CHECKPOINT

OVERVIEW  CHECKPOINT is a place where the police check

vehicular/ pedestrian traffic in order to enforce circulation control measure and other laws, orders, and regulations. The establishment of checkpoints must always be authorized by the Head of Office of the territorial PNP Unit and manned by uniformed PNP personnel. Other units directly involved in an operation may establish mobile checkpoints in coordination with the Unit Commander in the area.

Composition: 1. Team Leader (TL) - shall lead and take responsibility in the conduct of checkpoint preferably an officer with the rank of at least Police Inspector; 2. Spotter - personnel who will point/profile suspected vehicle subject for checkpoint; 3. Spokesperson - personnel who is solely in charge of communicating with the motorists subject for checkpoint; 4. Investigation Sub-team - in charge of investigation and documentation of possible incidents in the checkpoint to include issuance of Traffic Citation Ticket (TCT) or Traffic Violation Report (TVR); 5. Search/Arresting Sub-Team - designated to conduct search, seizure and arrest, if necessary; 6. Security Sub-Team - tasked to provide security in the checkpoint area; 7. Blocking/Pursuing Sub-Team - team tasked to block/pursue fleeing suspects/vehicle. (Sec. 1 Rule 11, Revised PNP Operational Procedures)

Purpose: Checkpoints are established to enforce circulation control measure, laws, orders and regulations and when there is a need to arrest a criminal or fugitive from justice.

Kinds: 1. Regular Police Checkpoint  conducted in strategic areas in the city to deter lawless elements from creating trouble and disrupt the peace and order situation. 2. On- the Spot Checkpoint  usually located in area of responsibility (AOR) of every station and entrance & exit points of the city, municipality, province or region. 3. COMELEC Checkpoint  to effectively implement the firearms ban during the

election period

Checkpoint must be welllighted, properly identified, and manned by uniformed personnel.

Upon approach, slowdown, dim headlights, and turn on cabin lights. Never step out of the vehicle.

Lock all doors. Only visual search is allowed.

Do not submit to a physical or body search.

You are not obliged to open glove compartment, trunk or bags.

Ordinary/ Routine questions may be asked. Be courteous but firm with answers.

Assert your rights, have presence of mind and do not panic.

Keep your driver's license and car registration

handy and within reach.

Be ready to use your cellphone at anytime. Speed Dial emergency number.

Report violations immediately. Your actions may save others.

 They have a search warrant for you or your

vehicle.  They see suspicious objects or markings on you or your vehicle such as weapons, illegal drugs or substances, broken glasses/window on your vehicle, and other contrabands that makes you or your car suspicious.  The police officers conducting the checkpoint have been given prior alarm that you or your vehicle had been involved in a crime.
