1. PURPOSE The objective of this method statement is to provide general guidelines for installation of Lighting and Small Power System at project site.

2. SCOPE This Method Statement covers the details of following activities:  HSE Requirements  Procedure  Inspection  Tools/Equipment

3. REFERENCE The following documents are considered as reference documents:   

5. RESPONSIBILITIES 5.1

PROEJCT MANGER



Overall responsible for the implementation of this method statement.



Ensure that all required submittal are made in timely manner



Responsible for ensuring that the work is performed in accordance with the specification and within the time and cost constraints.



Coordination with the CONTRACTOR, COMPANY, Other Subcontractors and Civil Personnel for the safety and quality during the execution of the project.



Co-ordinate with the CONTRACTOR’S Coordinator for obtaining the necessary resources for the project and deployment as required.

5.2

PROJECT ENGINEER



Ensure that the activities are carried out according to the Specifications, drawing and approved Method statement.



Ensure that all required submittal are made in a timely manner.



Arrange all materials and tools required for installation as per agreed project schedule.



Provide all necessary information and distribute the responsibilities to his unit installation team.



Monitoring that all in process test are carried out and obtained approval from company’s representative.



Monitoring and ensuring that the work is performed in accordance within the time and cost constraints.

5.3  5.4

ELECTRICAL SITE ENGINEER Electrical Site Engineer shall be responsible for checking the cable drum length schedule, lighting poles, lighting fixture and other associated materials before starting the execution. ELECTRICAL SITE SUPERVISOR



Electrical site supervisor shall be responsible for maintenance(Control the material issued) of all required martial (free issued from store) and ensure that each item is ready for execution. He shall be responsible to supervise of cable pulling, laying, dressing, glanding and termination.



He shall also be responsible for raising the inspection test request to QC at each stage as per QCP/ITP requirements.

5.5

FOREMAN



Carrying out the work and the proper distribution of all the available resources in coordination with the Site Engineer on a daily basis



Continuous coordination and following Site Engineer/Supervisor’s instructions to meet quality requirement during the job execution



Incorporate all the QC and Safety requirements as requested by the Company’s representative.



Report to Site Engineer the accomplishments and problem encountered on daily basis.

QAQC ENGINEER



Implement the QA/QC management system at site and coordinate with the customers representative on all quality matter.



Distribute relevant QA/QC documentation to site personnel/subcontractors.



Verify that the quality related site activities are in accordance with the applicable codes and standards.



Participate in the site internal and external site audits and coordinate all the quality site inspections through the site QC inspectors.



Control all nonconformance reports and provide remedial action and carry out site quality control instructions and action remedial responses.



Review the customers specification and undertake relevant training to the site QC inspector.



Monitor the implementation of the approved site QC Plan.



Complete and coordinate the approval of the sites QC technical submittals to the Contractor.



Coordinate with the Project manager on all quality issues Coordinate and chair the QA/QC site weekly meetings with the project team.



Ensure the safety is adhered to at site and Assure all technical documents relative to site quality control are current status.

5.7

SAFETY OFFICER



Ensure that the Provisions of the Project HSE Plan are applied on the project by regular monitoring and reporting.



Monitoring and observing the permit to work



Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations.



Assist in developing and implementing field location emergency response procedures and evacuation plans

6. PROCEDURE 6.1

HSE REQUIREMENTS



All personnel shall have attended HSE induction / awareness training programs conducted inhouse.



Work permits shall be obtained from the concerned authorities including revalidation at predetermined intervals. The personnel shall also be in possession of oil field pass / security pass suitable to the work locations. All permits and passes shall be issued before start of any related work.



Necessary safety precautions shall be implemented for all activities associated with electrical and instrumentation such as excavation for cable trench, termination of cable and commissioning of electrical/instrument system.



Equipment and instruments shall be complied with safety standards.



The entire tool must be insulated. They should comply with project risk assessment.



Client site management system shall be implemented.



All personnel involved shall use necessary PPE.



Personal protection wears shall be used safety helmet, safety goggles, safety shoes, hand gloves, and gas mask.



All equipment will be inspected by HSE prior to use.



Access and good housekeeping will be maintained.



Tool Box Talk shall be carried out as per execution plan.



All activities at heights will be provided with suitable working platform.



All activities at heights above the tanks will be carry out by using safety harness attached to the hand rails and step ladders must be insured with a helper at all time.



Barrication, safety signs and site information banner shall be used.



When working at height proper fall protection measures shall be taken.



All access ladders and scaffolding shall be secured and safety tagged before use.



Waste management should be strictly followed to keep the job site neat and clean.



All scaffolding shall be used per safety “Tag” System.



Scrap/GARBAGE shall be removed on a daily basis from the working locations.



Correct type and size of tool shall be used for each job.



Fire extinguishers/fire blankets shall be provided at the places of hot work to comply with PTW system.



First AID kit shall be available at site and Escape plan in case of emergency alarm at the plant should be available at the work location, indicating the escape route, emergency assembly point, emergency call out numbers etc.



The supervisor shall deliver toolbox talk daily to the workers.

Ensure proper housekeeping at all times of the activities and avoid any tripping hazards.

GENERAL REQUIREMENTS



The material received at site shall be inspected upon receipt and approved by Company.



The company shall approve the test / inspection procedure for the cables before and after installation.



The test equipment shall be calibrated and the records shall be maintained (Calibration certificates to be submitted).



The Electrical Supervisor shall conduct all the tests and the test shall be witnessed by Electrical QC.



Electrical power supply shall be obtained from nearby available point or through portable generator where require.



Where required as per the ITP the tests shall also be witnessed by company.

6.4

STORAGE



Street lighting and small power material received at site should be inspected and stored according to manufacturer recommendations.



The cable drums shall be stored on a well-drained, hard surface, so that the drums do not sink in the ground causing rot and damage to the cable drums.



The drums shall always be stored on their flanges, and not on their flat sides.



Both ends of the cables should be properly sealed to prevent ingress/ absorption of moisture by the insulation during storage



The location must be accessible to forklifts and trucks, if available space prohibits separation, suitable barriers should be erected to prevent damage from moving equipment.



Street lighting & small power material must be stored in an area where they cannot be damaged by falling objects, chemical spills including oil and grease, open flames or welding operations, and excessive heat.



Ensure that the cable, lighting poles, lighting fixtures and its accessories are properly packed to permit the ease of handling.



Verify cable, lighting poles, lighting fixtures and its accessories are according to the latest approved technical documents and specifications.



Extra care shall be taken for delicate items like lighting fixtures and lamps and other small power items.



Lighting poles shall be placed along with all accessories in designated area.



Ensure that there is no damage during off-loading.



Street lighting material shall be stored in the warehouse in a separate allocated section location allotted by the Materials departhment .

After verification of the availability of the needed materials, a material request form should be submitted to the contractor 24 hours prior to materials dispatched to the installation zone.



After material delivery to the installation zone, proper steps should be taken to keep the materials away from blocking any roads or walk ways, for the sake of both materials and workers safety.



If a portion of the cable is used, the open end of the cable remaining on the reel should immediately be re-sealed in a manner equivalent to the factory seal to prevent the entrance of moisture.

6.5

HANDLING



When the cable drums have to be moved over short distances, they should be rolled in the direction of the arrow marked on the drum.



For manual transportation over long distances, the drum should be mounted on cable drum wheels, strong enough to carry the weight of the drum and pulled by means of ropes. Alternatively, they may be mounted on a trailer or on a suitable mechanical transport.



For loading into and unloading from vehicles, a crane or a suitable lifting tackle should be used.



Small sized cable drums can also be rolled down carefully on a suitable ramp or rails, for unloading, provided no damage is likely to be caused to the cable or to the drum.



All the delicate items shall be handled with care to protect from damaging through any mean.



All lighting pole/lighting fixture shall be dispatched to site with proper lifting equipment.

6.6

CABLE PULLING FOR STREET LIGHTING & SMALL POWER SYSTEM



The cable laying Site Supervisor has to check thoroughly cable laying schedule, sectional drawings and (physically measure the length of the cable required with a rope compare with the engineering length in the cable schedules) cut length schedule for the designated route where the work is to be started.



Cable drums to be shifted to site and jacked up for laying out. The drum jacking arrangement is to be suitable for the size and weight of the drum. Unrolling of the cable is as per direction shown on drum.



The cable-laying Supervisor shall obtain data sheets for any cable being pulled prior to proceeding and check the manufacturer’s recommendation.



Approved Engineer and Supervisor along with Sufficient No. of skilled & unskilled workers are to be employed to lay the cable by taking care that cable does not touch or scratch against any object damaging it in any way.



Hydraulic cable cutter for large size cables and manual cable cutter for small size will be used.



The temporary cable tag numbers is to be marked by using masking tape, scotch tape or metal markers.



It will be ensured that there are no stones or sharp objects or material inside the trench prior to commencement of the cable laying.



Site supervisor has to check the routing i.e. cable trench width, depth, sand bed and curves as per drawings and specification, cable tray bends, risers, vertical & horizontal drops and also sharp edges to avoid any kind of damage.



The cable ducts should be clear and clean while handing over for cable pulling activity.

The cable ladder/cable tray should be clear and clean while handing over for cable pulling activity.



It will be ensured there is no any sharp edge, welding spot or any metallic strip in the cable ladder route.



Maximum allowable pulling tension and bending radii of cables shall be as per manufacturer recommendation.



After completion of pulling at designated route, cable dressing and tagging will be started as per drawing and specification.



Continuity & Insulation resistance tests shall be performed before and after cable pulling.

6.7

STREET LIGHTING POLE INSTALLATION



Material selection shall be made in accordance with project specification and to be approved by QC for Light poles/fittings and accessories.



Ensure Nuts, bolts & washer for Light Fittings in accordance with IFC drawings and details.



Mock up installation complete with one pole, fixtures and cabling to be made for approval before proceeding with the final erections and installtions.



Lighting Poles shall be shifted to the designated areas and make sure that material do not hit any installations, which can cause damage or get damaged during the course of material shifting.



The shop drawing shall be followed for the locations of the poles.



Foundation to be checked for level & Orientation before starting Installation of Light pole as per IFC drawing.



Temporary power connection shall be made to check the proper operation of light fittings. Feed from portable generator.



Ensure the column is correctly assembled prior to lifting (all necessary attachments/fittings are added and sections have been correctly joined).



Ensure all lifting tackle is checked for its capacity and adequacy for the weight of pole being lifted.



Attach a single loop schilling around the pole at approximately two thirds of the overall height, taking care not to damage the pole finish (synthetic slings should be used for painted product).



Begin lifting the pole, after lifting the top of the pole approximately 1m above the ground (base should still be supported on the ground), stop and check the arrangement.



Carefully place the pole on the foundation bolts. Load from the lifting equipment (safety rope is to still remain taut) until washers and nuts are placed on all threads and initially tightened.



Release the load from the lifting equipment and remove lifting tackles.



All Metal enclosures/Light Fittings/Pole Structure shall be effectively earthed with nearby earth bus or earth grid with bolted connections.



An ITR shall be raised for the inspection of the street lighting pole installation and Wiring & Termination subject to approval.



The QC Representative will keep records for all inspections and testing related to the Works and coordinate with Company/Contractor to verify the work has been completed in accordance with the specifications and drawings.

PROCEDURE FOR INSTALLATION OF LIGHTING, SWITCH, SOCKET, WELDING RECEPTACLES WIRING



Material selection shall be made in accordance with project specifications for Light Fittings, Switch, Socket, wiring & Terminations.



Ensure Nuts, bolts & washer for Light Fittings in accordance with IFC drawings and details.



Supports shall be of corrosion resistant. For highly corrosive locations SS316 shall be used.



The required working space around Light Fittings, Switch, Socket, wiring & Termination, clearance between them shall be in accordance with project specification & standards.



Before Startup of Light Fittings, Switch, Socket, Conduiting, wiring & Termination Installation, check that no existing services coincides with our installations.



After completion of conduiting work (wherever applicable) wiring to be done as per approved SLD & routing drawings.



Holes to be drilled in the ceiling/wall, anchors to be fixed for placing the supports for Fixture Installation/Switch, socket & Welding Receptacle Installation.



Install Lighting fixture/Bracket (if applicable) on the foundation/Wall, alignment to be checked with level and ensure that is in accordance with IFC drawings and details.



Light fittings to be installed along with accessories as per GA drawings and bolts, nuts to be checked for tightness.



The Switch, Socket & Light Fittings Installed should be checked for Alignment, orientation & straightness.



After Installation of Light Fittings, Switch, Socket, wiring already available at near the points to be pulled through flexible conduits/pipe to be terminated at the points available in the fittings/Switch/socket.



All Metal enclosures/Light Fittings/Pole Structure shall be effectively earthed by using PVC cable to nearby earth bus or earth grid with bolted connections.



An ITR shall be raised for the inspection of the Internal/External Light Fittings, Switch, Socket, Welding Receptacle, and Wiring & Termination subject to approval.



The QC Representative will keep records for all inspections and testing related to the Works and coordinate with Company/Contractor to verify the work has been completed in accordance with the specifications and drawings. Any NCR’s raised will be closed out prior to handover.

6.9

TERMINATION & GLANDING



All the termination & glanding work shall be carried out by trained technicians.



All the cables shall be glanded and terminated in accordance with the cable schedule.



While glanding is carried out the entire body of cable shall enter the gland, and the outer shrouds of a cable shall not be removed before entering the weatherproof seal of the gland.



All cables are to be terminated used glands of proper type and size as per area classification.



The gland shall be assembled strictly in accordance with the manufacturer’s instruction, particular attention being paid to ensuring good mechanical and electrical contact between parts without excessive strain or distortion of cable.



Proper crimping tools shall be used for compression type lugs.



The material certificates of cable glands shall be available for ready reference.



Terminate power cables to the isolator/circuit breaker inside the pole hole. Ensure that they are terminated properly.



The cable armoring and other metallic sheath shall be bonded to earth.

7. PRECAUTIONS 

.



The electrical supply to powered hand tools must be protected by ELCBs (Earth leak circuit breakers) at sending source side.



Electrical lighting for use in confined spaces shall not exceed 24 volts. Powered hand tools used in confined spaces shall, be air operated. Where this is not possible, all such tools shall be equipped with a dead man’s switch.



The temporary electrical network installed for job would be protected by ELCBs (Earth leak circuit breakers) to avoid any accidental contact.



Scaffolding shall be used where appropriate using Safety “Tag” system



Cable cutting/scrap shall be removed from work front on a daily basis



Only persons under full time supervision by a competent qualified electrician/fitter shall be permitted inside working area.



Entry to and work in existing areas will only be permitted under P.T.W system and full cooperation with the Contractor operations

A competent qualified fitter only shall carry out installation, modification or work in the immediate vicinity of any electrical equipment under full time supervision.



Where it would be required to work in the vicinity of electrical equipment all necessary precautions will be taken to avoid accidental contact with live conductors



No one shall be allowed to work in the immediate vicinity of any existing electrical installations or equipment without a valid permit to work. This applies to both temporary and permanent electrical installations and equipment.
