OBJECTIVE To ensure the adequacy and improvement of the management system during changes of activities and responsibilities.

SCOPE OF APPLICATION

2.1.

Scope ALSTOM PT/PE Plant Business Construction and Commissioning Project sites.

2.2.

Responsibilities The Site Manager is responsible to implement the contents of this procedure. The Site EHS Advisor is responsible to make the site personnel aware of the contents of this procedure.

Project Specific EHS Plan

TERMINOLOGY, DEFINITIONS, ABBREVIATIONS None

5.

PROCESS EHS aspects shall be considered for all significant changes on site. This includes but is not limited to the following:

Significant changes in activity (i.e. the start of commissioning activities) or process



New equipment or substance coming onto site



Significant changes in organization



New major subcontractors coming on site



Significant changes in engineering or layout



Changes in regulations that would effect the project

Legal, Contractual and Company Requirements Where applicable to any change, legal, contractual or company requirements must be defined (e.g. before a crane is brought onto site a review of the applicable legislation must be undertaken or understood.)

5.2.

Risk Assessments and Method Statements In view of changing activities or working conditions, job specific risk assessments and any subsequent control measures such as methods statements, procedures or permits to work must also where applicable be updated.

5.3.

Site Meetings

5.3.1.

EHS Committee Meetings These shall be held in accordance with the Project Specific EHS Plan and consider how ongoing conformance of EHS management system shall be achieved. During this meeting the Project EHS Risk Assessment shall be reviewed and updated considering the impact on personnel, the environment and equipment.

5.3.2.

Other Means of Managing Change In the interim period and on a day-to-day basis for other changes, EHS aspects should be considered where appropriate in:      

Weekly contractor meetings Daily co-ordination meetings Weekly EHS Meetings Notice Boards Circulars Emails

This is to ensure relevant people are being informed of the changes.
