Purpose Objective of this procedure is to confirm that heliport is operated safely, smoothly and efficiently.

Standar Prosedur pada saat Pendaratan Helikopter adalah :

HLO melakukan pengecekan untuk memastikan agar tempat pendaratan dan lepas landas helikopter bebas dari halangan dan atau bendabenda yang dapat membahayakan keselamatan pengoperasian Helikopter paling tidak 10 menit sebelum estimasi kedatangan helicopter; 2. 15 menit sebelum helicopter tiba terlebih dahulu akan dilaksanakan Helicopter Video Safety Briefing (diperuntukkan bagi calon penumpang) 3. 5 menit sebelum pendaratan, HLO akan mengkonfirmasi ulang kepada operator radio tentang kondisi tempat pendaratan dan lepas landas helicopter dan memastikan bahwa “Heliport is clear”; 4. HLO akan memberitahu radio operator bila sudah ada kontak visual dengan

7. The HLO should then stand close to the pilot’s door in full view of the pilot whilst listening to radio instructions; 8. Upon instructions from the pilot the HLO shall give instruction to the HDA to approach the helicopter, open the doors, assist the passengers to disembark and to guide them to the provided access route, (if the III - 1

Segera setelah diinstruksikan oleh HLO :  HDA-2 (Dispactcher) kemudian mengambil tambahan penutup telinga dan life jackets untuk penumpang yang akan berangkat pada penerbangan selanjutnya;  HDA-3 (Cargo Handler) membuka pintu bagasi, dibawa ke tempat pengumpulan bagasi yang tersedia. HLO terus mengawasi semua kegiatan serta menghentikan kegiatan tersebut bila muncul situasi yang tidak aman.

Standar Prosedur pada saat Keberangkatan Helikopter adalah :

3. HDA-2 (Dispeatcher) mempersiapkan life jacket dan pelindung telinga, kemudian membimbing penumpang menuju helikopter; 4. Sebelum lepas landas, HLO menyerahkan manifest penumpang dan barang kepada pilot; 5. HLO memeriksa ulang kesiapan seluruh penumpang yang akan berangkat apakah sudah mengenakan life jacket, pelindung telinga serta mengenakan sabuk pengaman dengan benar (apabila mesin helikopter tidak dimatikan, pelindung telinga harus sudah dipakai sebelum naik helikopter; 6. HLO menutup pintu Helikopter; 7. Sesaat akan lepas landas, semua personel meninggalkan area tempat pendaratan dan lepas landas helikopter, HLO akan memeriksa Heliport dan memberikan konfirmasi kepada pilot apabila Heliport clear dengan sinyal acungan

6. HLO to close the passenger door; 7. While helicopter about to take off, all personnel leave the Heliport area, HLO to check Heliport and to confirm to the pilot that heliport is clear by giving thumb up sign;

Setelah helikopter lepas landas, HLO harus memastikan semua peralatan tidak ada yang tertinggal di area pendaratan dan lepas landas helikopter dan memastikan bahwa peralatan tersebut telah dikembalikan pada tempat semula; 11. Semua petugas Heliport harus tetap berjaga paling tidak 5 menit setelah helikopter lepas landas atau setelah di informasikan oleh Radio Operator bahwa helikopter telah lepas landas dengan aman dan berhasil kontak dengan stasiun tujuan.

11. All Heliport personnel shall standby at least 5 minutes after helicopter take off or until notified by Radio Operator that helicopter has off safely & contacted the next destination.

Secara rutin setiap hari , sebelum dan sesudah berlangsungnya penerbangan harus memastikan area pendaratan Helikopter selalu bersih dan bebas dari adanya benda penghalang, termasuk peralatan-peralatan, mesin-mesin atau bendabenda lain, minyak, gas atau barang-barang yang mudah terbakar; b. Memastikan perlengkapan pemadam kebakaran di daerah pendaratan dan lepas landas helikopter harus selalu dalam keadaan siap untuk dipergunakan setiap saat oleh petugas yang sudah terlatih; c. Memastikan apakah label control pada perlengkapan pemadam kebakaran sudah sesuai dengan tanggal masa berlakunya (untuk pemeriksaan dan control berikutnya) d. Memastikan safety area disekitar daerah pendaratan dan lepas

Mengidentifikasi dan mengukur jarak dan ketinggian suatu benda yang dapat diklasifikasikan sebagai obstacle. b. Memonitor permukaan / ketinggian Obstacle setiap hari dan apabila ditemukan adanya gangguan temporer didirikan tanpa persetujuan, radio Operator akan melakukan langkah-langkah sebagi berikut:  Melapor ke Penanggung Jawab Heliport;  Jika Gangguan berada disekitar Heliport, maka harus disingkirkan dengan segera.  Jika gangguan berada diluar Heliport namun masih merupakan

HLO sebagai petugas yang ditunjuk dan bertanggung jawab terhadap pemeliharaan daerah pergerakan mempunyai tugas antara lain : 1. Melakukan pengawasan terhadap fasilitas pendukung kegiatan pengoperasian Heliport. 2. Memastikan bahwa markamarka pada area operasional Heliport dalam keadaan baik dan layak operasi. 3. Melakukan pengamatan secara teratur terhadap permukaan Heliport untuk memastikan tidak terdapat kerusakan konstruksi; 4. Setiap kegiatan pemeliharaan yang dilakukan dicatat dalam logbook dan secara berkala dilaporkan kepada Penanggung Jawab Heliport. 3.5

3.5.1.

Standar Prosedur Pelaporan

HLO as the appointed officer responsible for the maintenance of movement area have the following responsibility : 1. To supervise the supporting facilities of Heliport ; 2. To assure that all marking at the Heliport operational area are in good condition and feasible for operations; 3. To monitor periodically the Heliport and to assure there is no construction damaged; 4. All maintenance activity to be recorded on the logbook and to be reported periodically to PIC of Heliport.

Radio Operator bertanggung jawab untuk memastikan bahwa semua prosedur telah diterapkan dengan benar dan mamantau setiap adanya perubahan terhadap karakteristik fisik tempat pendaratan dan lepas landas helikopter, obstacle, atau perubahan-perubahan lain yang dapat mempengaruhi keselamatan pengoperasian helikopter. 2. Setiap personel yang melakukan kegiatan di apabila mengetahui situasi atau keadaan di Heliport yang dapat membahayakan pengoperasian helikopter

Procedure : 1. Radio Operator is responsible to ensure that all procedure have been implemented and to monitor any change of physical characteristic of helicopter, obstacles or other changes that can affect the safety of helicopter operations.

2. All personnel are obliged to report to radio operator as soon as they find any condition that can endanger the helicopter operations.

Berdasarkan informasi tersebut, Radio Operator akan menyampaikan kepada penangung jawab Heliport dan menunjuk petugas HLO on duty melakukan pemeriksaan laporan tersebut untuk memastikan keadaan atau situasi yang sebenarnya yang selanjutnya mencatat kedalam logbook. 4. Radio Operator segera menginformasikan atau melaporkan segala kekurangan yang teridentifikasi ke kantor pusat aeronautical information service (NOTAM Office) untuk dipublikasikan.
