PCC shall provide all standard and special tools necessary for field splicing of the cable segments. PCC shall ensure that special tools will operate properly under the environmental and other external conditions at the WORK SITE.

9.1.2

The equipment supplied shall be designed to be used and operated either without creating a hazard to the user directly, or to other third parties.

9.1.3

All equipment shall comply with the latest electrical current leakage requirements of IEC-990 and 1010-1

9.1.4

Hazard warning labels shall be affixed to the equipment to advice of any feature of the equipment that may cause potential injury to the user or maintenance personnel.

9.1.5

Maintenance manuals and other documentation must highlight any potential dangers that may be encountered during the servicing or repair of the equipment.

9.1.6

During installation, commissioning and other in-Kingdom activities to be performed by the PCC, all activities performed shall be in accordance with COMPANY safe working procedures.

9.1.7

All sites shall be kept secure at all times. Contractors shall comply fully with the statutory requirements of the Saudi Arabian Government’s Safety and Security Directives, one of which specifically pertains with communications sites.

9.1.8

The PCC staff must obtain clearance to gain entry to all sites and carry suitable identification at all times.
