Testing MV Cables at Um-Qasr 1. Introduction As part of BGC development plan, Work Order (WO-026) to perform Refrigerated Export Project (Testing MV Cables at Um-Qasr) at Um-Qasr Storage Terminal has been issued to IGCC. This Method Statement, aims to provide sufficient definition for Refrigerated Export Project (Testing MV Cables at Um-Qasr) Storage Terminal. Its intent is to also facilitate implementation in a safe and efficient manner and for all involved parties to understand the risks, roles and responsibilities associated with the Testing MV Cables at Um-Qasr.

4. Methodology 4.1 Engineering Phase - Preparation and Submission of Method Statement. - Preparation and Submission of all HSE Deliverables. - Preparation and Submission of all QA/QC Deliverables.
4.2 Procurement Phase - N/A
4.3 Mobilization Phase - Transportation to site all Manpower & Equipment. - Establishment of Site Office for IGCC’s Staff.
4.4 Dismantling Phase 4.4.1 Prior to Start the Works - Having valid PTW with approved method statement. - Having Electrical isolation certificate from client. - Area Barricaded with all HSE signs.
4.4.2 Testing of MV Cables at Storage Terminal 4.4.2.1 Preparation Works - Perform zero voltage verification for all circuit elements - Cable disconnecting from the both sides 4.4.2.2 Continuity Test - By utilizing calibrated multi-meter tester, continuity test will be performed by qualified electrician. - Continuity Test and record on related BGC - ITR form

Where it is not possible to isolate the cable from other equipment, ensure that Surge Arresters and VT’s are disconnected from the cable
The ‘Cable Tester’ must be the authorized tester who has been appropriately trained and authorized to conduct Testing of HV Cables in accordance with accepted standards. It is the responsibility of the ‘Cable Tester’ to have a clear understanding and comply with the requirements of this ‘Voltage Testing of HV Cables’ technique

Job Risk Analysis must be done by the work team before commencing any switching and tests near the underground cables and all parties concerned are in agreement upon that assessment
The tester in charge shall ensure that drawings are made available to familiarize himself with the work area and equipment locations prior to commencing work
Ensure to connect a local earth on the test equipment, if practicable. The case earth must remain connected to the system earth in order to maintain an acceptable single earth potential
After the cable is tested (SI, IR and VLF) cable cores must be then discharged. If applicable, close the Earth switch and then the test set leads may be removed
PPE Requirement:
Use suitable barriers, barricades and warning signs on both sides of the cable to prevent access to the cable by persons not involved with the testing. If there is any danger of exposing the public or staff to energized conductors or equipment a safety observer must be used.
