SCOPE The scope of this procedure applies to all HSE training activities to be conducted on Al Dabb’iya Surface Facilities Phase III. This procedure is a “live document” subjected to ongoing review to reflect the changes and further HSE training requirements are identified throughout the project phases. Due to the people has his own characteristics in experienced, knowledge and ability, the training program is to promote the workforce to improve their knowledge & skills and to achieve an acceptable level for his job. The “HSE Training Program” is part of Contractors HSE Management System and shall be used in conjunction with other Project HSE Procedures. The criteria established in this procedure are complaining with UAE Legislation & ADCO HSE requirements.

PURPOSE The purpose of this procedure is to outline the Safety, Health and Environment information and training to be provided to all Al Dabb’iya Surface Facilities Phase III project personnel prior to commencing work on the project site and provision of subsequent trainings as required.

PROJECT DESCRIPTION The Project consists in the Engineering, Procurement and Construction (EPC) for Al Dabb’iya Phase Facilities Development: Central Processing Plant, Gathering System, Export Pipeline (Oil and Gas), Flare System, Water Supply and Disposal, in Dabb’iya area (Southwest of Abu Dhabi).

DEFINITIONS AND ABBREVIATIONS Refer for Definitions and Abbreviations to the Project Communication Procedure between ADCO and CONTRACTOR, appendix 1 or to the Contractual Document: General Scope of Work - Doc. No. 02.99.91.0609 Rev 3 - Paragraph 4- Terminology. For the purposes of this procedure, the following definitions / abbreviations shall apply:

As Low As Reasonably Practicable (ALARP)

Acronym of As Low As Reasonably Practicable ALARP is a demonstration that the risk of a favourite option, are acceptable and/or comparable to other similar developments. It requires consideration of all the hard and soft issues related to the range of options and a judgment decision with the full knowledge of all the option and their associated risks and costs. Represents the level or risk reduction at which the time, trouble, difficulty and cost of further reduction measures become unreasonable disproportionate to the additional risk reduction to be obtained. ALARP is determined through cost benefit analysis)

Assessment

The process of analysing and evaluating hazards, and involves causal and consequence analysis, and requires determination of likelihood and risk

Cause

Cause is an event that could result in the release of the hazard

Competent Person

A person who, because of qualifications and experience, has the skills necessary to perform the stated duties (In the case of excavation this is to be a civil engineer with a minimum of 2 years practical experience in assessing ground conditions).

Consequence

Consequence is the result of the release on the workforce, local population, or the environment

Contract

The EPC Contract n. 15810.01 entered between ADCO and CONTRACTOR for PROJECT realization

Contract Administrator

Means a Person in ADCO within the contract sponsor’s (enduser) division/department, which is responsible for managing all aspects of the contract. It might be referred to as (ADCO Representative) as an alternative.

Correspondence

First Aid Case (FAC)

A one-time treatment and subsequent observation of minor scratches, cuts, burns, splinters, and so forth, which do not ordinarily require medical care. Such treatment and observation is considered first aid even though provided by a physician, or registered professional personnel

Hazard

Hazard is the potential to cause harm, including ill health and injury, damage to property, products or the environment, production losses or increased liabilities

Incident

An Incident is an unplanned event or chain of events, which has, or could have caused injury or illness and/or damage [loss] to people, assets, the environment or reputation

Injury

Any injury such as a cut, fracture, sprain, amputation etc., which results from a single instantaneous exposure

LEADERSHIP AND COMMITMENT Contractor’s Management (Construction Director, Project Managers, Site Manager, Construction Managers, Department and Functional Managers) is committed to execute the work activities in a manner that is uncompromising on issues of health, safety, the environment and security. Senior Management of Contractor will personally practice HSE leadership, demonstrate visible commitment to the Project’s HSE policy and strategic objectives, and provide resources to foster a Project culture that embraces and accepts nothing but optimal HSE behaviour. The management is committed to executing the construction activities with an emphasis on the necessary care to protect the environment, the prevention of pollution and continual improvement of the Project environmental performance. The Contractor’s management is committed to never, for whatsoever reason, let that cost, schedule, and any other possible concerns could prevail over HSE requirements of the Project. Moreover Contractor’s management is committed to:

Comply with the requirements of all applicable HSE laws and standards.

o

Pursue continuous improvement of the HSE management system and the HSE performances on site.

o

Perform HSE Training programs and promote the awareness of the personnel at every level to work in a safe and environmentally responsible manner.

o

Assure the co-operation with Public Authorities, ADCO, Suppliers, Local Communities and other stakeholders on HSE issues.

o

Require Subcontractors to manage the environmental issues in an appropriate way, consistently with the requirements of Tecnimont Spa and ADCO HSE management system.

ROLES AND RESPONSIBILITIES It is a mandatory requirement to accept the related training courses for the specific construction activities in Al Dabb’iya Surface Facilities Phase III Project.

7.1 CONTRACTOR CONSTRUCTION DIRECTOR (CD) The Contractor CD has the overall responsibility for this procedure and is responsible for supporting it and for ensuring that the jobsite under his responsibility actively participate. available to support the training program. Support the Site HSE Manager with regards to all activities that implement and uphold the HES Management System.

7.2 CONTRACTOR SITE HSE MANAGER The Contractor Site HSE Manager, in conjunction with the Contractor CD, is responsible for implementing and administering this procedure. The Contractor Site HSE Manager and his department will be responsible for the planning and implementation of the HSE training program, monitor the effectiveness of the trainings given, continuously identify HSE training needs to improve in the overall project HSE performance, reflect the changes and further HSE training requirements are identified throughout the project phases. Develop and update according to the Project phase the “Project HSE Training Matrix” which also includes Mandatory and Optional courses for different job groups/risk activities

7.3 CONTRACTOR SENIOR HSE ENGINEERS The CONTRACTOR Senior HSE Engineers will: o

Function as an adjudicator on any issues from the implementation of this procedure.

o

Audit SUBCONTRACTORs to ensure the requirements of this procedure are implemented and provide feedback on performance to Site HSE Manager and/or Contractor Project Management.

o

Assist SUBCONTRACTORs to plan and coordinate the work to effectively implement the requirements of the procedure.

7.4 CONTRACTOR HSE TRAINING COORDINATOR/TRAINERS The Contractor Site HSE Manager, in conjunction with the Contractor CD, shall appoint the HSE Training Coordinator/Trainers within the integrated Site Organization of Contractor/Subcontractor’s training staff. Main responsibilities of the HSE Training Coordinator/Trainers are: o

Manage the training as per Training Matrix.

o

Prepare the adequate training delivers, material, schedule.

o

Draft the training performance record and report to Contractor Site HSE Manager for reference.

o

Ensure the objectives of the Training Procedure are met.

o

Ensure appropriate records of training are maintained.

7.5 SUBCONTRACTOR SITE MANAGER The Subcontractor Site Manager has the responsibility for compliance with this procedure and shall provide the personnel, facilities, and other resources necessary to effectively implement, administer and enforce this procedure. The Subcontractor Site Manager is responsible for the effective dissemination and education of the requirements throughout the Subcontractor’s organizations. The Subcontractor Site Manager shall ensure that all Subcontractors’ employees, and all lower tier Subcontractors comply and actively participate with its requirements.

7.6 SUBCONTRACTOR HSE MANAGER/ENGINEER Subcontractor HSE Manager/Engineer shall be responsible for the continuous monitoring of the implementation of this procedure within their organizations. Subcontractor HSE Manager/Engineer will provide feedback on performance and assist Subcontractor’s Line Management to plan and coordinate the work to effectively implement the requirements of the procedure. Subcontractor HSE Manager/HSE Engineers; in conjunction with Discipline Managers and Engineers/Supervisor shall conduct training needs and skills gap analysis for all employees under their authority using the Project Training Matrix for reference and for establishing their training needs and advising/informing the Contractor’s HSE department. Subcontractor HSE Department shall maintain a HSE training database for all HSE trainings conducted with supporting evidences. Such as data & evidences shall be made available for audits.

7.7 CONTRACTOR/SUBCONTRACTOR DISCIPLINE SUPERINTENDENTS/ SUPERVISORS Contractor and Subcontractor Discipline Superintendents/Supervisors shall thoroughly familiar with this procedure and with their individual responsibilities regarding its implementation and enforcement. Contractor and Subcontractor Discipline Superintendents/Supervisors are responsible for HSE issues of their sphere of controls; it is intended to keep an incident and injury free workplace for the workforce. Subcontractor Superintendents / Supervisors shall inform Subcontractor HSE Department for newcomer to get the required HSE Induction (Employee - Supervisor - Visitor) and appropriate HSE Training according to their titles / jobs / tasks. They are further responsible to ensure that personnel are made available for training as per the schedule and ensure that all employees assigned to them have completed their required HSE trainings prior to assigning them work.

7.8 EMPLOYEES Employees must know, understand and comply with the health, safety and environmental

requirements of this procedure as applicable to the work they perform. Employees must report to their Supervisor any equipment malfunction that may affect the safe operation of the equipment. Employees should attend all required HSE Training according to their titles / jobs / tasks.

8

PROCEDURE

8.1 GENERAL Contractor considers essential the orientation of employees before starting of any activities on site. Education to all employees with regard to work environment and site conditions is fundamental in order to obtain effective accident prevention. Each employee, whether new to the site or being transferred from one site to another, must be made aware of its responsibilities, the hazards of its work or task assigned and actions in the event of emergencies. All Contractor and Subcontractor employees shall be properly familiarized with their specific work environment and task to be performed. In line with such principles the Contractor has delivered the “Project HSE Training Matrix” (Attachment-2) including “ADCO”, “Approved 3rd Party” and Project Specific “Contractor HSE” training courses, distinguishing between Contractor personnel and Subcontractor’s employees for different job groups/risk activities. The Contractor “HSE Training Program” procedure was prepared in line with ADCO “HSE Procedure Manual 10/4 – Management of Contractor HSE Procedure” – Appendix-O No.19 HSE Training (Attachment-1). The Project HSE Training Matrix will be revised and updated periodically to reflect and incorporate just in time safety training that may arise from work execution issues. The training embraces the following:  Mandatory safety training as indicated by ADCO and local authorities  Safety Orientation Courses  Job Specific HSE Training Contractor and its Subcontractors, in the course of execution of the Project, will arrange the training courses set for in the “HSE Procedure Manual 10/4 – Management of Contractor HSE Procedure” – Appendix-O No.19 HSE Training (Attachment-1) for their own employees. The responsible party to provide the training is indicated in the “HSE Training Matrix” (Attachment-2), which covers but not limited to the training requirements. Any unforeseen training requirement (not indicated in the HSE Training Matrix) shall be provided by ADCO. Contractor and Subcontractors shall make their workforce ready for the required trainings. All the HSE certification courses identified in “HSE Training Matrix (Attachment-2) must be attended at an ADCO approved 3rd party. Contractor and Subcontractors will approach ADCO Systems & Procedures Department in HSE Division in Abu Dhabi to obtain and receive the latest updated list of the approved training providers and approved instructors.

It is responsibility of Subcontractor to ensure that their personnel are qualified in their tasks and certified as per above; copies of all qualifications and competencies of their personnel shall be provided to Contractor and ADCO upon request. Contractor and Subcontractor employees will perform and undergo further trainings to meet the needs of the working environment when specified by ADCO Representative. HSE Training other than 3rd Party/Certification trainings shall not be conducted outside the Project Site HSE Training facilities,- where Contractor’s HSE Training Coordinators cannot monitor/supervise- without written permission from Contractor Site HSE Manager. The HSE training programs and effectiveness shall be periodically reviewed and elaborated by Contractor based on continuous monitoring of HSE performances and/or checks and balances of auditing and inspection activities.

8.2 CONTRACTOR HSE INDUCTION/ORIENTATION All personnel working on the Al Dabb’iya Surface Facilities Phase III project site shall attend the Contractor HSE Induction training as the safety induction training is the basic training in Al Dabb’iya Surface Facilities Phase III project. All training sessions will basically be conducted by the Contractor HSE trainers. Sub-contractor HSE trainer, once approved, he can be requested to support in the roll out of the training sessions. Sufficient time will be set aside for the induction course to ensure all topics are adequately addressed.

8.2.1

HSE INDUCTION/ORIENTATION FOR WORKERS

Much of the work force to be used on the project will include personnel who have never been in the construction industry before. In order to shorten the learning curve and assist in their learning and understanding of the construction industry fundamentals, Project specific HSE requirement and best practices. The project basic induction for the workers is separated from Management & Staff and training will be delivered by instructors in Hindi/Urdu, and any other language using an interpreter that is only spoken by 10% or more of the personnel on the project. 8.2.3

HSE INDUCTION/ORIENTATION FOR PROFESSIONAL DRIVERS

The Site HSE induction for the professional drivers shall be separated from Workers and Management/ Staff training program. All Professional drivers shall undergo through this specific Site HSE induction program and be given relevant information and instruction on the site traffic rules, vehicle maintenance activities at project site, usage of mobile phones, Road Safety Policy, In-vehicle Monitoring System (IVMS), hazards and control measures associated with site traffic and made familiar with project site rules and procedures. The Non-English speaking drivers employed should have the rules communicated to them in a manner they can understand and checks carried out to ensure they understand. As a minimum, Professional Driver’s Site HSE induction may include, but not be limited to the following topics:    

Project introduction; Medical facilities at project locations; ADNOC Onshore Life Protection Rule; STOP Policy;

8.2.5

ADCO LIFE PROTECTION RULES (LPR)

Contractor and its Subcontractors will ensure that ADCO “Life Protection Rules (LPR)” awareness is provided and shared with all the employees and that LPR’s contents are covered as part of HSE induction to visitors also. The ADCO - Life Protection Rules are the following: o o

Follow the prescribed Safe Journey Management Plan Obtain valid PTW before commencing any job that requires one

o

Conduct Gas Test whenever required

o

Verify isolation before beginning work and use the specific Life Protection Equipment

ADCO's Life Protection Rules with a strong focus on the Ten (10) key risks that can impact employees' lives and character animation movie shall be played in appropriate language to the individual/audience (English, Urdu or Arabic). Life Protection Rules are the part of Contractor Site HSE Induction/Orientation Program. Each individual shall sign LPR Declaration form at the end of LPR awareness confirming his understanding, acceptance and commitment to follow. Each attendee will be provided with a helmet sticker and the training shall be recorded in HSE training passport.

8.3 ADDITIONAL HSE TRAININGS Additional HSE training will be provided by Contractor and/or Subcontractors trainers under the supervision of Contractor HSE Training Coordinator in accordance with “Project HSE Training Matrix” (Attachment-2). Identification of additional training need is to be carried out by the supervision in charge of the activities under consideration and field HSE Officers. The supervisor shall assess the HSE skill levels of his workforce and if identify any weaknesses requiring further training as part of his preparation, and shall be informed to Subcontractors HSE Manager/Engineer to arrange additional trainings requested. Identification of additional training needed is very basic. It can be the skills shortage or/and lack of knowledge and weakness identified may solved by training. Further training is often seen as the universal solution but close examination may reveal that the problem could be better solved by implementing other actions such as engineering controls, change in work method, on the job training or buddy system. To promote the training performance and effectiveness, some training program (i.e. Flagman, Confined Space Stand-by Person/SCBA, Safe Erection & Dismantling of Scaffolding, Fall Protection/Working at Heights) may need to arrange a practical demonstration to confirm the workers’ skill and knowledge. Additional HSE training will be prioritized with those workers who are perceived to be at highest risk shall receive priority training. Any work crew and supervisor involved in an incident/Violations/Unsafe Practices must attend refresher training on the relevant subject. The existence of subcontractor training courses does not relieve CONTRACTOR of conducting the mandatory courses detailed in “Project HSE Training Matrix” (Attachment2).

For further details refer “Project HSE Training Matrix” (Attachment-2), issued in agreement with ADCO Contractual requirement and Contractor HSE standards. Subcontractors shall identify “MANDATORY” and “AS REQUIRED ON JOB” trainings requirement for their employees based on scope of work & shall develop HSE Training matrix in line with ADCO HSE “Procedure Manual 10/4 – Management of Contractor HSE Procedure” – Appendix-O No.19 HSE Training (Attachment-1) and “Project HSE Training Matrix” (Attachment-2), The Subcontractors HSE Training Matrix shall be submitted to Contractor for review & approval . Subcontractor shall review their HSE Training matrix every three months to reflect further training requirement for specific craft personnel. Employee training is a key component of any safety program. The supplementary training matrix (Attachment-4 ) provides guidance for subcontractors to identify employee training requirements bases on the nature of work. The supplementary training matrix shall be used in conjunction with Project HSE Training Matrix” (Attachment-2), Training must be documented and records must be kept for a minimum of three years.

8.4 JOB SPECIFIC QUALIFICATION/ 3RD PARTY CERTIFICATION TRAININGS To comply with the statutory requirement & ADCO Contractual requirement, some of the position/craft needs to accept the 3rd Party training and get the approval certificates to prequalify his skill and knowledge. Third Party (TP) verification of subcontractor craft personnel shall be checked by the discipline supervisors prior to assign them at work. Subcontractors shall provide evidence of craft personnel specific qualifications and/or certificates obtained which demonstrate the skills and knowledge of the workers under their supervision and demonstrates that all have received the relevant statutory HSE trainings according to the UAE Law and Regulations and ADCO HSE “Procedure Manual 10/4 – Management of Contractor HSE Procedure” – Appendix-O No.19 HSE Training (Attachment-1)

Subcontractor shall ensure that, all specific technical HSE courses stipulated in ADCO HSE “Procedure Manual 10/4 – Management of Contractor HSE Procedure” – Appendix-O No.19 HSE Training (Attachment-1) are delivered by ADCO approved 3rd Party training institute & trainers. However; some specific technical HSE courses that were previously governed by ADCO will no longer be governed. The list of removed courses can be found in Attachment- 3, along with details of the accreditations/requirements when conducting these courses for Contractor & Subcontractors.

8.5 CONDUCT THE TRAININGS. To the extent possible, training is to be presented so that its organization and meaning are clear to the employees. To do so, the Trainer would: a) Provide overviews of the material to be learned; b) Wherever possible, the related new information or skills to the employee’s goals, interests, or experience; and

c) Reinforce what the employee has learned by summarizing the program’s objectives and the key points of information covered. These steps will assist trainers in presenting the training in a clear, unambiguous manner. For each training module the Training Coordinator/Trainer shall develop in line with ADCO HSE requirement & procedures/UAE Regulations/Contractor HSE Procedures & Standards and best practices. A written outline of the training course, including the major/important points to be covered in the course including the aim, objective and reason shall be included.

The content developed for the program, the nature of the workplace and the resources available for training will help determine the frequency of training activities, the length of the sessions, the instructional techniques, and the individual(s) best qualified to present the information. In order to be motivated to pay attention and learn the material that is being presented, employees must be convinced of the importance and relevance of the training material. An effective training program allows employees to participate in the training process and to practice their skills and/or knowledge. This will help to ensure that they are learning the required knowledge and/or skills and permit correction if necessary. Employees can become involved in the training process by participating in discussions, asking questions, contributing their knowledge and expertise, learning through hands-on experiences, and through role-playing exercises.

8.6 DOCUMENTATION All training sessions shall be undertaken in accordance with a pre-planned and agreed format. All attendees “ADCO Pre-Employment medical fitness certificate” and “H2S Training” certificates shall be checked/verified by Contractor Training Coordinator/trainer prior to commencement of HSE Induction trainings. Attendance sheets for all participants shall be completed and signed by all attendees. Classroom-based key training sessions will conclude with a written assessment as defined in the “Project HSE Training Matrix” (Attachment-2) to determine the level of understanding of the course and to ensure that the attendees have accepted the required level of skills and knowledge. For personnel who have trouble understanding the written assessment, such assessments shall be given in a form and languages appropriate the attendees (Hindi/Urdu/Bangla). Records of assessments will be retained in a recoverable and auditable system retained by Contractor HSE department. A consolidated database of all the attendees will be developed and maintained throughout the project.

8.7 TRAINING SCHEDULE All Subcontractors shall identify required HSE training for their employees and the request shall send to the Contractor HSE Training Coordinator/Trainer on weekly basis maximum by Wednesday 14:00 hrs. 8.8 REFRESHER TRAINING All Personnel shall attend Contractor HSE Induction/Orientation as basic requirement of Al Dabb’iya Surface Facilities Phase III project. Where personnel have been absent from site for six (6) months or more, they shall require to attend a HSE Induction refresh training session upon their return at the project.
