SCOPE This procedure is to be used by members of the Project Management Team to enhance HSE control by providing an official platform where HSE issues are openly discussed, adopted and implemented. This procedure applies to all parties participating to the Project.
1.1
Purpose The purpose of this procedure is to create and establish a structured system of HSE Meetings that involves the site organization at all level. These will guarantee an easy flow of information between management and workforce, an important base for the prevention and correction of critical situations. This procedure and guidance has been developed to ensure that effective HSE meetings and communication procedures are established to monitor implementation of the Site HSE Plan in line with Statutory and Contractual HSE requirements.
1.2
Project Description The Project consists in the Engineering, Procurement and Construction (EPC) for Al Dabb‟iya Phase Facilities Development: CENTRAL PROCESSING PLANT, GATHERING SYSTEM, EXPORT PIPELINE (OIL and GAS), FLARE SYSTEM, WATER SUPPLY and DISPOSAL, in Dabb‟iya area (Southwest of Abu Dhabi).

The management is committed to executing the construction activities with an emphasis on the necessary care to protect the environment, the prevention of pollution and continual improvement of the Project environmental performance. The CONTRACTOR‟s management is committed to never, for whatsoever reason, let that cost, schedule, and any other possible concerns could prevail over HSE and Security requirements of the Project. Moreover CONTRACTOR‟s management is committed to: Comply with the requirements of all applicable HSE laws and standards. Pursue continuous improvement of the HSE management system and the HSE performances on site. Perform training programs and promote the awareness of the personnel at every level to work in a safe and environmentally responsible manner. Assure the co-operation with Public Authorities, ADCO, Suppliers, Local Communities and other stakeholders on HSE and Security issues. Require SUBCONTRACTORs to manage the environmental issues in an appropriate way, consistently with the requirements of Tecnimont Spa and ADCO HSE management system.

The CONTRACTOR CD is responsible for providing the personnel, facilities, and other resources necessary to effectively implement this procedure availing of specific cooperation of the Site Manager(s) for respective area of competency. CONTRACTOR Site Manager The CONTRACTOR Site Manager has the responsibility for compliance with this procedure and shall provide the personnel, facilities and other resources necessary to effectively implement, administer and enforce this procedure. The CONTRACTOR Site Manager is responsible for the effective dissemination and education of the contents and requirements throughout the CONTRACTOR‟s and its SUBCONTRACTOR‟s organizations. The CONTRACTOR Site Manager shall ensure that all CONTRACTOR and SUBCONTRACTOR employees comply with its requirements and actively participate. CONTRACTOR HSE Manager / SUBCONTRACTOR HSE Manager or Representative CONTRACTOR and SUBCONTRACTOR HSE personnel shall be responsible for the continuous monitoring of the implementation of this procedure. HSE personnel will provide feedback on performance and will assist CONTRACTOR/SUBCONTRACTOR‟s Site management and Supervision to plan and coordinate the work to effectively implement the requirements of the procedure. CONTRACTOR HSE Manager will inform ADCO Contract Administrator prior to non-routine HSE Meetings (different than routine Meetings stated below) with information of topics, Date & Location. ADCO Contract Administrator will inform the CONTRACTOR Site HSE Manager if he, or the ADCO Site HSE representative, will be able to participate the meeting. CONTRACTOR and SUBCONTRACTOR Supervisor(s) Supervisors shall be thoroughly familiar with this procedure and with their individual responsibilities regarding its implementation and enforcement. Supervisors shall attend all meetings required according with following specifications. If required, Supervisors will share information coming from such Meetings with all workforces under their respective responsibility during Toolbox Talks.

S.T.A.R.R.T. - Team Meeting The STARRT meeting will be conducted by SUBCONTRACTOR‟s team leaders, involving the workgroup members in the identification and mitigation/correction of specific hazards to the task, before starting any NEW work task and/or if workgroup members have changed. SUBCONTRACTOR HSE Supervisor will monitor the meetings and provide input, or clarification of issues, as required. CONTENTS Each SUBCONTRACTOR‟s line Supervisor and work-crew will identify and discuss potential hazards associated with the new task to be undertaken, just prior to its commencement, and/or if workgroup members have changed. HSE Weekly Walk Around CONTRACTOR HSE Manager will lead the walk around. Attendees shall participate to a brief meeting (5/10 minutes) before starting of the HSE Walk around at site/working areas. Attendees shall participate to a final meeting at the end of the HSE Walk around (15 minutes).
