Learn more about the evolution of Improvised Explosive Device’s and what our EOD Techs are facing in the everchanging war zone. Today’s EOD Tech’s are tasked with having to detect, identify, render safe, recover, evacuate and dispose of unexploded U.S. and foreign ordnance. This discussion will be an overview of the global EOD situation, current trends and industry solutions that are making EOD Techs’ job more efficient, less time consuming, less hazardous and more survivable.
EOD’s success or failure in the arena reflects our industry’s collective effort to manufacture, outfit and equip; resulting in greatly reduced injuries/fatalities to both civilians and warfighters. As the requirements of today’s military change, the tools they need to complete their tasks have also evolved. Presenter’s Bio: Mr. Brown is one of the primary Technical Specialists within WMDTech, specializing in advanced bomb squad Render Safe Techniques specifically items dealing with Chemical, Biological, Radiological, Nuclear, and Explosive components. Training and experience as an electronics technician for General Electric, U.S. Army with a WMD EOD response organization for the National Capitol region of Washington DC, Department of State Weapons of Destructions Countermeasures division and countless hours with National Labs and numerous other schools has given him the ability to develop and provide advanced training for bomb squad and security personnel around the world.

With today’s technology changing faster than ever, it is even more important for military procurement methods to be expedient and flexible. These needs pose immense challenges to traditional military procurement methods and require a constant reinvention of the procurement system. Come hear some of the country’s foremost experts on procurement from both the military and civilian side, discuss upcoming trends, issues, and solutions. Session includes presentation, panel discussion, and a Q&A session with questions from the audience for our panel members.
Presenter’s Bio: Lieutenant General Robert T. Dail, Retired: From 2006 to 2008, General Dail served as Director of the DLA. Prior to DLA, he commanded and led logistics and transportation units at every level, from platoon to corps, across the full range of Army combat capabilities. His experience in operational and strategic level logistics is unparalleled. His awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, the Legion of Merit, the Bronze Star Medal, and the Meritorious Service Medal. General Dail holds a Bachelor’s Degree from the University of Richmond, and holds multiple Master’s Degrees from Boston University, the National Defense University, the US Army Command and General Staff College, and the Industrial College of the Armed Forces. Captain Donald M. Ervine, Retired: Don Ervine retired from the U.S. Navy with the rank of Captain, SC, USN. Mr. Ervine was employed by VSE and moved up in ranks to become the Chairman and CEO. He currently holds the title of President and Chief Operating Officer. Under his leadership, VSE has grown to over $250MM in revenue providing logistics support services to the DOD and other Federal agencies. Mr. Ervine holds a Bachelor’s Degree in Business Management from the West Virginia Institute of Technology and a Master’s Degree in International Affairs from George Washington University. Colonel Joseph W. (Bill) Kernodle, Retired: Bill Kernodle is a retired military officer with experience in logistics, R&D, and acquisition. Mr. Kernodle served 5 tours in ARMY/DLA R&D and Acquisition positions including Commander, Natick Laboratories and Director, Clothing & Textile Directorate, DLA. Under Bill’s leadership, Natick Labs received recognition as the nation’s top non-manufacturing site for Total Quality Management. He is also credited with leading the team that created the concept of the “Soldier as a System”. Mr. Kernodle holds a Bachelor’s and Master’s Degrees in textile engineering degrees from NC State University, an MBA with logistics focus from Babson College and is a graduate of the Industrial College of the Armed Forces. Brigadier General Steve Seay, Retired: Brigadier General Steve Seay completed thirty-three years of active Army military service, where he held a wide variety of command and staff positions, including Program Executive Officer for Simulation, Training and Instrumentation, and Commanding General, Joint Contracting Command-Iraq/Head of Contracting Authority, Operation Iraqi Freedom. As a Field Artillery officer, General Seay commanded at all levels, culminating as V Corps Artillery Commander. He served as Chief of Staff, United States Army, Europe (Forward) and National Security Element, Taszar Hungary, during Operation Joint Endeavor. He held several resource management, operations research and acquisition positions during three tours on Department of the Army staff. General Seay holds a B.S. degree from the University of New Hampshire and an M.S. degree from North Carolina State University. General William G. T. Tuttle, Jr., Retired: As the Army’s senior logistician, General Tuttle led more than 100,000 soldiers and civilians of the US Army Material Command from 1989 until 1992. He also commanded the US. Army Logistics Center (now the Combined Arms Support Command) and has served in the Pentagon as the Army’s Director of Force Management. General Tuttle is a graduate of the United States Military Academy and earned an MBA from Harvard’s Graduate School of Business Administration. He is the author of Defense Logistics for the 21st Century.

Deployable Infrastructure & Equipment for Mission Deployments & Disaster Relief Thursday, July 15, 2010 • 2:30 p.m. – 3:30 p.m. Know how to position yourself for rapid deployment and learn about the latest technologies and products available for rapid response to aid in disaster relief efforts and mission deployments. Familiarize yourself with the latest equipment designed to assist our warfighters and first responders. Topics include the use of deployable and semi-permanent structures, generators, lighting, ECU’s and related equipment. This discussion will include proper planning, pack-out considerations, deployment, set up and recovery; the intention is to help you prepare to deploy with a fully operational camp to successfully complete required missions.

Presenter’s Bio: Larry Rosenfeld is a retired Marine Corps Sergeant Major with 28 years of operational experience in austere environments including Iraq, Haiti, Kosovo, Panama, and Liberia. Sergeant Major Rosenfeld has served in numerous Marine Corps Infantry units including 2nd Battalion 8th Marines, 3rd Battalion 8th Marines, 2nd Battalion 2nd Marines, 3rd Battalion 3rd Marines, and 3rd Battalion 4th Marines. Rosenfeld has served tours as a Drill Instructor at Parris Island, South Carolina, Assistant Marine Officer Instructor for Northwestern University, and at Officer Candidates School. For the past six years he has worked in numerous positions at HDT Engineered Technologies. He has extensive experience in designing mobile infrastructure for military operations as well as state and federal disaster response teams including the FBI’s Critical Incident Response Group, Immigration and Customs Enforcement (ICE), and the FEMA Urban Search and Rescue Teams.

In today’s Federal marketplace, the name of the game is reducing procurement lead times, but with all the different contracting programs available and applicable regulations, it can be very confusing to find which program will best meet your procurement need. Come learn about contracting vehicles available to DOD and Federal customers from ADS including DLA Tailored Logistics programs, GSA, and DOD Emall. Presentation will include a brief overview of long term buying contracts available to Military and Federal customers through ADS and a Q&A session to discuss specific procurement needs.
Presenter’s Bio: Brad Anderson has over 10 years of experience in government procurement and has been the Director of Contracts for ADS since 2006. Having worked on numerous multi-million dollar DLA contracts, Brad has an intimate knowledge of the DOD procurement process from the inner workings of the DLA stock system to delivery of product to the warfighter. Prior to overseeing the contracts team, Anderson led the ADS inside sales team for three years, developing training, policies and procedures, and customer service standards that remain the basis of ADS’ daily operations. Anderson has managed the ADS contracts team for over three years, and has been instrumental in the successful execution of numerous programs such as Prime Vendor, DOD EMall, FREE, and GSA.

Tactical Combat Casualty Care (TCCC) Friday, July 16, 2010 • 1:30 p.m. – 2:30 p.m. Learn more about the TCCC (Tactical Combat Casualty Care) program developed to customize the principles of good trauma care for successful use on the battlefield. Many challenges exist in the combat environment that will affect patient care and the TCCC program offers guidelines to aid in managing the situation. In making the transition from the standards of civilian emergency care to the tactical setting, it is useful to consider the management of casualties that occur during combat missions as being divided into three distinct phases:

• “Care Under Fire” is the care rendered by the medic at the scene of the injury while he and the casualty are still under hostile fire. Available medical equipment is limited to that carried by the individual soldier or the medic in his aid bag. • “Tactical Field Care” is the care rendered by the medic once he and the casualty are no longer under hostile fire. It also applies to situations in which an injury has occurred on a mission, but there has been no hostile fire. Available medical equipment is still limited to that carried into the field by medical personnel. Time to evacuation to an MTF may vary considerably. • “Combat Casualty Evacuation Care” is the care rendered once an aircraft, vehicle, or boat has picked up the casualty. Additional medical personnel and equipment that has been pre-staged in these assets should be available at this stage of casualty management.
Presenter’s Bio: Lieutenant Colonel Professor Dr. Hagmann is a Professor of Emergency Medicine. He is an Attending Physician in Emergency Medicine; having worked in Bethesda, Maryland. Prior to obtaining his medical degree, he graduated in Bio-Chemical Engineering from Massachusetts Institute of Technology (M.I.T.). He is currently the C.E.O. & Founding President of Deployment Medicine International and the Operational & Emergency Medical Support Group. LTC Professor Dr. Hagmann’s past positions include Medical Director and Chief Medical Officer of the F.B.I. He was also the Medical Director of the Operational & Emergency Medical Skills Support Program for F.B.I. Hostage Rescue Team as well as the Medical Director of various U.S. law enforcement agencies. He was also the Medical Director of the Casualty Care Research Centre at the Uniformed Services University of the Health Sciences in Bethesda, MD.
