Proclamation from the assembly for the Government of The United States of America as it pertains to the original United States, in Congress assembled IN THE MATTER OF A THIRD CONTINENTAL CONGRESS By the authority of the Articles of Confederation, as amended, Article VI, wherein does it read: “The committee of the county government assemblies shall be authorized to execute, in the recess of the United States, in Congress assembled, such of the powers of the United States, in Congress assembled, as the United States, in Congress assembled, by the consent of the county government assemblies, shall from time to time think expedient to vest them with; provided that no power be delegated to the said committee, over the Grantors, the people for The United States of America”. PROCLAMATION AS IT PERTAINS TO A THIRD CONTINENTAL CONGRESS IT IS PROCLAIMED, that a Third Continental Congress exists. FURTHER IT IS PROCLAIMED, that a Claims Office exists within a Third Continental Congress for the specific purpose of securing and recording American National status for ALL Americans in the North, Central, and South Americas. 1. 2. 3. 4.

CONDITIONS OF THE CLAIMS PROCESS Proclamation of the Existence of the America Nation State/country etc. Proof the claimant was born on America Soil. Proof of identity that matches the proof of birth. Notarized Oath or affirmation, wording of the claimants own choosing to one of the America Nation, State, country. Oath or affirmation means permanent as in permanent population as required by the Law of Nations.

RESTRICTIONS OF THE THIRD CONTINENTAL CONGRESS A: The Third Continental Congress is forbidden use any information within the registry against the claimant. B: The Third Continental Congress, through the Claims Office, is forbidden from claiming power of attorney, authority over, subject matter jurisdiction, venue, or any other type of interference between the American National and the claimants Government for the claimants home Nation/State in North, Central and South America. C: The Claims Office is strictly for the purpose of claiming a Nationality. Authority for the claimant: Universal Declaration of Human Rights: Article 15 (1) Everyone has the right to a nationality. (2) No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality. All those who have a National status cannot be claimed as a subject, this is how the U.S. sees nationality: Quote: United States National (non-citizen) is a native of an American territorial possession. Nationals are entitled to all of the legal protection a U.S. citizen would have but do not have the complete political rights of a U.S. citizen. National Status and Citizenship While all U.S. citizens are U.S. nationals, not every U.S. national is a U.S. citizen. Very few fall into the category of non-citizen U.S. national as defined in the Immigration and Nationality Act. Currently, only those born or with ties to the outlying U.S. possessions of American Samoa and Swains Island are born as non-citizen United States nationals. The same applies for those born outside of these possessions but born to one or more non-citizen national parent as long as a residency requirement is met. Non-citizen nationals are allowed to reside and work in the United States without restrictions. They are given U.S. passports with a special endorsement stating that the holder is a U.S. national and not a U.S. citizen. A non-citizen national may apply for citizenship under the same rules as legal permanent residents.

Although non-citizen nationals are protected by and swear allegiance to the United States, they are not granted the same rights and benefits as full citizens. Since nationals are not citizens, they cannot vote for the election of federal politicians such as a congressman or president. Instead, nationals vote for a delegate to send to the U.S. House of Representatives. This representative provides input but cannot vote on House affairs. Non-citizen nationals are also protected by the United States Bill of Rights on top of the laws of their home government. Concerning taxation, non-citizen nationals are exempt from paying a federal income tax or taxes to the federal government on wealth accrued within the territory. Territories, commonwealths, and possessions may, however, implement taxation plans which mirror those of the United States. They also receive economic assistance through some, but not all, national benefit programs or services such as Social Security. End quote: This is how it is viewed by The United States of America: American Nationals agreed for the most part with the U.S. on its survey. The only conflict is that an Oligarchy/Monarchy/U.S. does not have naturalization authority on the continent of America nor was naturalization authority granted by the second continental congress to the George Washington Estate. The definition of the “Several” is as follows today: Quote: Several- More than two, often used to designate a number greater than one. End Quote: The definition of “Foreign state” is as follows: Quote: Foreign state: A foreign country or nation. The several United States are considered “foreign” to each other except as regards their relations as common members of the Union. End Quote: CONCLUSION: Therefore, foreign state is the definition of “The United States of America” of 1781 and the Union, not a part of the George Washington Estate or its government also called “U.S.” symbolized by the third star in the George Washington Seal.

FURTHER, The United States of America deserves its own country code separate from the Government city state owned and controlled by the George Washington Estate, its heirs, successors and assigns because its allegiance is to itself and a part of the Crown/city of london, and Vatican city as symbolized by the other two stars of the George Washington Estate Seal. If the American Nationals remain in the same condition, the American Nationals are harassed, killed and robbed by Agents of the aforementioned Estate and the U.S. is unwilling to stop the crimes. These three are sovereign, corporate entities that are not part of the countries they are located in. The flag in Washington’s District of Columbia has 3 red stars, each symbolizing a city-state within the three city empire. The three-city empire consists of Washington D.C., London, and Vatican City. London is the corporate center of the three city-states and controls the world economically. Washington’s District of Columbia city-state is in charge of the military, and the Vatican offers spiritual guidance. The constitution of the District of Columbia operates under a tyrannical roman law known as lex fori, which in no way resembles the U.S. constitution. Quote: FOREIGN; 1. Therefore, the Claims Office is for those people that do not have a nationality or have never claimed a nationality even though they were born on America soil. Even though many think they have a nationality, there is not a central claims office in existence to make their claim until now.
