LOL spoke to soon Literally sent the email and he called my work cell They are NOT willing to voluntarily close. Reasons are: that they kids who attend the service have not been in school (Rehoboth) for over 2 weeks; They have no linkages to Bethany Care Homes They wear masks, and they socially distance at church I advised him that one of the other churches agreed to voluntarily close for 2 weeks and will address re-opening at that time. Re-stated that we just want to keep the community safe. Confirmed that the best way to contact him is through email and that we may follow up with further public health measures 1

I left another message for John yesterday. I stated in my message that we just want to know if the church will be following with a voluntary closure that was explained in the letter. I stated that our office would like to know and if he could call me back. I advised him that I am "on-call" and can be reached anytime in the evening. Again, I did not receive any calls from him. This morning I called his house (which does not have an answering machine) and his cell (did not leave a message this time). Again on November 17th I spoke with Mrs Bisschop who informed me that they she does remember hearing a conversation about a letter but stated that their congregation did not have any positive cases. Advised her that I would like to talk to her husband about if they are voluntarily closing the church and expressed concerns about it being in the community. She informed me that that the her husband was working until around 6:15 pm that day and I left my work cell and my work extension for him to call me back on. SALFORDchurch I cannot get a hold of.

SWPH is requesting that you close under a recommendation however if you do not close within one week of receipt of this letter, we will apply an Order under the Health Protection and Promotion Act which will legally require you to close so the community can be protected. The letter is well done. I think we should try and fax the letter tomorrow and maybe follow-up with a phone call since there is only 3, if Dr.Lock approves of this approach. We wanted to give them an opportunity to close under a recommendation but I have been told by Cynthia if they don't close in a week we would apply the section 22. We are sending out some media information related to the Rehoboth outbreak tomorrow, I hope, so we can have this discussion during the phone conversation and refer to the release.

Unfortunately Kristina was not able to get a hold of anyone on Friday so we aren't 100% sure on how the conversations will go. But you can see form Susan's not that one of the churches is pushing back on the 2 IP request. Here is some additional info (that I provided to Kristina on Friday) in anticipation: Some notes in summary of our conversation: The letter is being faxed to them today ONFriday'"Nov·13th . You may be calling these places prior to them receiving the letter you can state "calling from SWPH, if you haven't already received it, you will be receiving a letter from us regarding a recommendation that you voluntarily close for 28 days beginning on November 15th The purpose behind this recommendation is to protect your community from the spread of COVID-19 There has been spread within the Rehoboth School community and it's members are associated with the members of your church 2

Hello Jaime and Serena, I am reaching out to provide you with some information that may be helpful as you head into the weekend. In a nutshell, we have recommended to 3 churches in the Norwich area who have links to the Rehoboth School community that they voluntarily close for 28 days beginning on November 15th . We emailed the churches a letter explaining the recommendation and rationale and we intended to follow-up with phone calls today to the churches to reaffirm the information in the letter and answer questions they may have. At this time, we have been unsuccessful in connecting with via phone (Kristina has called a number of times, no answers and no ability to leave messages) and will try again this afternoon. As far as we are concerned, receipt of the letter is enough as far as communication goes - Bernie requested the "read" option when sent so will just need to confirm that they have received it. All of this to day that you may get calls on the weekend. I have attached the letter for you reference. Other key items of information includes: •

Although we are not telling them this, we may follow-up with a section 22 charge if they decide not to follow this recommendation. If faced with a question re "what happens if I don't close" tell them that pubic health will consider additional options and reiterate the importance to close to protect the community 1

There is a 4th church in Brant county who we are not reaching out to but will be providing the EH manager there with this letter and an FYI of our approach. The closure of the Rehoboth school was voluntary so we are hoping the Fatih Leaders will be more willing based on this There is a senior residence in the area with a positive case (Bethany Care Centre) and this information can be shared if needed as a reminder to protect the most vulnerable in the area We want to drive home the fact that the spread of COVID is commonly happening in group settings and it is not just the in person services that are to be cancelled but any other gatherings supported by the church.

As a well-attended congregation with large gatherings, we ask for your support in limiting situations where COVID-19 can spread. Where possible, consider alternative ways - such as calling networks or letter writing - to involve those who are at risk for COVID-19 complications, such as older individuals or those with pre-existing health conditions. Please also share these messages with your congregants to keep our cases low: • • • • • • •

COVID-19 cases are on the rise in our local communities. We each have a role to help protect the community from further spread. Only have close contact with the people you live with - do not hug, sit closely, pass the blessing, or shake hands with anyone outside of your household. Stay 6 feet away or more from everyone else, even when outdoors. Wear a face covering in public. This is now a Provincial mandate. There is no religious exemption. Self-isolate if public health tells you to. You can be fined if you do not do this. Self-isolate means no activities at all where you could come into contact with another person. Do not use wind instruments or allow congregational singing indoors. Get tested if you have any signs of sickness. Call us at 1-800-922-0096 ext. 9 to arrange testing.

We all have a role in protecting the community we love, especially those who are most vulnerable to severe illness. Preventing a COVID-19 surge is in our hands. I appreciate your attention to this matter.

Southwestern Public Health (SWPH) is recommending that your church, along with others where we are seeing an increased risk in exposure to COVID-19, voluntarily cease in-person church services and all in-person gatherings for 28 days beginning November 17th 2020 and ending December 14th 2020. The purpose of this closure is to prevent the gathering of your church members with people outside of their own household to protect them from being exposed to COVID-19. This will help to prevent the further spread of COVID-19 within the broader community and help protect those who are the most vulnerable to severe illness. The recommendation to close your church for any in-person services or gatherings for 28 days is not made lightly and is in response to the increase in COVID-19 cases within the communities that surround your congregation including schools, long-term care homes, and retirement homes. SWPH is relying on these closures to protect individuals and the community we love. Drive-in religious gatherings can continue under the following guidelines: • Only members of the same household can be in one vehicle or non-motorized vehicle. • Discourage people from leaving their vehicles/non-motorized vehicle during the service, except when using the washroom. • Vehicles must be parked two metres apart or more. Discourage the idling of engines. • If faith community leaders, staff, or volunteers are to approach a vehicle to provide service to its occupants, everyone must wear a face covering. Now I understand, a section 22 order under the HPPA will be applied to the church itself. This has nothing to do with any existing class (i.e. isolation) orders we have in place. As such, I re-worded part of the letter. Let me know if it is too harsh:

SWPH is requesting that you close under a recommendation however if you do not close within one week of receipt of this letter, we will apply an Order under the Health Protection and Promotion Act which will legally require you to close so the community can be protected. I have also added the dates and balded so no confusion. I have also made reference to Rehoboth in the letter. I have asked Kristina to help with the phone calls tomorrow. --Amy

SWPH is requesting that you close under a recommendation however if you do not close within one week of receipt of this letter, we will apply an Order under the Health Protection and Promotion Act which will legally require you to close so the community can be protected. The letter is well done. I think we should try and fax the letter tomorrow and maybe follow-up with a phone call since there is only 3, if Dr.Lock approves of this approach. We wanted to give them an opportunity to close under a recommendation but I have been told by Cynthia if they don't close in a week we would apply the section 22. We are sending out some media information related to the Rehoboth outbreak tomorrow, I hope, so we can have this discussion during the phone conversation and refer to the release. I would suggest you put the date to start this Sunday in the hopes we can reach them tomorrow. Does that clarify? If you want to add the dates and send back we get share with Cynthia and Dr.Lock? Our guess is that the letter will go out asap (today? Tomorrow?). It is likely a good idea for someone to follow-up with the churches as soon as they are sent - so if tomorrow morning, tomorrow sometime. Here is a list of the churches. You will have to look up the phone number/ find the best way to get in touch with them so you can talk to them. Let me know if you have problems with that. YOu do not have to call the premises in Brant. Some notes in summary of our conversation: The letter is being faxed to them today. You may be calling these places prior to them receiving the letter you can state "calling from SWPH, if you haven't already received it, you will be receiving a letter from us regarding a recommendation that you voluntarily close for 28 days beginning on November 15th The purpose behind this recommendation is to protect your community from the spread of COVID-19 There has been spread within the Rehoboth School community and it's members are associated with the members of your church There has also been a case associated with Bethany Care centre in Norwich We do not make the recommendation lightly however we do see it as an important step in protecting your community, especially the most vulnerable

Of note: If they ask what happens if they don't close - let them know we may consider additional public health measures Public health will reach out again to see how the recommendation is going/ for any required follow-up

Hello, This is to follow-up on where the process stands for our follow-up with the churches. In summary:

For churches who have informed us they will not close, this information has been provided to Operations and they have brought forward to Dr. Lock. Dr. Lock will be making the decision on what the next steps will be. I.e. moving forward with charges. I talked to Cathie and my understanding is that this decision will be made early next week. For Salford, as we have not been able to confirm if they are closing or not. Request for the on-call PHI to go out on Sunday around service time (?) to see if services are being offered.
