THE OMAN NATIONAL RAILWAY PROJECT

2.1.1. The National Railway Project in the Sultanate of Oman will consist of about 2135 km of railway line, linking - as part of GCC Railway Network – the Oman border with UAE (at Al Ain and Khatmat Milahah) to Muscat, to the central and southern parts of the country at Port of Ad Duqm and Salalah and to the Yemen border. The Oman National Railway is intended to be a double track mixed freight and passenger non-electrified railway line. The planned Oman National Railway (ONR) Network, that will link the most populated areas, the ports and the increasing productive activities of the Sultanate, will be part of the GCC Railway. 2.1.2. The Oman National Rail Project is divided into 9 Segments for a total length of 2135 km, as presented in the following table. Segment

During the first phases of the preliminary design, a Multicriteria analysis has been done to define the best network configuration and Development Plan priorities of the railway system for the Sultanate, reviewing the outcome of all previous Feasibility Studies. The results of this exercise is the current network configuration, approved by the Omani Supreme Council of Planning as shown in the Figure. Phase 1 and Phase 2 include the Segments that are included in the Oman Rail Network Preliminary Design tasks . Phase 3 includes 3 more Segments that would complete the network configuration, planned to be implemented in Phase 3 (Long term developments).

The alignment revision involved Segment 2 B, 3 A, 3 B , 3 C and 4 A. These new Segments run mainly through flat areas with an expected maximum vertical gradient equal to 1%. These Segments were designed to operate as a mixed freight and passenger double track railway line, having a maximum permissible axle load of 32.4 tons. The alignment was designed with a design speed of 220 km/h for passenger trains. For heavy freight trains the design speed is 80 km/h, for light freight trains the design speed is 80 km/h. The maximum design speed for turnouts in the junctions is 120 km/h. The planned railway corridor of these segments, along the stretches where it is physically practicable, can permit future speed of 350 km/h for passenger trains. In dual track sections, the minimum distance between the centrelines of the tracks is 4.5 m.

SEGMENT 2 – SECTOR B

Segment 2 B is the southward continuation of segment 2 A. It departs from the city of Ibri (Al Dhahirah Governorate) ending its route near the city of Adam (Ad Dakhiliyah Governorate) and it has a total length of 125+500 km. Segment 2 B shall be connected with Ibri Logistic Area and Al Dahra Economical Zone. In Figure 2 it is illustrated the Railway alignment of Segment 2 B. Figure 2 - Segment 2B: from Ibri City to Adam

Moreover Ibri Station location, as designed in the revised concept design, lies close to the Ibri logistic Center and near to One Million Palms Project. (Figure 3). The crossed land is definitely flat and no major constraints have to be faced. Minor roads, gas pipelines and small settlements along the roads have to be taken into consideration during the Preliminary Design Phase of Segment 2 B. A viaduct over Wadi Ibri, at around km 10+000 it is likely to be designed.

SEGMENT 3 – SECTOR A

Segment 3 A is the southward continuation of segment 2 B. It connects Adam area with Al Ghabah area. Segment 3 A lies entirely within Ad Dakhiliyah Governorate. At the end of Segment 3 A it is located the station of Quarn Alalam. The railway line covers a total distance of 121+500 km. The designed alignment of Segment 3 A is shown in Figure 4. Several crossing with gas pipelines shall be solved along Segment 3 A. No major artworks have been envisaged along Segment 3 A. SEGMENT 3 – SECTOR B

Segment 3 B is the southward continuation of Segment 3 A. It runs always parallel to Road 31 and it passes through very flat areas arriving at Haima City after having covered a total distance of 193+000 km. Segment 3 B crosses both Ad Dakhiliyah Governorate (from km 0+000 to km 5+000) and Al Wusta Governorate (from km 5+000 to km 193+000). A railway station shall be located in Haima. The crossed land is definitely flat and no major constraints have to be faced. In some stretches of Segment 3 B the presence of sand dunes along the route might cause problems for the railway and it shall be studied in depth during the Preliminary Design (Figure 6). During the Preliminary Design Phase of Segment 3 B, the under study upgrading of Rd. 31 shall be considered. Minor roads, gas pipelines and small settlements along the roads have to be taken into consideration during the Preliminary Design Phase of Segment 3 B. Several crossing with gas pipelines shall be solved along Segment 3 B. No major artworks have been envisaged along Segment 3 B.

SEGMENT 3 – SECTOR C

Segment 3 C consists of a railway spur that connects the main railway line to Al Duqm. It departs from Segment 3 B at km 157+920. Segment 3 C runs almost completely parallel to Rd. 37, to the south of the Oryx Sanctuary protected area. The total length of Segment 3 C is 178+500 km. The crossed land is definitely flat and no major constraints have to be faced. Small wadis, minor roads, gas pipelines and small settlements along the roads have to be taken into consideration during the Preliminary Design Phase of Segment 3 C. This final stretch of Segment 3 C passes through a hilly land where cuts are required. No major artworks have been envisaged along Segment 3 C. Both Al Duqm station and Al Duqm railway yard were located in accordance with the last updated version of Al DuqM master plan. The Railway Freight Yard shall be connected with the main gate of the Port of Al Duqm by means of a railway spur. During the very first phase of the revision of Concept Design a north route was identified to connect Al Duqm with the main line (Map 2)

The site survey undertaken along the north route had emphasized some challenging features for the Railway design especially in the final portion of this route, namely: 

The vicinity with the Oryx Sanctuary fence (Photo 1)



The difficulty for the accessibility of certain areas due to the lack of any kind of road (Photo 2)



The general complexity of the land compared to the flatness of the south route.

But the most significant reason that led to change from North option to South solution has been the no approval given by both Ministry of environment, Diwan of Royal Court.

SEGMENT 4 – SECTOR A

Segment 4 A is the southward continuation of Segment 3 B. It starts from Haima and, after having crossed Rd. 31, it runs parallel to an unpaved road which connects Rd. 31 with Rd. 29. Segment 4 A joins Segment 4 B in the vicinity of Amal. The total length of Segment 4 A is 170+500 km. Figure 8 describes the alignment of Segment 4A. Figure 8- Segment 4A: from Haima to Amal

The crossed land is definitely flat and no major constraints have to be faced. The final stretch of Segment 4 A passes through an oil and gas area where a lots of conflicts with power lines and gas pipelines shall be solved During the Preliminary Design Phase of Segment 4 A, the under study upgrading of Rd. 31 shall be considered. No major artworks have been envisaged along Segment 4 A.
