Background of the Study A budget is a quantitative expression of a plan for a defined period of time. It may include planned sales volumes and revenues, resource quantities, costs and expenses, assets, liabilities and cash flows. It expresses strategic plans of business units, organizations, activities or events in measurable terms. Healthcare budgeting focuses on revenue and expense. Revenue in healthcare typically comes in three forms: patient services revenue, which incorporates Gross Patient Service Revenue (GPSR), Net Patient Service Revenue (NPSR and Payment Methodologies (Inpatient and Outpatient); other revenue such as investment income, cafeteria and parking; and research/grant revenue, which can be both direct and indirect. GPSR includes those charges for the provision of healthcare services to patients while NPSR is the estimated net realizable amounts from patients, insurers, and others for services rendered. Ospital ng Paranaque is now considered one of the most modern public hospitals in Metro Manila by the Department of Health (DOH), the 120-bed Ospital ng Paranaque is now ready to serve and give better services to the people. The budget for the Hospital comes from the revenue of the city of Paranaque. The accounting office makes an annual budget based on the estimated cost for the whole year then proposed to the office of the Mayor. Supplies and medicine are provided based on the proposed budget and the budget approved by the Municipality of Paranaque. It is then delivered every quarter for even distribution and to prevent lacking of supplies and medicine for the patients. The supplies every quarter are then stored in the CSR department and replenishment will depend on the area. In this process, lack of supplies and medicine is still a major problem because it is not being monitored properly and efficiently which leads to confusion and misunderstanding with the clients. A logbook is provided for the nurses to monitor the number if supplies and medicine. If the nurses use a medicine for a patient, it should be replaced immediately to prevent loss of any supplies or medicine. Records of all charges for the patients in the ward are kept by the billing department but not monitored on how many supplies or medicines were charged. Most of the time, the patients are be the ones who buy the supplies that they need outside the hospital.
