PURPOSE This specification, together with the referenced documents, defines the minimum requirements for the design, manufacture, assembly, inspection, factory acceptance testing, certification and preparation for shipment for HV Neutral Earthing Resistors (NER) for installation and operation as part of the Ain Tsila Development. NERs within the scope of this document shall be:

CE Marking and Certificates All equipment, materials and components included in the delivery for installation and application in the Ain Tsila Development Project shall be CE certified, shall have CE marking and shall be compliant to the EC directives, such as, but not limited to: •

For equipment, components and systems manufactured within European Union region; CONTRACTOR will follow EC directives and provide CE certification. For equipment, components and systems manufactured outside European Union region; CONTRACTOR propose to follow the relevant IEC standards mentioned in respective equipment project specifications. Conformance to EC directives and CE marking will not be applicable

DEFINITIONS “COMPANY”

means Groupement ISARÈNE (the operator of the Ain Tsila development)

“CONTRACTOR”

means the party, which carries out all or part of the design, engineering, installation and commissioning, procurement and construction applicable to this specification

“Purchaser”

means any party responsible to buy the materials or equipment or services supplied by the “Seller” / “Supplier”.

“Seller” / “Supplier”

means any manufacturer or vendor who is appointed by the CONTRACTOR and responsible for the supply of materials or equipment or services

“shall” or “must”

indicates that the specified action is mandatory (i.e. must be done by the specified action party)

“should”

indicates that the specified action is recommended but not mandatory. However the action party will be responsible for the consequences in the event that he/she elects not to do it

GENERAL

4.1

Ain Tsila Development - Summary Groupement ISARÈNE (the “COMPANY”) will develop the Ain Tsila gas field which is located in the Illizi basin in the eastern part of the Sahara Desert in south-east Algeria, south of the Grand Erg Oriental. The field was discovered within the Périmètre Isarène (Blocks 228, 229a) in 2007 and has been appraised to hold approximately 65 billion cubic metres (2.29 trillion cubic feet) of recoverable hydrocarbon reserves. The field lies in the Sahara Desert, approximately 1,100km south-east of Algiers, 175km west of In Amenas, 175km north- west of Illizi and 450km to the south-east of Hassi Messaoud. Central Processing Facility (CPF) is designed to produce 10.3 MMSCMD sales gas. A gathering system, comprising wellsites, wellsite systems, flowlines, manifold stations and trunk pipelines to gather the produced fluids and transport them to the reception facilities at the CPF. Raw gas will be treated in the CPF. Processing facilities comprising pipeline reception facilities, slugcatcher(s), feed gas compression, mercury removal, gas dehydration, gas conditioning (natural gas liquids extraction), export compression, condensate stripper, LPG fractionation facilities, condensate and LPG export facilities and associated utilities, storage and buildings (all located at the CPF). Fiscal metering for sales gas, LPG and condensate, located at the CPF battery limit. Sales quality gas will be delivered to SONATRACH TRC’s (TRC) sales gas pipeline system at a tie-in point on a manifold next to the TFT compressor station. Liquefied petroleum gas (LPG) will be delivered to TRC’s LPG pipeline system at a tie-in point located at a block valve station west of the TFT compressor station. Stabilised condensate will be delivered to TRC’s condensate pipeline system at a tie-in point located at Méderba, approximately 165km north of Ain Tsila.

4.2

Supplier’s General Responsibilities The Supplier shall be fully responsible for all aspects of the design, manufacture, inspection, factory acceptance testing and supply of all equipment within its scope of supply. This shall include, but not be limited to: •

Ensuring that the equipment meets all the requirements of this specification



Co-ordination and control of its sub-suppliers



The provision of support to the Purchaser and the COMPANY during FAT, commissioning and start-up



The provision of a list of all appliances, special tools and accessories that are necessary for the correct installation, operation and maintenance of the equipment.



Seller shall complete the equipment data sheet(s) and return with its quotation.

Compliance with the provision of this specification does not relieve the Supplier of its responsibility to furnish equipment of a proper design suited to meet the specified service conditions and/or local codes governing health and safety.

4.3

Proven Equipment The equipment rating, basic design and accessories shall not exceed the limits of the Supplier’s proven design and shall not involve the use or application of any prototype design or component. Only equipment with demonstrable reliability is acceptable to the COMPANY. The Supplier shall provide application references with its tender which demonstrate a high level of reliability of the equipment proposed, in similar service under comparable operating conditions and in a similar location. At least two of the references must demonstrate at least 2 years of reliable operation.

4.4

Design Life The equipment shall be designed for a service life of 25 years.

4.5

Maintenance Interval The equipment shall be designed to minimise maintenance, particularly that requiring a shutdown. The interval between major shutdowns shall be a minimum of 3 years.

4.6

Codes, Standards and Regulations The equipment shall be designed, manufactured, inspected and tested in accordance with the requirements of this specification, the documents referenced in Section 2, the equipment datasheets and appropriate Algerian regulations, codes and standards. The codes and standards used shall be the latest revisions available at the effective 24th December 2018. The Supplier shall include in its tender a detailed list of the codes and standards it proposes to use in the design and construction/fabrication of the equipment. These may include alternatives to those listed in Section 2, but such variances must be highlighted in its tender.

4.7

Order of Precedence The order of Precedence for all the Technical documentation shall be as follows: 1. Algerian Legislation and Regulatory Authorities Regulations 2. Project Philosophies 3. Equipment datasheets 4. Primary Equipment Specification 5. Other Project Specifications 6. International codes and standards In case of conflict between any of the above then the MOST STRINGENT shall apply unless a dispensation has been approved by the COMPANY.

Any deviations from these documents shall be agreed with the Purchaser prior to implementation. However, adherence to them does not relieve the Supplier of its obligation to apply good industry practices in the delivery of goods and services to the Development.

4.8

Tag Numbering All equipment shall have tag numbers allocated in accordance with the Project Procedures. The Supplier’s attention is drawn to the depth of tagging required and the information required to be supplied for each tag number. Dual tagging is permissible, such that the equipment carries a Project tag number and the Supplier’s tag number. In this case the design of the Project tag labels shall be adjusted to accommodate the Supplier’s tag number as well as the Project tag number.

4.9

Quality Assurance The Supplier, and its sub-suppliers, shall operate a quality system satisfying the applicable provision(s) of ISO 9000 (series) or, if agreed with the COMPANY, an equivalent standard commensurate with the equipment provided. The Supplier shall ensure that its sub-suppliers operate a quality system meeting the specified conformance criteria to ISO 9000. The Supplier’s quality system will be subject to the Purchaser’s approval prior to issue of a purchase order. Major sub-suppliers will be subject to the same approvals. The Purchaser reserves the right to conduct a quality audit at the Supplier’s/sub-supplier’s facilities at any stage during the design, manufacture, assembly, inspection and/or factory acceptance testing processes.

4.10

Health, Safety and Environmental Regulations The Supplier shall be responsible for ensuring that the equipment supplied meets all applicable regulations on health, safety and environment.

4.11

Hazardous Area Certification NER shall be located outdoor in non-classified / non-hazardous area.

4.12

Language All documents, drawings and correspondence shall be provided in the English language. The system documentation, including the installation, operating and maintenance manuals, shall be provided in both English and French. Where abbreviations are used on drawings, a legend shall be provided defining the abbreviations, in both English and French.

4.13

Deviations Any requirements herein which cannot be met shall be identified and variances explained in the Supplier’s tender. Any non-conformances discovered (after purchase order placement or contract award) shall be formally notified by the Supplier to the Purchaser and addressed through the Purchaser’s non-conformance and deviation processes.

4.14

Hazardous Materials Where the use of hazardous materials is unavoidable, the Supplier shall provide the least damaging to personnel and the environment whilst ensuring the function of the equipment is not compromised. If this means providing an alternative to materials specified herein, these alternative materials shall be proposed to the Purchaser for agreement/rejection. Carcinogenic materials shall not be used.

4.15

Material Health, Safety and Environment Data Sheets If the equipment contains any substance that may be hazardous to health or the environment, then a material safety data sheet for each substance shall be provided by the Supplier to the Purchaser. If the equipment does not contain any hazardous substances then a formal statement to that effect, signed by an authorised representative of the Supplier shall be provided by the Supplier to the Purchaser.

5

SCOPE OF SUPPLY This specification details requirements for the supply of Neutral Earthing Resistors which comply with the basic design criteria and service conditions detailed in Section 2 references, specifically “Basis of Design – Surface facilities”.

5.1

Safety Criteria NER shall be designed to minimize the risk of short circuit and to ensure personnel and operational safety during all operating conditions, inspection and maintenance. The minimum enclosure protection according to IEC 60529 shall be:

Electrical characteristics The voltage rating of the resistor shall be the line-to-neutral voltage rating of the system (U/√3). The insulation rated voltage shall be the one relevant to the line-to-line voltage of the system (U). Such ratings will be shown on data sheet(s). The rated duty shall be 10% of phase to ground voltage (10% x U/√3) continuously. The resistor shall withstand, without damage, application for 10 seconds of the rated voltage (U/√3). Resistor shall withstand operation for the 10 seconds without exceeding the temperature rise indicated in data sheet. The rated resistance (Rn) of the resistor is conventionally represented by the value at +20 C; a tolerance of 5% is allowed on such value, measured under DC conditions. The rated current (In) of the resistor is conventionally represented by the value obtained from the formula “In = (U/3)/Rn”. The In value shall be indicated in data sheet.

5.3

Construction characteristics The resistor shall be grid or edge-wound type. The resistor shall consist of many grilled components subdivided in a certain number of batteries or modules equal to each other and in series, series/parallel or in parallel. Earthing resistor shall be a completely factory-assembled, suitable for outdoor installation as specified on data sheet, suitable for mounting on a concrete foundation on stand-off insulators. The resistor elements shall be stainless steel, with uniform resistance and mechanical stability up to temperatures exceeding the service one, without dangerous effects on the elements and support insulating materials. The construction of the resistor assembly shall be such that the minimum required insulation resistance is maintained under all atmospheric conditions without the aid of a space heater. The resistor and relevant accessories shall be mounted in a freestanding enclosure complete with supporting feet  300mm high. The resistor shall be enclosed in a stainless steel corrosion-resistant, screened enclosure. The structural steel members supporting the resistance elements shall be hot dip galvanized. All bolts and units shall be also galvanized. Insulators shall be ceramic of standardised material according to reference codes. Frames supporting resistor elements and electrical connections shall be stainless steel. A terminal or bar shall be installed for the connection of a 70 mm2 conductor to which all internal masses as well as the external enclosure shall be connected. Separate metal junction box shall be provided for connection of CT cable and space heaters (if specified in data sheet). Cable inlets shall be via a bottom entry gland plate.

5.4

Accessories Current Transformer earth fault detection shall be installed on HV side of resistor (if specified in Data sheet). CT insulation level shall be suitable for insulation rated voltage U. The current transformer shall meet the requirements of IEC 61869-1 & IEC 61869-2. The secondary conductors of the CT and those of LV auxiliaries shall be enclosed in a pipe or metal duct inside the resistor compartment. The connection box(es) and terminals shall be suitable for the cables specified on the data sheet. All conductor terminations shall be bolted, welded or brazed. Low melting alloys used to join connectors which would be adversely affected by the resistor operating temperatures shall not be used. All conductor terminations must be mechanically secured to provide continuous electrical continuity. Space heaters shall be provided when required on data sheet. They shall be singlephase 230 V, 50 Hz and controlled by a thermostat with 30mA ELCB. Wiring shall be provided with durable ring type markers indicating the terminal to which the wire is connected as well as wire number. Equipment terminals shall be identified in accordance with IEC 60445.

5.5

Nameplate A stainless steel namaplate shall be permanently affixed & fastened to the enclosure on the front part by means of screws or rivets of stainless material. Sizes and letter heights of nameplates and equipment number plates shall be as specified in the requisition. Following data shall be engraved: •

6

INSPECTION AND TESTING

6.1

General The responsibility for inspection rests with the Supplier. The approval of any work by the Purchaser or the release of equipment for shipment shall in no way relieve the Supplier of its responsibility for meeting the requirements of this specification. Inspection and testing shall be carried out in accordance with an approved project quality plan and shall comply with the requirements of this specification, the data sheets and other referenced documentation forming part of the purchase order. The Purchaser reserves the right to carry out its own inspection during design and manufacture. The Supplier shall provide free access to its works, and to that of its subsuppliers, for the Purchaser and its authorised representative(s). All necessary certification documents relating to materials, shop test data, etc., shall be made available to the Purchaser and its authorised representatives to verify that the requirements of the purchase order are being met. The Supplier shall furnish a representative quality plan detailing its normal scope of inspection and testing with its tender. In the event of an order, the Supplier shall prepare a detailed project specific inspection and test plan for the Purchaser’s approval. The inspection and test plan shall identify all inspection and test activities, their acceptance criteria and Purchaser-observed or witness hold points.

6.2

Pressure-Containing Components The Supplier shall specify in its tender if any pressure-containing components in the proposed equipment will be manufactured outside the European Union. In the event that the tender is successful, the Supplier shall advise the Purchaser prior to commencing the manufacture of these components.

6.3

Welding Inspection Welder and welding operators shall be certified according to a recognised certification scheme. All welding shall be performed in accordance with qualified welding procedures. All non-destructive examination operators shall be certified according to a recognised certification scheme. Welding procedures, procedure qualifications and non-destructive examination procedures shall be available for review prior to manufacture. Welding inspection shall be carried out after stress relieving. Either radiographic or ultrasonic methods shall be used for sub-surface inspection. Either magnetic particle or dye penetrant methods shall be used for surface inspection.

6.4

Factory Acceptance Tests At least two months prior to any test, the Supplier shall submit a detailed test procedure incorporating the guarantee point values and acceptance criteria (test tolerances) for the Purchaser’s review and approval.

Supplier shall as a minimum comply with the inspection and testing requirements as stated on the requisition, according to applicable Standards. Prior to shipment visual inspection and spot checks shall be carried out to verify at least the following: •

The degree of protection of the enclosure;



The degree of protection within the compartments;



The effectiveness and reliability of safety shutters, partitions and shrouds;



The creepage distances and clearances;



The proper mounting of components;



The suitability of clamping, earthing and terminating arrangements;



The correct labelling of functional units;



The completeness of the data on the nameplates;

Routine tests shall be performed on all resistors included in the supply. An outline guide to test requirements is given below (not limited to): •

Resistance measurement: the test shall consist of the DC cold made resistance measurement on the resistor complete and assembled. The resistance shall be calculated at 20C.



Heating test. It shall include the following:

Application for 10 seconds of the rated voltage (U/√3); the above test shall be performed on the resistor complete and assembled.

o

During the test, the max temperature reached by the resistor shall be measured by thermocouples even after the interruption of the current flow.

o

Current shall be measured at the end of the fixed time (10 seconds).

Insulation test: an industrial frequency dry test shall be performed for 1 min by applying the voltage indicated by IEC 62271-1.

PAINTING All parts shall be adequately protected against corrosion, based upon the environmental conditions specified in section 5. Unless otherwise specified in the requisition, the surface preparation and painting shall be Manufacturer’s standard for the applicable environmental conditions. Seller shall submit in his quotation his standard surface preparation and painting system for Purchaser’s review. The colour of the topcoat shall be Manufacturer's standard, unless a specific colour is specified in the transformer data sheet.

PERFORMANCE & MECHANICAL GUARANTEES Will be a two stage process, initially proving NER design specification compliance and subsequently performance criteria including reliability and maintainability parameters. Initial design specification compliance will include the following: •

Static inspection to verify general arrangement design compliance, both scope and content;



Static loop checks to verify monitoring and protection circuit fitness for purpose;



Dynamic checks to substantiate energisation design criteria,



Dynamic operational load test to verify unit performance rating, noise levels and temperature rise limits.

Subsequent performance proving will include the following:

On site energisation and tripping verification checks to verify system stability in operation and protection circuit operation;



On site extended load runs to verify package performance criteria with actual product and system reliability/availability.

PACKING AND PREPARATION FOR SHIPMENT Preparation of the NERs shall be made after all inspection and testing of the equipment has been accomplished and the equipment has been released for shipment by the Purchaser. All exterior surfaces shall be coated with suitable rust preventative. Space heater leads shall be accessible without disturbing the shipping package, and shall be tagged for easy identification. All contract probes and instruments shall be shipped installed in the machine. Small or fragile parts shall be removed, tagged, and wrapped in waterproof material, and packed in a box fastened to the equipment. Parts and accessories, when shipped separately, shall be prepared by the Seller in a manner to exclude moisture and damage when handled by commercial carriers and tagged with the Seller's order number and description. A packing list shall be placed both inside and the outside of the shipping package. Final and complete skid packaging shall consider transport conditions & long term external storage in a desert environment with frequent sandstorms.

SPARE PARTS Tenderers shall provide general quotations for the supply of start-up commissioning/two years operational and insurance spare parts with the tender

and

The Supplier shall provide itemised quotations, within sixty (60) days of order placement, for the following categories of spare parts with the tender: i.

Start-up and commissioning spares (as recommended by the Supplier)

ii.

Two years’ operating spares (for the entire package)

iii.

Insurance spares

Each of the above categories of spares shall be quoted by the Supplier and an unpriced list included, in the technical portion of its tender, for review during the tender evaluation phase. Spares may be purchased separately or with the equipment. The spare parts list shall include parts location diagrams and drawings.

11.1

Start-up and Commissioning Spares Start-up and commissioning spares are those parts likely to be required during the installation, site testing and commissioning of the equipment, including minor modifications and damage repair. They shall include as a minimum:

One complete set of consumables.



One CT (if CT requirement specified in Data sheet).



Delicate items likely to be broken during installation or testing.

Two Years’ Operating Spares The Supplier shall propose the spares required for two years’ operation of the equipment, based on the COMPANY’s Maintenance and Sparing Philosophy (A-OPSPHL-000-00002). This sets out the maintenance principles that the COMPANY will apply in terms of the types of equipment that will be repaired at site, those types that will be scrapped and replaced as complete units and those that will be sent to the manufacturer’s service centre for repair. The proposal shall be set out on the COMPANY’s spare parts interchangeability record (SPIR) form as specified in the Supplier Documentation Requirements Schedule.

11.3

Insurance Spares Insurance spares are those items unlikely to fail in service but which are not commonly held as spare parts by the manufacturer or are specially made for the equipment with a long delivery time. For Neutral Earthing Resistors an indication of turnaround time for replacement parts shall suffice. The Supplier shall propose these spares on the COMPANY’s spare parts interchangeability record (SPIR) form as specified in the Supplier Documentation Requirements Schedule.

DOCUMENTATION

12.1

General The requirements for the Supplier’s documents and data submissions are detailed in the Supplier Document Requirements Schedule.

12.2

Documents and Information Required with the Tender The documentation and information listed below shall be included in the Supplier’s tender: •

General Arrangement documentation.



Partially completed data sheet.

12.3

Manufacturing Record Book

12.3.1

General The Supplier shall prepare a report on the tests carried out and their results, for inclusion in the manufacturing record book. Other relevant certificates shall also be included, together with the equipment release note. Complete set of as-built documentation shall be included.

12.3.2

Material Certification The requirements for the provision of material certification documents are detailed in the Supplier Document Requirements Schedule.

12.3.3

Certificates of Conformity Shall be provided for all IP and hazardous area certified equipment shall be provided.
