1. OBJECTIVE 1.1

PURPOSE

The purpose of this document is to set out minimum health, environment and safety (HSE) requirements for ABALAS safety management system to achieve COMPANY HSE requirements, for the Painting of buildings and related facilities. This HSE Plan should be an integral part of the decision processes for engineering, procurement, construction and installation. The objective of this plan is to demonstrate positive commitments to HSE on-the-ground / in-the-workplace resources at each major work location, covering all work shifts and specific HSE deliverables that shall be produced after award. This HSE plan shall apply to all phases of the Project activities. The use of established procedures and policies shall be promoted as an overall objective.

2.1

LEADERSHIP & ACCOUNTABILITY

ABALAS management (Managing Director, General Manager, Project and Contract Managers, Engineering and functional Managers) are committed to ensuring that engineering, procurement, and construction work associated with the PROJECT shall be carried out in a manner that is a world class approach and uncompromising on issues of Health, Safety and Environment. ABALAS management will frequently visit the site in order to evaluate the HSE situations. ABALAS management will personally practice HSE leadership, demonstrate visible commitment and accountability to the Project’s HSE policy and strategic objectives, and provide resources to implement a Project culture that embraces optimal HSE behaviour. This will include:

Exercising leadership that exemplifies the fullest commitment to all aspects of health, safety, and environmental concern, both personally and from a corporate perspective.

ABALAS in line with its corporate mission, is committed to achieving the highest Health, Safety & Environmental Standard throughout all its business and operates for continuous improvement. The Company intends to fulfil this commitment based on the following objectives: o

ORGANISATION, RESPONSIBILITIES, RESOURCES, STANDARDS AND DOCUMENTATION HSE ORGANISATION/ HSE PROFESSIONALS

The Management of ABALAS INTEGRATED Services Limited at all levels will provide strong and visible leadership and commitment towards HSE management by ensuring that resources are made available to implement the HSE Plan in order to achieve our objectives and targets on every project/ work we undertake. Leadership and commitment in our projects/work areas would further be demonstrated by participation of Management inspections of project sites, audits, training, regular meetings etc. As a demonstration of management’s commitment, below are some actions for management.  Proactively lead and support HSE by showing good example e.g. wearing of correct PPE at site, obeying HSE instruction, provide funds to manage HSE etc  Chairing HSE meetings  Conducting and participating in HSE inspections and tours.  Lead incident/accident investigation whose severity rating is ≥ medium  Communication with contractors on HSE matters where applicable.  Participate in setting targets  Review HSE performance weekly on this project 2.3.2

Roles and Responsibilities

2.3.2.1 Managing Director:       

Accountable for HSE within ABALAS and compliance with the Project HSE Plan, other applicable standalone subject specific plans, method statements, procedures, standards, reviews, assessments, inspections, audits and overall compliance with client HSE MS. Responsible for the issuance of guidance on how this HSE plan shall be maintained and implemented. To carry out management facility inspection weekly for the material received from Vendor to site Location Responsible for the weekly performance review of HSE and progress of the painting works against plan Accountable for leading all incident investigations Accountable for the provision of adequate and qualified human and material resources. Responsible for the Provision of HSE competence Assurance, for critical positions and critical activities.

2.3.2.2 Contract Manager          

Responsible for HSE within ABALAS areas and compliance Manager with the Project HSE Plan, other applicable stand-alone subject specific plans, method statements, procedures, standards, reviews, assessments, inspections, audits and overall compliance with client HSE MS. Responsible for enforcing compliance to Permit To Work, Job Hazard Analysis (JHA), Method statements or procedures at the project sites and required by client. Responsible quality-checking JHA review and ensuring that work hazards are adequately controlled. Responsible for follow-up and closeout of Management facility inspection actions. Responsible for the performance of daily and weekly reviews of HSE at work sites Responsible for leading the investigation of all near misses at the project sites. Responsible for the provision of adequate and qualified human and material resources. Responsible for competence supervision and adequate manning of HSE at RA and IA areas of the works. Responsible for STOP WORK interventions for unsafe acts and conditions at the project sites. Responsible for communication and commanding in all emergencies including Medical and security.

2.3.2.3 HSE Coordinator            

Responsible for adhering to client HSE MS Coordinator Responsible for producing and managing the project HSE job specific Job hazard Analysis (JHA), Journey management plan. Responsible for monitoring the implementation of the HSE plan and timely implementation of all HSE requirements Responsible for HSE competency development of ABALAS workers and those of sub-contractors who work for ABALAS. Responsible for the implementation of site HSE meetings and audit Schedules. Responsible for weekly monitoring and reporting of HSE achievement Responsible for HSE MS document control and keeping HSE records to client. Responsible for the implementation of HSE Induction training Responsible for and assisting the project manager in developing HSE action plan and HSE Tasks and Targets. Responsible for the reporting of all accidents, incidents, near misses Responsible for HSE fit-for-purpose certification of personnel, equipment, medicals and emergency response facilities Responsible for HSE awareness, enlightenments and HSE professional expertise necessary for achieving the HSE strategic objectives

2.3.2.4 First Aiders        

Responsible for first line on-the-scene medical support to injured workers. Assess the situation and make the casualty safe Identify the principal problem(s) Call for assistance if necessary. Assess the condition of the casualty. Give immediate first aid treatment. Assess the need to call or transfer to site nurse. Assist in identifying and activating STOP WORK for medical attention for workers suspected unfit.

2.3.2.5 Site Supervisors     

Make current versions of written, signed and dated policies to all workers. Ensure that ABALAS HSE policies are compatible with the clients’ policies. Ensure that policies cover the right of worker to STOP WORK and intervene with unsafe acts and conditions. Develop where and when necessary, additional HSE procedure specific to various project sites and special activities not captured in all existing policies. Make all HSE policies clear, concise and motivating.

2.3.3 Resources The Chief Executive Officer shall ensure that there are sufficient resources and budget allocated to HSE activities and management, such that the work is executed in compliance with Nigerian LNG Limited HSE –MS. The HSE Coordinator reports to the Project manager. The Project organogram details the organization and reporting lines is shown in Appendix 3. 2.4 MANAGING SUBCONTRACTOR     

ABALAS would manage contractors by ensuring the following; Mandatory Kick-off meeting during the project, Pre-mobilization inspection of equipment and personnel. Clinic – Contractors shall use ABALAS retainer clinic identified at Port Harcourt and Eket. the work.  Journey Management Plan – Contractor shall adopt ABALAS journey management procedure.  HSE Induction – Mandatory HSE induction of all contractors’ staff/consultants prior to start of work.  Driving – All personnel authorized to drive project vehicles in the project must possess valid Nigerian driving licenses, and must be conversant with NLNG road safety rules.  Tool – Box Talk – Daily tool-box talk is mandatory for all personnel before commencement of work and must be recorded and reported appropriately.  Access Control – Only personnel required for the work shall be on the worksites and must not tamper or interfere with installed equipment at the worksite or outside the work site. The evaluation of offers for jobs that involve significant HSE risks, must include evaluation of the HSE aspects of the job, identify shortcomings of the Subcontractor concerned, and define remedial action prior to the start of the job. During execution, the Project HSE Manager is responsible for the verification of implementation of all HSE control measures. The requirements related to the selection and management of Subcontractors is implemented in the following principal phases: o

Pre-qualification and inclusion in the approved vendor list;

o

Submittal of Project HSE Requirements.

o

Analysis of Subcontractor HSE Programs.

o

Management at the work site;

o

Co-ordination Safety Meetings.

o

Monitoring of Safe Working Procedures implementation.

Appointment of qualified HSE personnel Implementation of Training program. Emergency Response Procedures. Control of Personal Protective Equipment use.

It is the responsibility of Senior Management of each Subcontractor, to provide and organise HSE training for his staff prior to engaging him with site work as per Project training plan. Each Sub contractor shall provide HSE training details to HSE department on weekly basis. A kick-off meeting on HSE aspects shall be organised. During this meeting the ABALAS representative shares the information and the HSE requirements for each activity to the Subcontractor. The Contract Management does continuous monitoring during the construction phase. In addition, the HSE department may conduct visits or audits on Subcontractors activities. Clear reporting relationships, lines of communication and responsibilities for HSE matters shall be established and documented between the parties. Subcontractor’s compliance with HSE requirements shall be verified by walk around, Inspections and audits. HSE documents, records of audits against these plans shall be monitored by the Project HSE Manager and kept available for CONTRACTOR and COMPANY audits. Each Subcontractor shall report HSE statistics on weekly basis to HSE department. After contract award to any subcontractor, ABALAS shall use the following documented means to monitor the subcontractors: • Pre-job meetings. • Periodic Audits. “This document is the property of Abalas Integrated Services Limited, It must not be reproduced or transmitted to others without written authorization from the Company”.

• Periodical Safety meetings. • Sub contractor communications. • Periodic Site Inspections. • Sub-contractor induction. • Access control. • Sub contractor HSE performance. Weekly reports will be provided to the COMPANY with the aim to keep COMPANY updated on the sub-contractors HSE performance. HSE Subcontractor evaluation form shall be used for evaluating any sub contractor’s performance. 2.4.1 HSE COMMUNICATION/ MEETING PROGRAMMES. ABALAS believes effective communication is an important tool for successful HSE management system. Effective communication shall also ensure the objectives; performance requirements and responsibilities are clearly understood at different levels of the Project. This will be implemented through: 

HSE Meetings shall be recorded and properly documented in line with Project documentation procedure. HSE meetings shall be performed and managed in accordance with the ABALAS – HSE Communication System (GPABALAS-HSE-015).Toolbox meetings shall be performed in accordance with ABALAS work instruction (.WI-ABALASHSE 031). • • • • • • • •

All HSE concerns shall be seriously considered through the lines of communication in an open manner. 2.4.1.1 Contractor HSE Meetings A monthly HSE meeting will be organized between ABALAS’s Project Manager, Project HSE Manager and Senior Representatives from each Subcontractor employed by the Project. The main aim of the meeting is to ensure a proper co-ordination between the entities involved in the Project in order to enhance the safety at site level. Project HSE Manager will keep a record of all the topics discussed and agreed actions and monitor the implementation of any actions. When deemed necessary the meeting will be held more frequently arranged. 2.4.1.2 Project HSE Meetings At least once a week, a meeting is to be conducted by the project Management and attended by all Managers, and Supervisors. Its agenda shall include discussion of the previous accidents, any unsafe work, and operational status of material or equipment reported by the Inspectors. It shall include also the planning for the next period for all activities and their safety requirements. Additional meetings will be arranged to deal with specific requirements or before any particular operation. These meetings shall also review the need for safety materials information bulletins, training and the toolbox meetings. Reports of the Supervisory meetings shall be provided to the Project Manager and Project HSE Manager. 2.4.1.3

Pre-Start / Tool Box Meeting

All Supervisors, with the assistance of the HSE department are required to lead daily meetings for working crews. Safety Suggestion Box shall provide Safety Suggestion Boxes for its employees, and contractors, to encourage proactive

participation in Safety matters. The Company will also provide safety awards in conjunction with the suggestion box system. These HSE awards and promotions program will be monitored and will assist in demonstrating Sapiens’ commitment to HSE matters. 2.4.1.5 HSE Bulletin and Alert Regular HSE bulletins and alerts shall be issued during life cycle of Project by the HSE department. These may be either in electronic form or hard copy. These shall be distributed to all departments and posted in HSE Notice Boards. Safety Alerts shall also be issued in conjunction with reporting of any Accidents, incidents and Near misses, which contain valuable information such as lessons to be learned. 2.4.1.6 HSE Notice Boards To inform personnel of Project HSE performance, HSE Statistics boards shall be erected at prominent locations of all Project sites. These boards shall provide information pertaining to the Project’s HSE performance like ‘No of days worked without LTI’ and ‘No of Million Man hours completed’. 2.4.1.7 Project Learning and Best Practices ABALAS shall continuously capture learning and best practices associated with Project activities through the site HSE Weekly reports, audits and inspections. ABALAS shall also capture learning through formal learning workshops at the Project level and through the assimilation of site level learning from site employees. ABALAS shall facilitate at least two formal Project level learning work shop each year and will actively participate in the Learning Workshops facilitated by each team. COMPANY will be invited to participate in Learning Workshop. ABALAS will notify the COMPANY in advance of such Learning Workshops. The results from each of workshop shall be disseminated to the work force. 2.5

HSE Training

The Project objective is to provide and maintain a safe and healthy work environment at all times, to prevent occupational illness, accidents and injuries. This shall be achieved by providing adequate HSE training to all employees. ABALAS is responsible for providing the relevant HSE training to all personnel in order to ensure that they have the knowledge, skills and awareness to enable them to work in a safe, healthy, and responsible manner. Project personnel shall attend, and pass the mandatory health, safety and environment courses. Types of Training to be engaged

Two types of HSE training shall be conducted for all employees. They are as follows:

PROJECT HSE INDUCTION TRAINING

All Project new employees (including employees assigned to the Project, visitors, subcontractor personnel etc.) shall undergo HSE induction training organised by the Project HSE Department. No employee shall carry out site jobs without attending this training. This induction will be given daily or as required based on the numbers of personnel to be inducted. Upon arrival, all personnel (no matter of grade or position) shall be given this induction program. The program will orient them on basic HSE practices and other HSE requirements of the Project.

Attendance will be taken as a control measure. The Personnel Manager will be responsible for providing the Project HSE Manager with an updated list of new employees. During training, the trainer shall hand out relevant HSE booklets, emergency information and handbooks etc. to all attendees. The common subjects to be detailed during induction training are as follows: • • • • •

The extent to which the site induction training will take place depends on the type of work, and the hazards related to work of the employee(s). The induction training will be performed in a dedicated training room where HSE related matters would be discussed and addressed with the workers. Please refer to ABALAS HSE Training Plan document for more details. ABALAS will ensure all Sub Contractor employee have undergone HSE Induction Training and obtained access badge prior to starting their work. Each person who might interface with other companies at the same location will be instructed on the applicable procedures for that specific site. 2.5.3

SPECIALISED TRAINING

Specialized HSE training shall be organised for the selected employees as per their job requirement. Project HSE department shall evaluate and identify the selected employees for providing necessary internal Safety Awareness Training. Project Safety Trainers shall provide this training. In line with this plan, all training shall be provided to the respective employees as per the training matrix shown in the Project HSE Training Plan. As part of the training course, each employee will undergo a written assessment. The Project HSE Training Plan shall detail the duration of each training program; the number of attendees, the type of training, training period, course assessment forms, meeting rooms and equipment etc. The Project HSE Manager shall check the training plan effectiveness and implementation and associated subcontractors performed by regular audits and periodic review. 2.5.4INCIDENT- AND INJURY-FREE PROGRAM (IIF) ABALAS shall ensure all personnel are made available to participate in COMPANY IIF Program Elements, regardless o f prior e xp o su r e t o the program. All practical arrangements for facilitating IIF activities, including providing interpretation

services, dedicated training rooms, presentation

equipment

and

materials, catering support, and other facilities for the successful completion of these activities shall be made available. ABALAS shall make available a sufficient number of individuals at each Work Area(s) capable of delivering IIF inductions for new employees and visitors. These individuals shall participate in a one (1) day IIF Train-the-Trainer Session provided by a COMPANY consultant.

PERMIT TO WORK (PTW) SYSTEM IMPLEMENTATION OF PERMIT TO WORK SYSTEM (PTW)

A work permit authorises specific work (e.g.: Heavy Lift, Hot work, Electrical Isolation, Man Basket and Confined Space) to be conducted in a restricted area. It serves as a record that establishes steps that have to be taken to ensure safe working conditions in the area. ABALAS

procedures for work permit system (PTW) document reference document Permit to work (GP-

ABALAS-014-E), is detailing specific formats for various types of permits. These forms shall be used for the Project. When required, application for Work Permits shall be made in advance before the commencement of the work activity. No activity shall start until all conditions on work permit are completely met. An authorised receiver will request a work permit from a certified issuer before doing any work in a restricted area. The Project Management w i l l obtain all third party permits. If the work contemplated i n v o l v e s any change, addition, or deletion in the facility, the work will be coordinated between the Project Management, Operations Team. This may be superseded if COMPANY has more robust Permit to Work system.

2.7.2

HAZARD IDENTIFICATION & RISK MANAGEMENT (HAZARD AND EFFECT MANAGEMENT)

HSE risk management forms an integral part of all phases of a Project. All potential hazards related to the construction operations to be performed by ABALAS shall be systematically identified, the risk assessed and appropriate controls and actions implemented by: • Developing and maintaining qualitative hazard identification and risk assessment procedures and criteria as per the Risk Assessment Document. •

Identifying hazards and risks, eliminate or control them to a level using Suitable Risk Reduction Measures which can be demonstrated as being as low as is reasonably practicable, in the following order of preference; i. Eliminate the risk by removing the hazard – ‘engineer out’ the problems at source. ii. Reduce the risk by substitution of a less hazardous process, actively or substance. iii. Isolate (protect everyone) by effective engineering controls such as enclosing the hazard, removing the person from the hazard or deducing the person’s exposure time to the hazard. iv. Install protective devices such as guards, emergency stops and trip switches etc. v. Enforce p e r m i t -to-work

This document shall be included as a supporting plan to this HSE Plan. In a systematic approach, it shall be implemented and reviewed by experienced competent personnel, using their engineering and operational knowledge and best judgement to identify and rank the risk associated with each activity.

Job Safety Analysis is always done with a teamwork approach, with the supervision and support of the HSE personnel on the site. When a Job Safety Analysis identifies high-level hazards, a full Risk Assessment meeting is called and completed by the competent personnel involved. 2.7.4 EXPLOSIVES AND HAZARDOUS SUBSTANCES/CHEMICALS USE, CONTROL & MANAGEMENT Management, control & use of explosives and hazardous substances/chemicals shall comply with all applicable Nigerian safety requirements, supporting HSE standards, policies which set out principles of occupational health and safety in relation to work with all substances whether in a solid, liquid or gaseous form.

Where the requirements d o not exist, ABALAS will adopt and apply standards that reflect its

commitment to HSE. Control measures to fulfil the COMPANY obligations under these regulations will be implemented. All personnel are required to make full and proper use of any control measures and to report any defects. Workers are also required to participate in any health surveillance that may be undertaken. It shall be ensured that a person is formally nominated as a hazardous substances coordinator (if the use of such substances will require this) and that sufficient time and support is provided to allow the coordinator to perform the function effectively. A Materials Controller, HSE Engineer, Medical Coordinator, Safety Representatives w i l l be nominated a s well among t h e Supervisors. Their duti es will be specifi ed i n accordance with local site protocols. In developing co n tr o ls for hazardous substances, c o n s i d e r a ti o n s h a l l be given to measures using the following order of preference: • • • • • • • • •

2.8.1. EMERGENCY RESPONSE PROCEDURE EMERGENCY RESPONSE / EVACUATION

Emergency response drills shall be planned for, documented and implemented at least once per quarter at site. Report of drills and learning point shall be documented and communicated to the HSE department and the work force. 2.8.2 HEALTH AND MEDICAL SERVICE (OCCUPATIONAL HEALTH) The Medical care is an essential part of the ABALAS mission and is defined by the Medical Policy based primarily on the logic of preventive measures. In other to achieve this logic of preventive measures, ABALAS has developed a Health Plan (GP-ABALASHEAL-001) attached to accommodate the medical service organisation, medical personnel, medical structure, occupational health preservation programme, hygiene surveillance, medical emergencies,

expatriate

health management, drugs and alcohol use and abuse. All medical issues from this project shall be in line with this procedure. 2.8.3 ENVIRONMENTAL MANAGEMENT With regard to the environment, ABALAS shall use best efforts to prevent and take all reasonable precautions to avoid pollution or contamination of the working locations or water, in the course of execution of the work. ABALAS shall strictly adhere to all applicable Nigerian laws, Regulations, and codes of practice relevant to the protection of environment

and to incorporate best practice in environmental principles into all its

construction activities. Preserving the environment a n d minimizing Project footprints are the prime objectives of ABALAS. ABALAS shall carry out all construction works in line with COMPANY environmental r e q u i r e m e n t s - Regulatory a n d Environment.

As a part of ABALAS environmental protection

A Specific Environmental Management Plan will be developed on the basis of main environmental aspects and impacts and associated mitigation measures. This plan shall also have a set of supporting procedures like Spill Response Plan etc. 2.8.4 WASTE MANAGEMENT All waste generated during the course of this project shall be segregated in line with ABALAS waste Management procedure. All the collected waste shall be placed in approved colour coded waste containers placed at various points on site. • • • • White •

All waste shall be disposed in a safe manner to an approved site in accordance with project requirement and an approved site of Federal Ministry of Environment (FMENV) (formerly Federal Environmental Protection Agency) or to an approved Agency by FMENV. 2.8.5. ROAD TRANSPORTATION 2.8.5.1 MOTOR VEHICLE SAFETY The followings shall be adhered to during the duration of the project in line with ABALAS Transport policy. •

Enforce safe practices for motorized traffic on all its sites. All speed limits shall be clearly posted on site.

• Ensure that all vehicles, cranes and rigging, vessels, and equipment provided are maintained in safe operating condition and that operators are qualified, licensed and/or certified. • Ensure vehicles are equipped with seat belts for driver and passengers. •

Ensure fire extinguishers are in place as required on all mobile equipment and that these are inspected at regular intervals. CONTRACTOR’s safety officers shall maintain monthly fire extinguisher inspection and service records.

• Ensure all safety items on vehicles and equipment are inspected and serviced regularly by

a qualified mechanic, either on or off the project site. These items include but not limited to: A. Adequate vision (mirrors and windshield) windshield wipers and blades B. • Ensure personnel are not allowed to ride on running boards or tailgates, or allow parts of body to protrude from vehicle. • Ensure vehicles used to transport chemicals, gasoline, fuel oils or other flammable or combustible material, do not haul passengers. • Ensure the use of a cell phone while operating a motor vehicle is strictly prohibited. •

Mobile equipment includes all self-propelled vehicles and equipment operating within the site, including, but not limited to cars, trucks, electrical vehicles, forklifts, scissors lifts etc.

2.8.5.2 JOURNEY MANAGEMENT All journeys related to the works shall be planned and controlled through a systematic Journey Management system. Travelers to and fro the project site shall be authorised by Journey Manager. The travelling process is administrated by the Journey Management procedure, which shall be developed separately, i n compliance w i t h the local situati on. All travel authorizati ons s h a l l be issued through a Journey Plan Form. This form which address the following:

Accidents, Incidents and Near misses reported shall be classified as contained in the Accident, Incident and Near Miss Management System Work Instruction. In the event of serious injuries, the ABALAS General Managers, Base Manager, Project HSE Manager and the Project Manager shall carry out an investigation. Site personnel (i.e. safety Supervisor), and Construction Manager will also be involved in the investigation process. For major incidents, COMPANY Representative shall also be included in the Joint Investigation process. The first verbal report will be followed by a written report to COMPANY and Local Authorities. The key goal of the investigation is to establish the ‘root cause’ and implementing suitable mitigation measures to prevent recurrence of the Accident, Incident and Near misses within the Project. All events involving injury, serious near miss cases, medical treatment case, fire and/or damage to the ABALAS and/or COMPANY property, plant and equipment will be reported in writing. Verbal notification shall take the form of telephone call. Required information provided will be as per Accident, Incident and Near Miss Management System Work Instruction. The preliminary notification form shall be sent by email or by a fax. Where a near miss is recorded and/or other High Potential situations appear they shall be investigated and appropriate corrective actions shall be taken to prevent re- occurrences; All accidents reported during a calendar month shall also be documented in the HSE Monthly Report, which shall be submitted to COMPANY. Accidents shall be reported to COMPANY as per the format given in the Accident, Incident and Near Miss Management System Work Instruction. Safety Flash (HSE – Safety Bulletins) shall be issued and circulated to help ensure avoidance of similar incidents, elsewhere and to share information enabling further appropriate actions to be taken. All Accidents, Incidents and Near misses are reported and lessons learned from those incidents shall also be discussed during HSE meetings. BEHAVIOR-BASED SAFETY (BBS) PROGRAM

ABALAS shall develop and implement a behavioral observation program such as safety training observation program (STOP) OR unsafe act and unsafe condition reporting (UA/UC) to improve safety performance through recognition and reduction of at risk behaviours. The observation program shall utilize a proven system recognized in industry and shall be reviewed by COMPANY. All behavioural observation programs shall include: • • • •

As a part of HSE Weekly report, the Project HSE Manager shall submit the following information to COMPANY: •

Descriptions of corrective actions taken to prevent recurrence of all safety violations observed.

3.2.2 HSE AUDITS As per ABALAS HSE management system, two levels of audit shall be conducted; ABALAS HSE–MS audit and project Site Audit. Project site audits shall be carried out at least once per quarter while the company HSE-MS audit shall be carried out at least once per year. Auditing of Project HSE is not the sole responsibility of the Project HSE staff. Project line management shall be included in all HSE audits. ABALAS HSE management shall carry out internal HSE-MS audits and reviews in order to evaluate the effectiveness of t h e company and project HSE-MS, procedures and the implementation of t h e recommended corrective actions. Competent people independent of the area or activities being audited conduct audits. This w i l l b e i n l i n e w i t h A B A L A S A u d i t p r o c e d u r e (GP-ABALAS-HSE-024-E). ABALAS shall use and comply with the audit program as stated in HSE Audit Schedule. The Project HSE Manager shall maintain an action log to keep record of identified non-conformities during safety walkthroughs, i n s p e c ti o n s and audits. The Project HSE Manager is responsible for updating and regular follow-up of the action log. A project Audit schedule shall be drawn up and all project site audits shall be reported in writing, with copies to Project Manager, discipline or area Manager concerned, corporate office and COMPANY.

PROJECT HSE REPORTING.

All Project HSE Reporting will be in line with ABALAS HSE Reporting procedure (GP-ABALAS-HSE-033-E) i n addition to any template approved by the Company for reporting during the course of the Project. Project HSE report will be reported on a weekly/monthly bases. This will include but not limited the following; •

HSE performance report (trailing and leading indicators)



Training report



Waste management report

Water consumption report



Chemical spill report



Unsafe act/situation/near misses report.

Project HSE Manager will publish a Project HSE Management System Report during the final stage of the Project. This report will include the following Health, Safety and Environmental and Security information: Summary of the scope of the work: (including peak personnel on site, timing, quantity and weights of material produced). • Description of the main difficulties (Country, climate available skilled personnel etc.) • Summary of the site Health, Safety and Environmental Plan (what went well and why, what went wrong and why) • Site Level Performance results – leading and trailing indicator measures (including wastes, trailing and leading indicators tables and graphics) • Site level learning and best practices • Summary of site incidents The Project Manager will forward a copy of Final HSE Report to COMPANY who may also receive an electronic copy of the report.
