History of Civil Engineering in the Philippines

PSCE -

Philippine Society of Civil Engineers

-the organization was formed sometime in late 1920’s

-it was country’s first civil engineering organization -the organization was organized by the civil engineers mostly from the government sector -the first organization’s president was Engr. Marcial Kasilag

Spanish time in the Phil but no filipino civil engineers no ce schools indio builders-maestro de obras(master builders) Pueblos

Marcial Kasilag -holds the No.1 slot in the PRC Registry of Civil Engineers.

-he then occupied a high-ranking position in the government and the early members of PSCE were government engineers.

Pace -

Philippine Association of Civil Engineers

-the organization was formed in the year 1937

-the organization’s first president was Engr. Enrique Sto Tomas Cortes.

Objective: to: "elevate the standards of the profession, encourage research and engineering knowledge and technology, foster fellowship among members, and promote interrelation with other technological and scientific societies".



Republic Act No. 544 1950 Also known as “Civil Engineering Law’’ was passed through the effort of PACE president Alberto Guevarra

PACE president  1972 Engr. Cesar A. Caliwara exerted an effort to merge the two organization.

 Dec 11, 1973 The Securities and Exchange Commission issued to the organization the Registration Certification No. 53896

 Feb 1974 - The first election of officer was held and Engr. Cesar A. Caliwara became the first president of the PICE org.

 Aug 13, 1975 The Professional Regulation Commission (PRC) recognized the PICE as the only official organization for Civil Engineers

 july 24, 2012 Philippine President Benigno Aquino III issued a declaration by virtue of Proclamation No. 439 signed by Executive Secretary Paquito N. Ochoa Jr. and has declared November as Civil Engineering Month to focus national attention on the importance of the civil engineering profession.
