SYSTEM OVERVIEW

WHY SCAR? Since its adoption as the AR15 by the U.S. Air Force in 1962, and by the U.S. Army as the M16 in 1964, the basic individual military weapon of the United States has demonstrated certain compromises inherent in its design and cycle of operation. Foremost among these compromises is the M16’s direct-impingement gas operation system. During the firing and ejection cycles, substantial amounts of carbon and other byproducts of cartridge combustion are routed directly into the bolt and receiver areas, causing increased fouling. Naturally this increased fouling results in reduced operating reliability and requires greater frequency of cleaning and other maintenance by the weapon operator.

Responding to concerns from the Special Operations community regarding the reliability, accuracy, safety and ergonomics of the current M16/M4 platform, the Naval Surface Warfare Center, Crane, began an investigation for potential improvements. In the years that followed the U.S. Government conducted an Analysis of Alternatives (AoA) to determine if enhancements or upgrades could be made to the existing M16/M4 platform, or if a new weapon was needed. It was determined that a new, more reliable and more adaptable individual weapon was required. In late 2003 the Special Operations Force Combat Assault Rifle Joint Operational Requirements Document was approved and signed; the following January a worldwide

In July of 2004, in a full and open competition, nine vendors submitted a dozen different designs for the three new weapon systems. The FN SCAR/EGLM submissions were the only three separate weapons to pass all of the GO/ NO-GO criteria and were unanimously chosen by the selection board composed of senior SOF operators. In November of the same year FN was awarded the full SCAR contract for both 5.56mm and 7.62mm rifles, along with the 40mm Enhanced Grenade Launcher Module (EGLM). Developmental testing by FN designers, engineers and operators from various branches of the U.S. Military to evaluate the new weapons' endurance, reliability and accuracy was conducted from August 2005 through January 2006. Four Early User Assessments were

Low-Rate Initial Production (LRIP) and Production Acceptance Test and Evaluation were conducted from May 2006 through June of 2007. Beginning in August 2007, the Initial Operational Test and Evaluation phase was conducted by various units of the Special Operations community, including the U.S. Army Rangers, U.S. Marine Corps Special Operations Command, U.S. Navy SEALS and U.S. Army Special Forces. These tests were carried out in a variety of operational environments including urban, maritime, jungle and winter/ mountain warfare situations. Final testing was completed in September of 2008 and the SCAR and EGLM was announced as Operationally Effective / Operationally Suitable and Sustainable (OE/OS). Initial fielding to operational units within USSOCOM began in April of 2009. The first operational units armed with the SCAR system deployed for overseas duty in the summer of 2009.

SCAR™ Principle of operation The MK 16 and MK 17 rifles operate on the short-stroke gas piston system. As the bullet passes the gas port in the barrel a portion of the propellant gases are routed through the gas regulator to the gas piston located below the front sight post. The gas pushes rearward against the piston, which drives the moving parts assembly rearward to eject the fired case and load a new cartridge from the magazine. Excess gases are vented forward from the gas regulator. The advantage over the M16/M4's direct gas impingement system is that heat, soot and carbon from propellant combustion are not routed into the bolt or chamber, keeping these critical areas cooler and cleaner for greater reliability and enhanced accuracy. The first position on the gas regulator is for normal operation, while the second position ensures there is no increase in the cyclic rate of fire when using a sound suppressor.

A selective-fire, semi- and full-auto 7.62x51mm NATO rifle using a short stroke gas piston, the MK 17 can be quickly configured by the individual operator in just minutes for close quarters combat (CQC), tactical and precision fire roles. Unlike many currently fielded 7.62x51mm rifles, controllability under recoil is a hallmark of the MK 17, allowing the operator to readily engage targets with multiple well-aimed rounds. The MK 13 Enhanced Grenade Launcher Module (EGLM) accepts all NATO-standard 40mm low velocity grenades. INFANTRY AUTOMATIC RIFLE

Principle of operation With today’s highly-mobile, fluid and unpredictable conflicts, the need for a versatile, reliable, high-rate-of-fire automatic weapon at the infantry squad level has never been greater. Historically infantry automatic weapons have been defined by their cycle of operation; firing from either a closedbolt or an open-bolt. Closed-bolt automatic rifle designs offer individual portability, greater accuracy and enhanced first-round reliability, but their fixed barrels retain heat during extended firing, quickly leading to the hazard of a chambered round overheating and cooking-off, which endangers both the operator and surrounding troops.

Open-bolt designs are often crewserved weapons that offer higher rates of sustained fire along with the ability to change barrels to prevent cook-offs, but do so at the expense of reduced portability and less accuracy. Bridging the gap between the individual soldier's closed-bolt assault rifle and the crew-served open-bolt machine gun is the FN Infantry Automatic Rifle (IAR). The IAR represents nothing less than a revolutionary leap in the technology of infantry automatic weapons. The IAR is designed to operate in either the closed-bolt mode or the open-bolt mode, using a dual-mode firing mechanism that gauges the barrel temperature.

Switching from one mode to the other is automatically performed by the thermal actuator located under the barrel just forward of the chamber. This allows the IAR to instantly transition from closed-bolt mode to open-bolt mode and continue to operate safely even when barrel temperature has reached the cookoff point. The GAU-21 (M3M) is a .50 caliber (12.7mm) single barrel rapid fire machine gun suitable for rotary wing aircraft applications providing defensive firepower ranging out to nearly 2000 meters. The GAU-21 provides suppressive fire to counter light armored vehicles and to support fire in landing zones, ground and aerial threat suppression. Aside from the GAU-21 features, the unique “soft-mount” design incorporated into the GAU-21 allows substantial improvement in the overall accuracy of the system. FN produces a family of pintle mounts for airborne applications that are categorized into light and medium configurations. The light pintle is fitted with the M240 7.62mm machine gun and the medium pintle is equipped with the M3 .50 caliber machine gun. The light and medium pintle can be grouped into four different types of mounting locations, such as external, window, door and ramp. Each configuration can be adopted to suit a variety of airframes in order to provide the user with the firepower needed to accomplish the mission. FN has designed each pintle mount as on off-the-shelf (OTS) item that needs only an interface plate assembly to adapt the mount to the specific helicopter application. Additionally, FN manufactures land and sea pintle mounts that can accept 7.62mm or .50 caliber machine guns. Light pintle assemblies use the 7.62mm M240 family of weapons or the MK 48 7.62mm weapon. Medium pintles utilize the M3M machine guns in air, land or sea applications. The land and sea pintles can utilize the M2HB QCB machine gun in addition to the M3M.

M3P

The M3P provides A high rate of fire .50 caliber solution for fixed forward fire applications.

M3P CAPABILITIES The M3P is a .50 caliber (12.7mm) single barrel rapid fire machine gun optimized for remote firing from rotary wing aircraft, ground vehicles and naval craft and provides both offensive and defensive fire power ranging out to nearly 2000 meters. The M3P when used in various applications is able to engage and destroy soft skinned and light armored vehicles as well as provide suppressing fire against both ground and aerial threats. Additionally, the M3P is suitable for application in remote weapon stations and is able to fire at all elevations up to 90 degrees from horizontal.

Features unique to the M3P are the 28V electrical interfaces that allow remote firing, cocking and clearing of the weapon system as well as allowing the operator to remotely place the weapon on safe. Depending on configuration, the M3P can be mounted in pods or without the pod casing, also it can be mounted on FN’s Medium Remotely-operated Weapon Stations (MRWS).

The M3P machine gun is ideally suited to a wide range of applications, such as the primary .50 caliber weapon solution on the OH-58D Kiowa Warrior helicopter. The weapon is mounted externally and is fired by remote control by the operator or pilot. The M3P was selected for these applications based on rapid fire capability, reliability and accuracy. The M3P has electrical firing capability and electrically controlled recocking and clearing. The barrel assembly is capable of a 10,000-round service life when fired in controlled bursts that are typical of engagements used by aircraft and ground vehicle applications.

The HMP250 (250-round capacity) or HM400 (400-round capacity) ammunition box is reversible and allows feeding from the left or right side. Its design guarantees smooth movement of the ammunition belt with no risk of jamming or fouling due to aircraft maneuvers or acceleration.

The recoil forces which occur when the weapon is fired can be a source of structural fatigue on the carrier aircraft and can also reduce the precision of the gun. In FN Herstal’s pod, the machine gun is fitted on a soft mount that absorbs the recoil forces.

SPENT LINKS AND FIRED CASES COLLECTOR All the cases and links are collected in the removable collector (LCC).

SAFETY AND COCKING DEVICE

An elevation and azimuth adjustment device enables the gun to match the carrier aircraft’s optical sighting line.

This system incorporates safety mechanisms in the recocking device so that there are no chambered rounds until the system is engaged to fire. The machine gun can always be recocked in flight without limitation.

FN has provided turnkey solutions for rotary wing as well as fixed wing aircraft that require the reliability, lethality and performance of the proven M3P machine gun. The addition of a 3-round 2.75" rocket launcher that is integrated into the weapon pod extends the mission envelope. FN also supplies fire control systems that are specifically tailored to rotary or fixed wing aircraft. Additionally, the HMP and RMP pods are designed to be jettisoned in the event of an emergency. FN pods have been adopted for use by several NATO countries in subsonic aircraft, attack helicopter and cargo helicopter configurations.

The LRWS was designed to provide a light weight remote firing capability with the operator completely under armor protection. The system is optimized for vehicles that cannot mount a heavier medium weapon station, vehicles that have no requirement for a heavy machine gun, or perimeter defense applications. As a result, FN has used its experience in medium weapon stations to design and develop a weapon station that is optimized to mount the 5.56mm and 7.62mm machine guns for perimeter defense, small vehicles and water craft. The LRWS is scalable in terms of ammunition capacity and optical capability depending on customer requirements, and it is also capable of accepting armor protection packages to guard against strikes from rocks, obstructions and fire from similar caliber weapons. Additionally, the LRWS is capable of elevating to +80 degrees and depressing to -60 degrees. This capability allows the operator to engage a target this much higher than the vehicle which is suitable in urban terrain as well as in mountainous regions. Furthermore, the capability to depress the weapon to -60 will allow the operator to engage a target that is close in to the vehicle or to fire into lower terrain that drops away from the vehicle.

Based on reliable and state of the art technologies, the FN Medium Remote Weapon Station (MRWS) has been designed to fulfill the force protection mission through fire support and self defense when mounted on light, medium and heavy vehicles. The MRWS can be fitted with many weapon types including the M249 5.56mm, M240 7.62mm, M2HB, M2HB QCB or M3P .50 caliber machine guns and 40mm Automatic Grenade Launcher (AGL) on a universal cradle assembly. The cradle assembly is equipped with a soft mount which optimizes firing performance and reduces the level of firing shock transmitted to the weapon station. Firing all types of 40x46mm NATO standard low-velocity grenades, the FN 40GL may be mounted under either rifle using a trigger adapter and dual locking clamp levers, or it may be configured as a stand-alone launcher. Completely ambidextrous, the FN 40GL utilizes a polymer receiver mated to an aluminum barrel for durability and light weight. The PS90 USG offers a non-magnifying black reticle optical sight module while the PS90 TR features three MIL-STD 1913 mounting rails. Chambered in the high velocity 5.7x28mm cartridge, the PS90 utilizes blowback operation and fires from a closed bolt for greater accuracy and reliability. The PS90’s 16.04" cold hammer-forged MIL-SPEC barrel is equipped with an integrated muzzle brake to reduce recoil. Models with 10- or 30-round polymer detachable magazines are available. The PS90’s safety switch is located inside the trigger guard for easy access. Dual magazine latches, cocking handles and an innovative synthetic thumbhole stock with a molded-in sling attachment point help make the PS90 fully ambidextrous.

FS2000 TACTICAL FS2000 STANDARD

THE BEST IN SEMI-AUTO BULLPUP PERFORMANCE. Chambered in 5.56x45mm NATO (223 Rem.), the FN FS2000 Series are semi-auto only variants of the proven F2000 selective-fire bullpup carbines. The FS2000 Standard comes equipped with a 1.6x optical sighting package, while the FS2000 Tactical offers an integrated MIL-STD 1913 top mounting rail and emergency backup folding sights. The FS2000 carbines are gasoperated and use a rotating bolt lockup for reliability and greater accuracy. Both variants have 17.44" cold hammer-forged MIL-SPEC barrels and muzzle brakes. Fired cases are ejected through a forward port away from the operator. Models with 10- or 30-round detachable box magazines (DBM) are available. The polymer stock is fully-ambidextrous. FN TRAINING GENERAL INFORMATION

COURSE REGISTRATION

FNH USA ARMORER COURSES

The FNH USA Training Team is committed to providing comprehensive instruction of the highest standard. Firearm instructor, armorer and less lethal instructor/armorer training courses are designed as intensive, hands-on classes for the law enforcement community.

To register for a course, telephone the FNH USA Training Team at (703) 288-1292, Ext. 100 or download the registration form available at www.fnhusa.com. Return the completed form via fax to (703) 288-1730.

Training aids and armorer tools will be provided to the student for classroom use only. Instructional course work and reference materials may be retained by the student.

Instructor courses are not limited to static shooting techniques. Many classes involve long hours and physically demanding activities. Each attendee must be physically capable of jogging short distances and able to perform the strenuous exercises common in tactical operations. Students are advised to wear clothing suitable for indoor and outdoor range activities.

TUITION PAYMENT Tuition due must be paid in full to FNH USA at least 10 days prior to the first day of the course unless specific prior arrangement has been made with FNH USA at the time of registration. Payment may be made by check, money order or credit card (VISA® or MasterCard® only), payable to FNH USA, LLC. Cash payments and department purchase orders for tuition will not be accepted. The FNH USA Training Team offers a wide variety of courses for FN product-specific instructor/armorer certification.

• Price: $275 per pupil

The Armorer Course is designed to provide an advanced understanding of administering an FN Less Lethal System inventory (weapons and management of the weapon system). Upon successful completion of the individual course the student is certified as an FN Less Lethal Armorer. This Armorer certification enables the student to properly maintain and manage an internal agency’s armory of FN 303 Launchers. This responsibility includes establishing procedures for conducting light to heavy maintenance, inspections, inventory management, and assisting Foundation Operators with their maintenance, handling, and proper use. This certification is intended to only cover the ability to administer and maintain the weapons and the weapon management system. This tier is not intended to qualify the student to train and/or certify other students for Tier I, Tier II, or Armorer qualifications.

• Certification: Valid for a period of one (1) year

• Length: 8 hours

All classes are conducted off-site. The host agency will receive two free slots with every ten tuition paying registered slots. For more information on how to attend a scheduled course or on hosting a particular training course, contact the FNH USA Training Team. PLEASE NOTE: All courses are conducted in English and all students should be able to understand and speak English adequately. Students not able to understand instructions in English may be asked to withdraw for safety considerations. Courses are offered in other languages by special arrangement. Contact the FNH USA Training Team for more information.

Students should wear either BDU or tactical-type pants and comfortable boots that support the ankles for all range and classroom instruction. Clothing suitable for adverse weather conditions is also advised for all range work. Full wraparound eye protection, hearing protection and baseball-style cap are mandatory for all firearms courses and are the student’s responsibility.

ACCOMMODATIONS AND TRAVEL It is the student’s responsibility to provide their travel and hotel accommodations. The FNH USA Training Team will coordinate with the host agency in providing the necessary information to the student.

Tier I: Foundation Operator Course The Foundation Operator Course is designed to provide the user with a fundamental understanding of the FN 303 Launcher, 303P or T4 systems operation, including functional disassembly and reassembly, common malfunction troubleshooting and operation best practices. It is a combination of classroom and actual static target training, and is directed towards novice and continuing operators who are not prepared for higher tier content or who will not be advancing to those tiers. • Prerequisite: None

Tier III: T3 Instructor Development Course The T3 Instructor Development Course (Train-The-Trainer) is designed to teach law enforcement officers, corrections officers and trainers how to develop, implement and assess an internal less lethal program tailored to their agency, region and/or training commission. Candidates will be required to demonstrate quality knowledge of the skill sets associated with the less lethal systems included. The Instructor Development Course further allows instructor trainers to amplify candidate teaching credentials by expanding product awareness, offering consistent validated continuing educational programs, and participation in real-time teaching, mentoring and coaching scenarios. Prerequisites include all of the concepts in Tiers I and II, and the Armorer Course, along with lesson planning education, dynamic training education and advanced scenario response. • Prerequisite: Valid certifications from Foundation Operator Course, Advanced Operator Course and Armorer’s Course
